The meeting was called to order at 7:00 P. M. by Mayor Moty with the
following Councilmen present: A.nderson, Denny, and Moty.
Absent: Councilmen Chatfield and Fulton "
NOTE: Councilman Fulton entered the meeting at 7:05 P.M, as
indicated hereinafter.

EXTENSION AGREEMENT - Water Deferment Charges - Milton Kite
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
approving the extension of agreement for deferment of water connection
j�� and acreage charges between the City of Redding and Milton Glanville
Kite to June 30, 1972, and authorizing the Mayor to sign said document
on behalf of the City. The Vote: Unanimous A.yes
A.MBULA.NCE PERMITS
James Benson appeared before Council, representing A.BC , A.merican,
and Professional A.mbulance Companies , and protested the recent
issuance of'an additional ambulance permit to Redding Ambulance
Company. Redding A.mbulance now has three ambulance vehicle
permits. Mr. Benson said that he and the other companies he repre-
sents were unaware that the applieation for a permit had been filed,
and it is their belief that the requirements of public convenience and
��� necessity have not been met. Mr. Benson mentioned that to date the
County has not approved the Redding A.mbulance Company application
for an additional permit, In essence, Mr. Benson argued that to
allow Redding Ambulance to increase its ambulance permits would
place the other three ambulance companies in an unfair competitive
disadvantage.
Councilman A.nderson stated that he believed that an existing company
that desired to expand should be allowed to expand, and that he would
not feel that the City Council should take any position in regard to
competition between presently licensed ambulance companies .
Councilman Denny stated, in es sence, that it was his feeling that ariy
allegations regarding unfair competition are immaterial to the is"sues
to be decided by the Council unless the specific examples cited con-
stitute a violation of the City's ambulance ordinance.

Mr. Benson then alleged that the Council had previously denied an -
application for a medi-car permit to one of the three ambulance
companies he was representing at this meeting, while having granted
' such a permit to Redding A.mbulance. Staff advised Council that it
had neither any record nor recollection of any such denial.
� At the request of Councilman Fulton, Mayor Moty referred all of the
I complaints of Mr. Benson to the A.mbulance Committee for review.
, Mayor Moty instructed staff to notify all holders of existing ambulance
perrizits when any future application for an ambulance permit or medi-
car permit is placed on the Council A.genda for consideration.

whom were protesting because a drainage system was not in-
cluded in the project:

Many prop"erty owners residing on Lincoln Street were present
at this public hearing. Ruth Millian and George Weber , acting
as spokesmen, stated that they would have preferred to have the
alley oiled but had been told that it was not the policy of the City
to oil alleys, and they had been led to believe that drainage
would be provided when the alley was paved.
� Mayor Moty read from the signed petition the description of work
to be performed, and drainage was not included. He also read
excerpts from the minutes of.the public hearing held .on October
19 , 1970, in which the Public Works Director stated "--=-there
will be no drains in the alley."
Mayor Moty commented that City employees did not circulate
the petition and that perhaps , because there had been discussion
about drainage, the persons circulating the petition did not make
it clear to all property owners that the project would involve only
paving of the alley.
The protesting property owners allege, that their water problems
I will be greater than ever because paving has raised the level of
, the alley s everaT inche s.
Proj ect Engineer Mathis said that the grade of the alley was left
as closely as possible to what existed but that-it had been neces-
sary to do some filling of low spots and removal of dirt in high
spots.
In a discussion re the poor drainage in the area, Councilman
Anderson asked if there was a cure to the problem and was

�advised that more and larger drains would alleviate the
drainage problems but that the cost would be approximately
$42, 000.
Mr. Weber asked if concaving the aliey would not help.
Mr. A.rness said he had recommended against concaving
because of the liability involved in diverting water. City
A.ttorney Murphy confirmed �he fact that the City is legally
liable for diverting water.
Mr. Pi ne, 845 Gold Street, 'said he was one of .the persons
who had circulated the petition and that he had discussed
drainage and dust problems with property owners when the
project was first initiated but he had not misrepreserited
the program and each person read the petition before signing.
Mayor Moty said he could find no grounds to disallow the
assessments and asked how the assessments could be paid
off. He was advised that the property owners would have
30 days after billing to pay the assessment. They may pay
a portion of the assessment or the entire amount. The un-
paid portion will be spread over a five-year period and the
property owners will be billed by the City Treasurer semi-
annually.

The City Clerk advised Council tha't no written protests had been
received.
Planning Director Harris reviewed the Planning Commission
Recommendation re RZ-5-71 contained in a memo to Council
dated July 2, 1971 , which rnemo is made a part of thes e minutes
by reference. The area included in the rezoning covers the
Mountain Lakes Industrial Park, Peterson Tractor Company
property, and the Baker properties , all of which were included
; in the recent annexation to the City.
The Planning Commis.sion recommended that the zoning on
these properties be changed from the "U" Unclas sified District
to the "M-2-F" General Industrial District with site plan
review requirements.
MOTION: Made by Councilman A.nderson, seconded by
Councilman Fulton that the Public Hearing be closed. The
Vote: Unanimous A.yes
