The Pledge of A.11egiance to the Flag was led by Ted Voges and his group
of Webelos , Pack 44 of Manzanita School.
The meeting was called to order at 7:00 P. M. by Mayor Moty with the
following Councilmen present: Chatfield, Denny, Fulton, and Moty.
Absent: Councilman A.nderson
Also present were City Attorney Murphy, Public Works Director Arness ,
Planning Director Harris , A.ssociate Planner Owen, Traffic Engineer
Hamilton, 5treet Superintendent Galusha, and City Clerk Brayton.

MOTION: Made by Councilman Fulton, seconded by Councilman Denny
approving the minutes of the regular meeting of October 16, .1972 and
of the adjourned regular meeting of October 24, 1972, as mailed to each

Disabled American Veterans
MOTION: Made by Councilman Denny, seconded by Council-
xnan Fulton approving the request of Mt. Lassen Chapter �3�
#128, Disabled American Veterans, to sell Foreget-me-nots

A letter of appreciation was received from the Redding „

Helen Faye Generes
In a letter to Council dated October 30, 1972 , Helen Faye
Generes alleged that she dismissed Superior Court Case
No. 36685 �with the understanding the City of Redding would
waive costs of $52 .05 in Case No. 36686, pay her costs in
No. 36685 ,and deed her thewedge of City property adjoining
her land o i East Street.
o�,s��' City Attorney Murphy, in a memo to Council dated October
� 31, 1972, reviewed the events concerning the Court Cases
referred to and stated that he had not agreed to waive the
costs of Case No. 33686 nor had he agreed to the City deeding
a small we'dge of City property to Mrs . Generes .
A.fter considerable discussion, Mayor Moty requested Council-
man Denny to meet with Mrs. Generes , the City Manager, and
the City A.ttorney and report back to Council at the meeting of
November 20th.

Helen Faye Generes
A. letter dated October 30, 1972 from Mrs . Generes �..
stated that Slaughter Creek in the rear of her premises ���
at 2538 Waldon Street is over half full of rocks and
could cause flooding.
Public Works Director A.rness stated that this drainage
ditch is in need of cleaning, as are many others in the
City, and that crews are being scheduled to do this work.
Mr. Arnes s advis ed Council that it would be helpful if
Mrs . Generes would complete the wall of the ditch adjoin-
ing her property, then the City would attempt to schedule
the lining of the bottom for flow control.
Helen Faye Generes
A letter from Mrs . Generes, dated October 30, 1972,
referred to a stop sign at the intersection of Sonoma and
Cliff Drive which is on her property. Mrs. Generes also
suggested that the City consider bringing traffic into Market .�z��
Street from Cliff Drive, as the town was originally laid out.
Public Works Director A.rness said that he would have his
survey crew meet with Mrs . Generes on the above matters.
PUBLIC HEARING - Rezoning A.pplication RZ-9-72
The hour of 7:30 P.M, having arrived, Mayor Moty opened
the Public Hearing on Rezoning A.pplication RZ-9-72 by
Donald W. Mullard, et al.
The following documents are on file in the office of the

Planning Director Recommendation that this Public
Hearing be continued and the application referred
back to the Planning Commission
The City Clerk advised Council that no written protests
had been filed, and the Mayor ascertained that there were
no protests from the floor.
MOTION: Made by Councilman Chatfield, seconded by
Councilman Fulton that the Public Hearing re Rezoning
Application RZ-9-72 be continued to 7:30 P.M. , December
4, 1972, and the application referred back to the Planning
Commission. The Vote: Unanimous A.yes
ORDINANCE: - re A.cquisitions or Abandonments for Street Widening
MOTION: Made by Councilman Chatfield, seconded by Councilman
Fulton that full reading of Ordinance No. 1104 be waived, and that the
City Attorney be instructed to scan same . The Vote: Unanimous Ayes
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
that Ordinance No. 11�04 be adopted, an ordinance of the Ci�ty Council ���
of the City of Redding amending Chapter 24 of the Redding City Code,
1g59, as amended, by adding Section 24-1. 1 thereto, pertaining to
acquisitions or abandonments for street widening or r.ealignment projects .
Voting was as follows:

RESOLUTION - Traffic Signals at Cypress and A.kard
MOTION: Made by Gouncilman Chatfield, seconded by Councilman
Fulton that Resolution No. 72-86 be adopted, a resolution of the City
Council of the City of Redding providing for a signalized crosswalk at
J�� ,� the intersection of Cypress Avenue and Akard Street, with pedestrian
J pushbutton control on Cypress Avenue and signal control for A.kard
Street traffic entering Cypress Avenue.

RESOLUTION - Stop Signs on East Street at Placer
MOTION: Made by Councilman Fulton, seconded by Councilman
Denny that Resolution No. 72-87 be adopted, a resolution of the City
Council of the City of Redding ordering the installation of Stop Signs
against northbound and southbound traffic on East Street at its inter-
1��� section with Placer Street, to create a four way stop situation at said
inter s ection.

Councilman Denny submitted a progress report on the activities of the
NCPA. Mr. Denny s�tated that the City of Redding's special assessment
for its share of the c'ost in raising the issues of anticompetitive action
and antitrust violation by NCPA. through November 28 amounts to $285 .60.

MOTION: Made by Councilman Chatfield, seconded by Councilman
Fulton approving the recommendation of the City Manager that Bid
Schedule No. 657 for Pad Type Distribution Transformers be awarded ���
to RTE Corporation on their low bid of $4, 391 . 10 , •sales tax and
freight included.

