City Council, A.djourned Regular Meeting
Police Dept. & Council Chambers Bldg.
Redding, California
June 30, 1971 12:00 Noon
The meeting was called to order at 12:00 Noon by Mayor Moty with the
following Councilmen present: Anderson, Denny, and Moty
Absent: Councilmen Chatfield and Fulton
NOTE: Councilman Fulton entered the meeting. at 12:12 P.M. as
indicated hereinafter.
Also present were City Manager Brickwood, City A.ttorney Murphy,
Finance Director and Personnel Director Courtney, Public Works
' Director A.rness , Planning Director Harris , Police Chief Whitmer,
Fire Chief Grant, Parks Director Blaser, Personnel Officer Reynolds ,
, and City Clerk Brayton.

Redding Jaycees
MOTION: Made by Councilman A.nderson, seconded by Councilman ��
Denny approving the request of the Redding Jaycees for permission �
� to sell beer at Lake Redding Park on Ju1y 4th at their annual July
4 celebration. The Vote: Una.nimous A.yes
STAFF RECOMMENDA.TIONS RE 1971-72 PERSONNEL BUDGET
City Manager Brickwood reviewed Staff Recommendations pertaining to
the 1971-72 Personnel Sudget, as contained in a memo to Council dated
June 18, 1971 . Mr. Brickwood stated that the actual cost is an increase
over last year of $130, 133, or 4.59%. The City Manager pointed out (� i
that last year's personnel budget covered 237 employees, versus 232 � O �
employees for this year; a decrease of 5 employees�, or 2�. 1°jo. -Staff
requests approval of the personnel budget as submitted.�

RESOLUTION - re Salary Plan for Classified Employee`s ��
MOTION: Made by Councilman Denny, seconded by Councilman
A.nderson that Resolution No. 4453 be adopted, a resolution of the City
Council of the City of Redding approving the Salary Plan for all
Classified� Employees of the City' of Redding for the 1971-72 Fiscal Year, a`�/
Voting-was as follows:

, RESOLUTION - re Amendments to Memorandum of Understanding
MOTION: •Made by Councilman Anderson, seconded by Gounci°l:man
; Denny that Resolution No. 4454 be adopted, a resolution of the City � � �2
Council of the City of Redding approving certain A.mendments to the
, Memorandum of Understanding entered into between the City and the
I. B.E.W. , Local Union 1245 , on July 28, 1970.
Voting was as follows:

Noes: Councilmen - None
Absent: Councilmen - Chatfield and Fulton

RESOLUTION - re Schedule of Salaries for all Officers and Exempt Positions
Mayor Moty stated that City Manager Brickwood was hired at a salary which �
was $1, 000 less than the budget position called for, and it is Council's
recommendation that this $1 , 000 be restored, effective July 1, 1971 , on ��J
the basis of the excellent job he has done and that an additional 5�/o increase
be allowed. The Mayor also said that the other officer over which the
Council has jurisdiction is that of City A.ttorney and ib is Council's recom-
mendation that a 5% increase be alTowed in this position.

City Mana.ger Brickwood said that staff is doing an excellent job for
the City and that, except. for some inequity adjustments , he is
recommending a 5% increase for officers and exempt positions, Mr,
Brickwood bhanked staff for their cooperation and loyalty and strongly
recommended to Council the salary schedule he has proposed.
MOTION: Made by Councilman Anderson, seconded by Councilman
Denny that Resolution No. 4455 be adopted, a resolution of the City
Council of the City of Redding establishing the Schedule of Salaries
for all Officers and Exempt Positions of the City of Redding for the
1971-72 Fiscal Year.
Voting was as follows:

Noes: Councilmen - None

RESOLUTION - Approving Budget A.ppropriations re Personnel Costs
MOTION: Made by Councilman Anderson, seconded by Councilman
Denny that Resolution No. 4456 be adopted, a resolution of the City
Council of the City of Redding adopting and approving budget appro-
�/���� priations for the fiscal year 1971-72, pertaining to personnel costs
for the City of Redding.
Voting was as follows:
A.yes: Councilmen - Anderson, Denny, and Moty
Noes: Councilmen - None

ORDINA.NCE - re Compensation for Absences due to Ix�juries or Illness

Councilman A.nderson offered Ordinance No. 1057 for first reading, an
ordinance of the City Council of the City of Redding amending Chapter 2
of the Redding City Code, 1959, as amended, by repealing Section 2-29
� �,� thereof and substituting therefor a new Section 2-29, pertaining to
compensation for absences compelled by injuries or illness incurred in
the course of employment.

Councilman Denny offered Ordinance No. 1058 for first reading, an
ordinance of the City Council of the City of Redding amending Chapter 2
4.�,''� of the Redding City Code, as amended, by repealing Section 2-5 thereof
and substituting therefor a new Section 2-5, pertaining to the regular
work s chedule.
RESOLUTION - re A.dditional Holiday Pay for Fire Department Personnel
MOTION: Made by Councilman A.nderson, seconded by Councilman Denny
that Resolution No. 4457 be adopted, a resolution of the City Council of
��� the City of Redding establishing additional holiday pay compensation for
local safety members of the Fire Department assigned to twenty-four
���� hour shift duty. �
Voting was as follows:

RESOLUTION - Establishing Policies , etc. for Overtime Employment
MOTION: Made by Councilman Denny, seconded by Councilman A.nderson
that Resolution No. 4458 be adopted, a resolution of the City Council of �
���, the City of Redding establishing policies , procedures, and rates of compen-
• sation for overtime employment for classified positions .

ORDINA.NCE - Pertaining to Redemption Fees for Impounded Dogs
Councilman A.nderson offered Ordinance No. 1059 for first reading,
an ordinance of the City Council of the City of Redding amending �� y
Chapter 5 of the Redding City Code, 1959, as amended, by repealing
Section 5-33 and substituting a new Section 5-33, pertaining to re-
demption of impounded dogs.
Councilman Fulton entered the meeting at this point.
ADJOURNMENT
There being no further business , at the hour of 12:14 P.M. , on the
motion of Councilman Fulton, seconded by Councilman Anderson,
the meeting was adjourned.
