The meeting was called to order at 7:00 P.M. by Mayor Moty with the
following Councilmen present: Anderson, Chatfield, Fulton, and Moty.
Absent: Councilman Denny
Also present were City Attorney Murphy, Public Works Director A.rness ,
Police Chief Whitmer, Parks Director Blaser, A.irports Manager McCall,
and City Clerk Brayton.
APPROVAL OF MINUTES
MOTION: Made by Councilman Anderson, seconded by Councilman
Chatfield approving the minutes of the regular meeting of July 19, 1971 ,
as mailed to each Councilman. The Vote: Unanimous A.yes
COMMUNICA.TIONS
Oregon Trail Riders
MOTION: Made by Councilman Chatfield, seconded by Councilman
//,� Fulton approving the request of the Oregon Trail Riders for per-
mission to sell beer at a two day horse show on September 11 and
12 at the Arena Grounds. The Vote: Unanimous Ayes
Reddin� Host Lions Club
MOTION: Made by Councilman Anderson, seconded by Councilman
��-� Chatfield approving the request of the Redding Host Lions Club to
sell beer and soft drinks on August 8 at the Donkey .It�lo Game in
Caldwell Park. The Vote: Unanimous A.yes
Jerry Bales and Jim Gordon
A. communication received from Jerry Bal,es and Jim Gordon re
hazards to bicyclists caused by storm sewer gratings was re-
��� ferred to staff.
Mayor Moty said he had received telephone calls from citizens
with respect to bicyclists riding on streets at night without lights,
and he asked the City Attorney to research the regulations regarding
this matter.
Redding Fire Fighters Local No. 1934
MOTION: Made by Councilman Fulton, seconded by Councilman
'��O Chatfield approving the request of the Redding Fire Fighters
Local No. 1934 that the business license f.Pe for the scheduled
show of "Europorama" be waived. The Vote: Unanimous A.yes
APPROVAL OF CLA.IMS AND PA.YROLL
MOTION: Made by Councilman Anderson, seconded by Councilman
Chatfield that A.ccounts Payable Register No. 3, check nos. 15841 to
16065, inclusive, in the amount of $87,263. 09 be approved and paid,
and that Payroll Register No. 2, check nos . 38413 to 38728, inclusive,
%c� f salaries in the amount of $102, 861 . 33, for the period July 4, 1971
through July 17, 1971 be approved. Total $190, 124.42

Mayor�P�I�ty abstained frorn discussion and voting on this item.
MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton that full reading of Ordinance No. 1060 be waived, and the
' City A.ttorney be instructed to scan same. The Vote: Unanimous Ayes

MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton that Ordinance No. 1060 be adopted, an ordinance of the City
Council of the City of Redding declaring a certain area of the City
an underground utility district in accordance with provisions of Section
27.1-2 of the Redding City Code, and requiring the removal of poles ,
overhead wires and associated overhead structures within said district
and fixing the time for said removal and the time within which property
owners within the district must be ready to receive underground service.

MOTION: Made by Councilman Fulton, seconded by CounciTman
Anderson that Ordinance No. 1061 be adopted, an ordinance of the City �Q�
Council of the City of Redding repealing Sections 30-5. 5, 30-5.6 ,
30-5 .7, 30-5. 8, 30-5 . 9, 30-5. 10, and 30-6 of the Redding City Code,
1959 , as amended, and substituting therefor new Sections 30-6 and
� 30-6 . 1 , establishing regulations for the multiple family or R-3 District
and Combining Districts.

included.
