Personnel Director Courtney.
The invocation was offered by the Reverend William Simpson of All
Saints Episcopal Church.
The rrieeting was call'ed 'tb ord"er at 7:00 P:M. by Mayor Moty�with tlie
following Councilmen present: A.nderson, Denny, Fulton, a�nd- Moty.
Absent: Councilman Chatfield
Also present were City Manager Brickwood, Finance Director and
Personnel Director Courtney, Public Works Director A.rness , Planning
Director Harris, Police Chief Whi tmer, A.ssistant City Engineer Lang,
Parks Director Blaser, Sanitation Superintendent Townsend, Airports
Manager McCall, Sewage Treatment Plant Superintendent Hiler, and
- City Clerk Brayton.
APPROVAL OF MINUTES
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
approving the minutes of the regular 'ineeting of A.pril 5 , 1971 , as mailed
to each Councilman. The Vote: Unanimous A.yes
C OMMUNICA.TIONS
Molly Martin - Letter of Resignation
In a letter to Council dated A.pril 2, 1971 , Molly Martin submitted
n her letter of resignation as a member of the Parks and Recreation
�d. � Commission.
MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton, accepting with regret the resignation of Molly Martin as a
member of the Parks and Recreation Commission, and that she be
sent a letter of appreciation and plaque. The Vote: Unanimous A.yes
Enterprise Public Utility District
� �� A. comrriunication from the Enterprise Public Utility District re a
meeting of public agencies within Shasta County to be held on
A.pril 24th at the Holiday was referred to the City Manager for
handling.
Joseph D. Willis
A.n invitation to a luncheon honoring Joseph D. Willis, retiring
manager of the Shasta Mosquito A.batement District, to be held on
,� �� A.pril 26th at the Holiday Inn, was referred to the City Manager.
The City Clerk was instructed to contact each Councilman re
attending.
Citizens for Recycling Solid Waste
Janet Cowan, a member of the Steering Committee of "Citizens
for Recycling Solid Waste" read a communication to the Redding
City Council recommending that Redding update its solid waste
disposal system in an ecologically sound way, and suggested a
�=� '�.�� plan for trash separation and recycling, Letters in support of
this program were also received from Lu Anne Balfrey and
Dorothy Brunemeier.
It was brought out that Federal grants are available for recycling
solid waste programs, and Public Works Director Arness affirmed
that this was true but that primarily the grants are aimed at the
scientific merits of research. Mr. Arness said that in 1969 and

again in 1970_he had contacted the Department of Health,
Education, and Welfare with respect to monies which might
be available for research on recycling but that such grants
are usually for pilot programs and he feels that Redding
' would have little chance of obtaining a grant. Mr. A.rness
� said he knows of no City where such grants have been made.
! The following persons appeared in support of the recycling
project:
Ellen Chain - feels it would be a w.orthwhile project; men-
tioned concerned groups presently gathering news-
papers
Father William Simpson - suggested that perhaps the
Neighborhood Youth Corps could become involved
in picking up material that could be recycled
Helen Generes - recommended use of home compactors
' currently being advertised
Florie Oliver - feels recycling is the responsibility of
local government and is in favor of City employing
� an assistant to Mr . A.rness to work out the details
Steve Bowden - referred to the inability of local industry to
handle all of the papers being collected
� Keith Wilson - asked if new Industrial Park advertises that
� Redding is a recycling (was told that Industrial Park
is sponsored by the Economic Development Corporation
of Shasta County) center?

' Tom Sater - mentioned the recycling program in Chico and
said that the Chico group would be more than happy
to work with Redding .in getting such a program started
, here. Brad Wilcox is in char.ge of the Chico program.
Ted Klaseen - suggested the possibility of seeing how much
the citizens would do by providing bins at the landfill
� . - for the deposit:of glass bottles
A. student from the Shasta College Environmental A.ction Committee
spoke of the activities being carried on at the College this week,
which is Earth Week, and invited Members of Council and staff to
attend such activities. During a two-minute recess , schedules
for Earth Week activities were passed to Members of Council,
City staff, and others attending the Council meeting.
In a discussion of all of the suggestions and recommendations
made by interested persons, the following points were made by
Members of Council and staff:
Councilman A.nderson believes that the City should make use
of programs already developed rather than to pioneer a re-
cycling prograxn. He also suggested that the group make a
survey to determine how much general interest,ther:e is in
! r ecycling.
The City Manager concurred with Mr. A.rness that Redding
, would have very little chance to get a Federal grant here.
He also mentioned that the subject of recycling is going to
; be discussed at the meeting of public agencies on A.pril 24th
at the Holiday Inn.

