The Pledge of Allegiance to the Flag was led by Planning Director Harris. The invocation was offered by the Reverend George Lindsay, Pastor of the Pilgrim Congregational Church. The meeting was called to order at 7:00 P. M. by Mayor IVloty with the following Councilmen present: Anderson, Denny, Fulton, and Moty A.bsent: Councilman Chatfield. Also pr. esent were City Manager Brickwood, City A.ttorney Mixrphy, Finance Director and Personnel Director Courtney, Public Works Director A.rness , Planning Director. The Vote: Unanimous A.yes COMMUNICA.TIONS Muriel Weissberg " With the approval of Council, Mayor Moty referred the ��� letter from Muriel Weissberg, recommending that the City'purchase the Diestelliorst property along the Sacra- mento River, to staff for consideratiori. � Kent R. Bibbens The le'tter from Kent R. Bibbens , r'egarding. the traffic ���� signal at Court and Shasta Streets , was referred to the ° Traffi•c Engineer and the Traffic and Parking Commission for review and recommendation. Shascade A.ssociati.on for the Retarded ' ' A. communication was received from Mrs. Bessie Kay, ��� Executive Director of the Shascade A.ssociation for the Retarded, Inc., thanking Council for its letter of support re their grant application to the Bureau of Mental Retarda- tion and Developmental Disabilities Service. Gene Dais In a.letter dated November 14, 1972 , �Gene Dais , Electrical Superintendent expressed his gratitude to Council and staff for the opportunity afforded him in being associated over the �� d years with such a dedicated group of people. Gene Dais will � be.r.etiring on December. 29 , 1972, after 42 years of service. With the :approval of Council, Mayor Moty requested the City A.ttorney to prepare an appropriate resolution 'to be presented to Gene Dais at his retirement dinner on January 6 , 1973. I ORDINA.NCE - Pertaining to Dogs in Public Parks City Attorney Murphy submitted Ordinance No. 1112 for Council con- sideration. Mr. Murphy noted that, iznder the present ordinance, it is unlawful for any person to bring into or to permit any dog under his ��� control or i� his possession to ente�r. `any park, playground .or. public recreational ground owned by•:the-�Gity. The R-ecreation Department has reques-ted that the ordinance be ramended to pe"rmit dogs in a public park for dog shows or other or_ganized events. ' Councilman Fulton f lels that the ordinance is too restrictive; that dogs should be allowed im.�unirnproVed Ci�ty",park-ar.eas:�, Other:�membe:rs�of , Council were in agreement. Councilman Fulton offered Ordinance No. 1112, as interlineated, fo.r first reading, an ordinance. of the City Council of the City of Redding amending Ghapter 5 of the Redding:City Code, 1959, as amended, by repealing Section 5- 111 and substituting ther.efor a new Section 5- 11 , pertaining to dogs in public parks. • PUBLIC HEA.tZ.IN.G -�iHilltop Drive A.nnex No.. 4 _ The hour of 7:30 P.M. having arrived, Mayor Moty opened the�Public Hearing re Hilltop Drive A.nnex No. 4. The followang documents are on file in the office of the ���� City Clerki Affidavits of Publication - Resolution No. 72-83 giving notice of Protest Hearing A.ffidavit of Ma.iling - " " " 185 The City Clerk advis ed Council that a letter favoring the annexation had been received from John R. Szewc-zyk, a property owner in the proposed annexation; however, no protests had been received. The Mayor ascertained that there were no protests from the floor. Planning Director Harris pointed out on the Vu Graph the area proposed for annexation which is comprised of three parcels, each containing nine acres , and is located on Hilltop Drive, adjacent to Hilltop Drive A.nnex No. 2. Charles Young of the architectural firm of Smart - Clabaugh - Young, Inc. , appeared on behalf of Mr . Szewcz.y,k to answer any questions members of Council might have regarding the proposed annexation, Council liad no questions. MOTION: Made by Councilman A.nderson, seconded by Councilrnan Fulton that the Public Hearing be closed. The Vote: Unanimous A.yes Councilman A.nderson offered Ordinance No. 1113 for first reading, an ordinance of the City Council of the City of Redding approving the annexation of certain uninhabited territory designated "Hilltop Drive Annex No. 4" to the City of Redding.
