A PPROVA L OF MINUTES
MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton approving the minutes of the regular meeting of May 3, 1971 , as
mailed to each Councilman. The Vote: Unanimous A.yes
Redding Museum
In a letter to Council dated April 28, 1971, the Shasta Historical
5ociety, Archaeological Society, and the Board of Directors of
� �� the Redding Museum and Art Center requested the City of Redding
��� to budget the annual grant in the largest sum that can be allowed
with a view toward building an adequate Museum at the earliest
opportunity, and that Turtle Bay be considered as the location.
With the approval of Council, Mayor Moty referred the budget
request to the City Manager for consideration at the budget
sessions. The proposed location of the Museum was referred
to the Recreation and Parks Comsnission for review and recom-
mendation.
Shasta County Sheriff Posse-ettes
MOT'ION: Made by Councilman Anderson, seconded by Councilman
��� Fulton approving the request of the Shasta County Sheriff Posse-
ettes to sell beer at their annual Silver Spur Horse Show on
May 29, 1971 until 2:00 A..M. , May 30, 1971 . The Vote:
Unanimous A.yes
Reddin� Breakfast Lions Club �
MOTION: Made by Councilman Anderson, seconded by Councilman
j�� Fulton approving the request of the Redding Breakfast Lions Club
to sell beer at the Shasta County Sheriff's Posse Rodeo on May 21
and 22, 1971. The Vote: Unanimous A.yes

The City Clerk was instructed to acknowledge and thank Mr. and
���� Mrs. D. W. A.rtherton for their letter of May 7, 1971 , in which
they indicated their grass roots support for a study on the possi-
bility of a waste recycling center in Redding.
State Department of Public Health
In a letter dated A.pril 30, 1971 , to City Manager Brickwood, the
State Board of Public Health advised that at its rneeting on A.pril
`��y� 16, 1971, it reviewed and approved the proposal submitted by the
City of Redding to provide filtration treatment for the Sacramento
River water supply.

Redding Motel A.ssociation
In a letter to Council dated May 5, 1971 , the Redding Motel
Association requested Council consideration re enhancing the �� �
Redding central exit marker.
'�, Mayor Moty noted that there is to be a committee report,
' shortly regarding overall promotion of the City of Redding.
He also requested Public Works DXrector A:rness to che,ck
re.garding the repair and reconstruction of the sign which was
authorized recently.

MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton that A.ccounts Payable Register No. 22, check nos. 14717 to
14923, inclusive, in the amount of $184,482 .88 be approved and paid,
and that Payroll Register No. 23, check nos. 36922 to 37211, inclusive, JQ�
salaries in the amount of $88,848. 55 for the period A.pril 25, 1971
through May 8, 1971, be approved. Total $273,331.43

that a public hearing be set for 7:30 P.M. , June 7, 1971, re Rezoning
Application RZ-3-71. The Vote: Unanimous A.yes
TRAFFIC A.ND PA.RKING COMMISSION RECOMMENDATION - re Traffic
Controls at Court and Shasta Streets
Traffic Engineer Hamilton submitted -the recommendation of the Traffic
and Parking Commission that signals be re-installed and placed on
permanent flash, with red for Shasta Street and yellow for Court Street.
There was discussion regarding the effectiveness of this type of traffic ����
control. Councilman Anderson said he would be in favor of the recom-
� mendation on the condition that this intersection be watched closely with
� the idea of having fully activated signals if this does not do the job.

MOTION: Made by Councilman Denny, seconded by Councilman A.nderson
approving the recommendation of the Traffic and Parking Commission re
permanent flashing signals at the intersection of Shasta and Court Streets ,
' and instructing the City A.ttorney to prepare the necessary resolution. The
Vote: Unanimous Ayes

NOTICE OF COMPLETION
MOTION: Made by Councilman Fulton, seconded by Councilman
Denny accepting the project re water line replacement in Gold
��� Street, Walnut A.venue, and Oak Ridge Drive, Bid Schedule No.
572, as being completed satisfactorily, and instructing the City
G1erk to fi1'e a Notice of Completion. The Vote: Unanimous A.y�es
NOTICE OF COMPLETION
MOTION: Made by Councilman Anderson, seconded by Councilman
Denny accepti�ng the project re installation of starter motors in
<�=�� Pumphouse No. 1, Bid Schedule No. 550, as being completed satis-
factorily, and instructing the City Clerk to file a Notice of Completion.
The Vote: Unanimous A.yes
STORM DRA.IN GRA.TING5
Public Works Director A.rness submitted a memo to Council dated
May 14, 1971 in which he reported on the number and types of
drainage inlets within the City of Redding. This report was prompted
by a letter from Louis Lobeski, who wrote of the hazar'ds of certain
drain grates to bicyclists . Mr. A.rness said that there are some in-
�/� lets which the City will be improving; others will be replaced with
better catch basins during roadway reconstruction, and that trans-
verse bars will be placed on those grates which cannot be replaced
immediately. The particular grate Mr. Lobeski referred to is
located on South Market 5treet and the question was referred to the
Division of Highways for their consideration.
Mr. Lobeski inquired as to the disposition of his Claim for Damages.
City A.ttorney Murphy stated that Mr. Lobeski's Claim would come
before Council for second hearing on June 7th, and he would recommend
denial of the Claim. Mr. Murphy said that Mr. Lobeski could, if he
chose, sue the City in Small Claims Court, in the event the City
Insurance Carrier also denies liability for the Claim. Mr. Lobeski
was advised to contact the City Clerk for the phone number of the
representative of the City Insurance Carrier,