Mr. A.rness recommended that he and Mr. Townsend,
Sanitation Superintendent meet with manufacturers,
members of the Citizens for Recycling Solid Waste, and
representatives from the County to try and come up with
a solution.
Mr. A.rnes s said he was skeptical of using groups , such
as the Neighborhood Youth Corps , to pick up recyclable
material because the City would have to back up the opera-
tion if such groups were unable to keep their commitments .
He said that if the City can find a technique where continuity
is provided, he would be more than willing to go along with
it.
Mayor Moty referred to priority projects, such as infiltra-
tion control, 2nd stage of sewage treatment plant, and fil-
tration of drinking water, all of which he believes should
be completed before the City embarks on a recycling program.
He questioned whether the City. or volunteer groups would be
able to successfully merchandise glass bottles and papers ,
stating that there is no point in collecting salvage unless you
have a market for it. He mentioned that freight rates are
so high;;, it would not be feasible to ship the salvaged material
�-�`� � to a buye:r out of the immediate area.
Councilman Denny said that this is a new area for munici-
palities and he doesn't think Redding is in a position to
pioneer a program. Mr. Denny suggested that some inquiries
be made through the League of California Cities and the Depart-
ment of Health, Education, and We=fa.-e, or any other Federal
agencies interested in this problem, and then evaluate whether
programs being undertaken elsewhere would be applicable here
in Redding.
Mayor Moty asked the City Manager to contact Diamond National
to determine what that company is prepared to do as far as news-
print is concerned. Tom Sater noted that Diamond National
doesn't want the problem of baling the newspapers; that they buy
newsprint from a professional baling company. He said that
when he asked the company in what form they would accept
newspapers he was advised that they would not accept additional
newsprint in any form; that the paper they were accepting at
present from non-profit groups was for public relations purposes
only.
Public Works Director Arness was asked to follow through with
information from Brad Wilcox with respect to the Chico re-
cycling program.
Mayor Moty requested staff to submit a report of their findings
to Council at the meeting of May 3rd.
Northern California Grocers A.s sociation
A. communication was received from the Northerri California
Grocers A.ssociation which submits that banning the sale of
non-returnable beverage and beer containers is discriminatory
iri view of all the other merchandise being sold in non-returnable
� ?� containers . In January, 1971, Council adopted Resolution No.
4399 , urging legislation to alleviate the problem of litter and
waste disposal created by the sale of products in disposable
non-returnable containers . No action was taken by Council
with respect to the NCGA. comrnunication.

Helen Generes - Street Improvement
A communication, dated A.pril 12, 1971, was received from
Helen Generes pertaining to improvement of the street in front
of the building at 2256-2258 Market Street, and the lack of �� �
cooperation from the City Engineering Department in this regard.
i Mayor Moty appointed .Councilman Fulton to work with City
� Manager Brickwood in reviewing this problem and to report
back to Council. The City Clerk was requested to notify Mrs .
Generes .when this matter is to.be brought before Council.
. Helen Generes - Calaboose Creek
In a letter to Council dated April 13, 1971, Helen Generes pro-
tested the decision of the City Engineering Department which
denied her permission to install 84" galvanized pipe in Calaboose �
Creek on property she owns near Hill and Market Street. c����
Mr. A.rness stated that the problem lies in the size and type
of pipe proposed to be used by Mrs . Generes. He submitted
written docuxnentation of the facts of this dispute, wliich in-
cluded 5torm Drainage Construction Standards adopted by
Council on November 6 , 1967 by Resolution No. 3965. He also
noted that this area was rejected for City participation as was
� the Athens Avenue-Cypress A.venue drainage ditch, based on
the belief that the project would benefit the individual rather
than the public, which would be a gift of public funds .
In answer to Mayor Moty's inquiry as to whether the. City had
participated in oversizing beyond the A.tlas, Mr. A.rness cited
the following instances: near the Safeway Store on Eureka Way and
on Continental Street near the Redding Cemetery.
' Mrs. Generes requested Council to reconsider the City Standards.
� Mayor Moty appointed Councilman Chatfield to meet .with .the City
Manager-and Mrs. Generes regarding a solution to this problem,
and to submit a report to Council.
COMMISSION REA.PPOINTMENTS
Mayor Moty submitted the names of the following persons who have
indicated a willingness to serve another term as members of their
respective Commission, all appointments to be effective May 1, 1971:

Mayor Moty subrriitted the name of William H. McDaniel- as a member :�G=' 7
of the Redding Redevelopment Agency to fill the unexpired term of ���
John X. Murphy who resigned recently.

RESOLUTION - Prohibiting Park,ing - East Street at Butte
MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton that Resolution No. 4427 be adopted, a resolution of the City
Council of the City of Redding prohibiting parking on the east side of
//j� East Street for a distance of 60 feet south of the south curbline of
Butte Street.
Voting was as follows:

RESOLUTION - Prohibiting Parking - East Street at Yuba
IVIOTION: Made by Councilman Denny, seconded by Councilman
A.nderson that Resolution No. 4428 be adopted, a resolution of the City
Council of the City of Redding prohibiting parking on East Street at its
interesection with Yuba Street.

PA.RKING S'TRUCTURE - 1400 Block California Street
Councilman A.nderson reported that the Council Committee (Councilmen
Anderson and Denny) met to discuss the proposed parking structure in
the 1400 Block, California Street, in response to recent announcements
regarding the proposed construction in the Redevelopment Project area.
Six schematic designs were submitted to Council in November (prepared
by Patterson, Langford and Stewart), at which time Mr . Patterson
recomme3iledScheme "F", which incorporates a ramp deck design.
��`�� Staff has recomrnended to the Council Committee that Scheme '�'" be
approved and that the initial phase of construction include the auxiliary
ramp in the 1500 block; also that the architectural firm of Patterson,
Langford and Stewart be contracted to prepare the architectural drawings
for this initial phase of construction.
Mr. A.nderson stated that the Council Committee concurs in the recom-
mendation of staff, but it is the opinion of the Committee that the archi-
tectural plans be drawn in such a way that the auxiliary ramp be shown
as a deductive alternate in the contract drawings.

MOTION: Made by Councilman A.nderson, seconded by Councilman
Denny that Scheme "F" be adopted and that staff be authorized to nego-
tiate a contract with Patterson, Langford and Stewart to prepare the
architectural drawings . The Vote: Unanimous A.yes
I Tom Schobert spoke from the audience and requested a cost analysis
I re_adding a subsequent deck to the parking structure at a future date.
Mrs. Vi Klaseen said she hopes for public transportation rather than
the need for additiona,l parking spaces.
TRA.FFIC AND PA,RKING COMMISSION RECOMMENDA.TIONS
As sistant City Engineer Lang submitted the following r ecomxnendations
� of the Trafffc and Parking Commission:
Loading Zone - Go1d Street
It is recommended that a yellow loading zone be established
on the south side of Gold Street commencing from a point
101 feet west of the west curbline of Railroad A.venue and ����
, continuing fo"r 46 feet westerly.

It is recommended that a green limited time zone be installed

west side of Market Street, to improve vision for the exit from

CITY LA.NDFILL OPERA.TION
In a memo to Council dated A.pril 15, 1971, Public Works Director
A.rness advised that on March 16, 1970 he had recominendecl that
Council deny the request of Mr. and Mrs . Lee Carey to salvage at
/�� the City Landfill Operation. Mr, and Mrs. Carey have reapplied for
salvage rights at the Landfill, and Mr..A.rnes s stated that staff cannot
recommend a change in the Code regarding salvaging and would again
recommend the denial of the Carey request.
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
that the Public Works Director write to Mr. and Mrs . Lee Carey re-
affirming Council's position re salvage operations at the City Landfill
Operation. The Vote: Unanimous A.yes

Councilman A.nderson offered Ordinance No. 1049 for first reading,
an ordinance of the City Council of the City of Redding amending