GENERA.L PLAN RESEARCH PROGRAM
Planning Director Harris reported that recent changes in the State
Planning Law have required planning agencies to expand their general
plans to include several new elements . A program has been proposed
whereby the Planning Department could utilize 12 senior and graduate
students from Chico State University in doing research for different
segments of the environmental protection element of the General Plan.
This would be done as a class project and the faculty at Chico State
University has assured that class supervision will be provided by
professors who.have particular expertise in their specialized areas.
Due to the distance required for travel on such a proj.ect, it has been ���
suggested that the students be reimbursed for a portion of their ex-
penses. It is the recommendation of the Planning Department that a
letter agreement/contract be entered into with Dr . Johnson, as head
of the Geography Department of Chico State University, and that at the
completion of the project, the City pay the total sum of $600. 00 with
the understanding that this money would be distributed on an equitable
basis among the students participating. Mr . Harris noted that the
$600.00 could be transferred from excess funds in his Personnel
Budget as he had not hired a sumrrier student intern.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Fulton approving tlie program re utilizing Chico State University
students for re'search pertaining to the General Plan, authorizing the
payment of $600. 00 for travel costs of the students, and authorizing
the City Manager to enter into a letter agreement/contract.pertaining

PUBLIC WORKS PLANNING REPORT
Public Works Director A.rness submitted the Public Works Planning �j�
Report for the month of November , 1972 .
NOTICE OF COMPLETION - Phase VI, Curb, Gutter, and Sidewalk
MOTION: Made by Councilman Denny, seconded by Councilman
Chatfield accepting the construction of Phase VI, Curb, Gutter, and ��/
Sidewalk, Bid Schedule No. 620 as being completed satisfactorily,
and authorizing the City Clerk to file a Notice of Completion. The Vote:

SPEED ZONE GHANGES - Lake Boulevard
Traffic Engineer Hamilton submitted the recommendation of the
Department of.Public Works that a 35 mph speed zone be established
on Lake Boulevard from 5tate Route 237 (North Market Street) to
Glenwood Drive (current City lixnits). Mr. Hamilton noted that Lake 1���/
Boulevard is pres.ently zoned for 45 mph but the presently observed
critical speeds are 50 mph. The 35 mph speed zone is recommended
because of the many rather bad intersections , the increasing buildup
of commercial land uses , and the existence of two school crossings ,
MOTION: Made by Councilman Denny, seconded by Councilman
Chatfield approving the establishment of a 35 mph speed zone on
Lake Boulevard from State Route 237 to Glenwood Drive, and in-
structing the City Attorney to prepare the necessary document.
The Vote: Unanimous Ayes

Ben Kirsten, who resides at 1898 Lake Boulevard, advised Council
that motbrists fail to. heed the flashing red lights on the school bus
when it stops in front of his house to discharge students .
Mayor Moty asked th�e City Attorney to alert the Police Ghief regarding
this situation. I �
SPEED ZONE CHA.NGES - Cypress A.venue
Traffic Engineer Hamilton submitted the recommendation of the
Department of Public Works that a speed limit of 25 xnph be estab-
lished on Cypress Avenue between Pine Street and A.thens Avenue
for both directi�s of Itravel, and that a speed limit of 35 mph in both
directions be established on Cypress A.venue between Atheris A.venue
and the current City limits (between Larkspur Lane and Churn Creek
�13 � Road). I
Councilman Fulton iridicated that he felt the recommended speed
limits are unrealistic and he recommended 35 mph and 45 mph
respectively.
The effect of the rec�mmended speed limits on the capaeity of Cypress
A.venue was discussed, and Mr. Hamilton said it would probably cause
some sluggishness at Pine Street. The advantage of a constant speed
zone on Cypress Avenue was also discussed.
Mr. Hamilton sugges�ted that he complete a study on critical speeds
on Cypress A.venue and come back to Council with more definite in-
formation. '
Council.agreed to tab�le action on this item until Mr. Hamilton completes
his study. �
CONTINUED PUBLIC HEA.RING - re Off-Street Parking Requirements
The hour qf 8:00 P.M, having arrived, Mayor Moty opened
the Continued Public Hearing pertaining to Off-Street
Parking Requirements . '

Planning Director Harris requested that the Public Hearing
be continued to November 20, 1972 to allow additional time

MOTION: IMade by Councilman Fulton, seconded by
Councilman Chatfield that the Public Hearing pertaining
to Off-Street Parking Requirements be continued to 7:30
P. M. , No�ember 20, 1972 . The Vote: Unanimous Ayes
CA.LIFORNIA STREET PARKING FACILITIES
A reeommended new traffic flow pattern for the California Street
parking facilities was shown on the Vu Graph to members of Council.
Traffic Engineer Hamilton said it is felt that the proposed counter
�[�3 j� clockwise pattern will reduce congestion and/or confusion.

MOTION: Made by Councilman Denny, seconded by Councilman
Chatfield accepting the recommendation of the Planning Department
and the Public Works Department that Bid Schedule No. 654, Turtle �f�D�
Bay Regional Park Development, Phase I, be awarded to John M.
Frank, Summit City, in the amount of $49, 640 , subject to the Cali-
fornia State Parks and Recreation Department.

Councilman Fulton inquired about the status of the intersection of
Hilltop and Cypress and was advised that the delay in widening this
intersection is due to problems relating to acquisition of property.