Treatment Plant Report for the month of A.pril, 1971 .
EXTENSION A.GREEMENT - Michie City Publications Co. of Los A.ngeles
MOTION: Made by Councilman A.nderson, seconded by Councilman Denny
��� approving the extension agreement between Michie City Publications
Company of Los Angeles and the City of Redding through June 1, 1972,
and authorizing the Mayor to sign said document on behalf of the City
of Redding. The Vote: Unanimous A.yes
PUBLIC HEA.RING - Rezoning A.pplication RZ-4-71
The hour of 7:30 P.M. having arrived, Mayor Moty opened
the Public Hearing on Rezoning A.pplication RZ-4-71 .

Planning Commission Recommendation dated May 12, 1971
The City Glerk advised Council that no written protests had been
received.
Planning Director Harris reviewed the Planning Commission
Recommendation re RZ-4-71 contained in a memo to Council
dated May 12, 1971 , which memo is made a part of these
minutes by reference. The property proposed for rezoning
is located on Edith A.venue, immediately south of the existing
Medical Center and Mercy Hospital, and the applicant has re-

quested that it be rezoned from "R-2" Duplex District to "CO"
Office District to permit construction of professional offices.
Mr. Harris advised that the Planning Comx�riis sion has recom-
mended approval of the requested "CO" Office District zoning,
with the addition of the "F" Site Plan Review Combining District.
The "F" District is recommended so development plans can be
reviewed by the staff to insure compatibility and coordination of
buildings and parking with the existing development and to insure
that grading and excavating on this steep site is "not detrimerital
to the property above and below the site in question.
MOTION: Made by Councilman Denny, seconded by Councilman
Fulton that the Public Hearing be closed. The Vote: Unanimous

Councilman Denny offered Ordinance No. 1052 for first reading,
an ordinance of the City Council of the City of Redding amending
Section 30-3 of the Redding City Code, 1959 , as amended, re-
lating to the rezoning of certain real property in the City of Redding
(RZ-4-71).
SOUTH CITY SEWER A.SSESSMENT DISTRICT
City Attorney Murphy requested Council authorization to settle an �G� �'—
emir�ent domain action against Don and Wanda Miller in the amount of
$400. Mr. Murphy said that the property, needed for an easement in
the South City 5ewer A.ssessment District, was appraised by Jim Hull,
M.A.,I. , S.R.E.A.. , who valued the easement at $400.
MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton authorizing the City A.ttorney to settle the eminent domain action
� against Don and Wanda Miller in the amount of $400. The Vote:

; REDDING MUNICIPAL A.IRPORT - Extension of Permit - Gibbs Flying Service
MOTION: Made by Councilman Denny, seconded by Councilman Anderson
, approving.the extension of the permit between the City of Redding and Gibbs ���'
Flying Service, Inc. , for one additional year, to expire on May 31, 1972 .
� The Vote: Unanimous A.yes
LEGISLATION - S.B. 249, A..B. 803, and S.B. 333
City Attorney Murphy reviewed proposed basic revisions in the Public
Employees Retirement System (S.B. 249) as contained in his memo to
Council dated May 12, 1971. Mr. Murphy recommended that the
1971-72 budget assume that the bill will be enacted and will be effective
during the last half of the coming fiscal year. The additional cost to � ��-
the City will be computed by Finance Director Courtney, but Mr.
Murphy said it could range from $20, 000. , upwards .
Mr, Murphy reported that A..B. 813 re annexation, which Council
opposed, has been amended to eliminate the aspect of the bill to which
Council objected. The amendment to the bill retains the power of the
City to accept or reject a proposed annexation.
Mr. Murphy also reported that S.B. 333, re compulsory and binding
arbitration for policemen and firemen, had come out of Committee and
is on the floor of the Senate. He stated that unless a maximum effort
is made by practically every City in the State to oppose it, it appears
that the bill will pass on the Senate floor and go to the House.
Council authorized Mayor Moty to take such steps as he deems necessary
as this Bill progresses through the Legislature.
