The meeting was called to order at 7:05 P.M. by Vice IVlayor Chatfield
with the following Councilmen present: A.nderson, Denny, Fulton, and

The hour of 7:30 P.M. having arrived, Vice Mayor Chatfield
opened the Public Hearing re Weed A.batement. .

The City Clerk advised that several written comxnunications had
been received pertaining to this weed abatement program which
were referred to the Fire Marshal. �
Mr. Ernest Selby, who received a weed abatement notice for
property he owns on Lanning A.venue, alleged that there is a lot
of property with weeds and rubbish that is not taken care of,.
including some property owned by the City. He said he would
clean up his property but wants all other property cleaned,
including City property.
Vice Mayor Chatfield agreed that all property owners should be
treated equally and that the City should take care of its problems.
The Fire Marshal was instructed:to see that City property is
cleaned.
Mrs. Vi Klaseen asked if the City has any controls for persons
who .burn weeds on their property. It was suggested that she dis-
cuss this matter with the Fire Marshal.

Fire Marshal Wade said that his Department is quite aware
of the air pollution law and is attempting to eliminate burning�
by encouraging mowing in lieu of burning.
MOTION: Made by Councilman Fulton, seconded by Counc%lman
A.nderson that the Public Hearing be closed. The Vote:

MOTION: Made by Councilman Anderson, seconded by Councilman
Denny directing abatement of nuisance of weeds, rubbish, and
dirt, and authorizing the City Manager to call for bids and execute
an agreement with the low bidder. The Vote: Unanimous A.yes
A.NIMA.L CONTROL - Increase of Fees for Redemption of Impounded Dogs
Police Chief Whitmer reviewed his memo to Council dated June 18, 1971
in which' it was recoxnrnended that redemption fees for impounded dogs
be increased to, hopefully, correct the situation of dogs allowed to run at
large. The City Manager and City A.ttorney concur in this recommendation.
Upon questioning it was learned that .the A.nimal Control Officer, as a
, general rule, only picks up dogs running at large if a complaint has been
/�G/ made.
Vice Mayor Chatfield said he believes that violations take place because
citizens of Redding know that dogs are not picked up unless there is a
complaint, and he recomrriended that the ordinance be enforced voluntarily.
Chief Whitmer agreed to pursue this matter .
MOTION: Made by Councilman Deriny, seconded by Councilman Anderson
approving the increase of fees for redemption of impounded dogs as set
forth in a memo to Council dated June 18, 1971, and instructing the City
A.ttorney to prepare the necessary ordinance. The Vote: Unanimous A.yes
A.WARD OF BID - Rock and Mineral Products
Public Works Director Arness submitted the analysis and recommendation
of Bid Schedule No, 595 for rock and mineral products which states it is
the recomrnendation of the Department of Public Works that:

MOTION: Made by Councilman A.nderson; seconded by.Councilman
Denny setting a public hearing for 7:30 P.M. , July 19, 1971, to
' ascertain whether the public necessity, health or safety requires the

California Street between Tehama Street and Sacramento Street.
The Vote: Unanimous A.yes
LEGI5LA.TION - Proposals of Attorney General
Prior to the City Attorney making his oral report re legislative pro-
posals of Evelle J. Younger, A.ttorney General, Councilman Denny
stated that, in his opinion, the time of Council and staff should not
be expended unduly in the analysis and consideration of State legisla- �'7 ,�i
tion unless it is of urgent and immediate local significance. It is �
his belief that if State legislation is of particular importance to cities
in general, the League will report its analysis and recommendations
regarding such legislation, and that legislative communications from
other cities, legislative offices of State government, etc. , should only
be brought to the attention of Council if pertinent to the City of Redding.
Councilman A.nderson concurred with the thinking of Councilman Denny.
Vice Mayor Chatfield said he feels that communication with legislative
branches of the 5tate is of major importance and that there is merit in
getting information from public officers in Sacramento, but agrees that
Council and staff should not spend undue time on legislation that is not
of local significance.
City A.ttorney Murphy reported that the only legislative proposal of the
Attorney General which he considers of local interest is A.B 289, which
wouTcl provide that on door to door sales contracts there would be a three
day "cooling off period" in which the buyer could rescind the sales contract.
Council took no action on this matter.
LEGISLA.TION - Redistribution of Sales Tax Revenue
, City Attorney Murphy reported that in a bulletin dated May 21 , 1971 , the
League sta-ted that there is no legislative bill in the State Legislature
pertaining to redistribution of Sales Tax Revenue; and that there is no way � ,:�-
' the Legislature can change the distribution of these locally levied taxes
without amending the Constitution.
I RESOLUTION - re abatement of substandard building at 1829 Logan Street
City A.ttorney Murphy submitted the Report of the Board of A.ppeals of the
City of Redding, pursuant to Section 15-28 of the Redding: City Code, which
report states that i t is the unanimous finding of the Board of A.ppeals that
goad and sufficient cause does not exist why the building located at 1829
Logan Street in the City of Redding should not be demolished and removed. ���
MOTION: Made by Councilman Denny, seconded by Councilman Anderson
that Resolution No. 4449 be adopted, a resolution of the City Council of
the City of Redding approving the report and findings of the Board of
A.ppeals and ordering the abatement, by removal, of the unsafe and dilapi-
dated building on property at 1829 Logan Street. (Rachel I. Shepard)

Council of the City of Redding approving A.pplication to the California
Council on Criminal Justice for funds necessary to construct a new
police station for the City of Reddi-ng, and making certain assurances

LEGISLA.TION - re 5B 1352 �
Vice Mayor Chatfield declared this an urgency item.
City Attorney Murphy reported that SB 1352 would amend existing
contracts to provide for the retirement of policemen and firemen at
age 50 at 2°jo of final compensation per year of service and would lower
the mandatory retirement age from age 65 to age 60 . The bill was
�, �� amended on May 25 to delete provisions for the State to pay a portion
of the costs, and the total cost would be borne by cities .
It was the concensus of Council that without State assistance in paying
a portion of the costs, it will place a tremendous burden on cities.
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
authorizing the City Manager to telephone 5ena.tor Marler, advising him
of Council's opposition to SB 1352, and to send a letter of confirmation
setting forth such opposition. The Vote: Unanimous A.yes
