The meeting was called to order by Mayor Moty with the following

COMMUNICA.TIONS
The Center I
Jack Reiseri A.dvisor to the "Center" youth organization,
appeared before Council in support of a communication
dated A.ugust 30, 1972, in which it was requested that Council
-�// continue to liold the funds set aside for the Center for 120 days
so that the possibility of obtaining a Federal grant through the
California G•ouncil on Criminal� Justice can be pursued.

Mayor Moty�assured Mr. Reiser that tlie funds set aside for
thi's project iwill remain in the budget until June 30, 1973.

A corru�iunic'ation from Mr. and Mrs . A.rlan Tift, dated
� ��' September 8�, 1972, requesting bicycle paths on Lake Boulevard
was referred to the Council Streets Committee.
Use of Possl Grounds
MOTION: Made by Councilman Chatfield, seconded by
Councilman IFulton authorizing the Shasta County Sheriff's
j�� Posse Drill Team to use the Posse Grounds for a Flea Market
on September 30 and October 1, 1972 , and authorizing the
Redding Bre�akfast' Lions Club to sell beer at the event on said
dates . The Vote: Unanimous A.yes
TOPICS Funds
Public Works Director Arness reported that a cornxnunication
,�' ���� dated September 1 , 1972 from the State Department of Public
Works revis�es deadline dates for reserving TOPICS funds and
that no action by Council is required.
APPOINTMENTS �
Mayor Moty appointed Councilman Denny as a Voting Delegate and the;%City
Attorney as an A.lterriate Voting Delegate at the A.nnual League of
`��� California Cities Coriference to be held in Anaheim, October 15- 18, 1972 .

ORDINANCE - re RZ-6-72
Councilman Chatfield offered Ordinance No. 1100 for first reading,
an .ordinance of the City Council of the City of Redding amending j��
Section 30-3 of the Redding City Code, 1959, as amended, relating
to the rezoning of certain real property in the City of Redding. (RZ-6-72)
RESOLUTION - Amending General Plan
MOTION: Made by Councilman Chatfield, seconded by Councilman
Denny that Resolution No. 72-79 be adopted, a resolution of the City
Council of the City of Redding amending the General Plan of the City ���j�
of Redding by adopting General Plan A.mendment GPA-1-72 , amending
the Plan as to that A.rea lying between Interstate 5 and the Sacramento
River from Palisades Subdivision south to Cypress A.venue.
Voting was as follows:

AWARD OF BID - Tractor with Front End Loader
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
approving the recommendation of the City Manager that Bid Schedule
No. 644 for Tractor �with Front End Loader be awarded to Lassen
��� Tractor in the amount of $7,448. 10, sales tax included, inasmuch as
the other bidders did not meet specifications .

A.WARD OF BID - Fork Lift Truck
MOTION: Made by Councilman Fulton, seconded by Councilman Denny

No. 648 for Fork Lift Truck be awarded to Peterson Tractor Cornpany
,i�� on their low Alternate Bid in the amount of $9, 134.65, sales tax and
trade=in included.

Corporation on their low bid in the amount of $4, 399.50 , sales tax

REZONING APPLICATION - RZ-9-72 - Donald W. Mullard
MOTION: Made by Councilman Chatfield, seconded by Councilman
��� Fulton that a public liearing be held at 7:30 P. M. on November 6, 1972
on Rezoning Applicatiion RZ-9-72 by Donald W. Mullard. The Vote:

CLEAR CREEK AND, TWIN VIEW SEWAGE TREATMENT FACILITIES REPORT
`�,�� Public Works Director Arness submitted the Clear Creek and Twin View
Sewage Treatment Facilities Report for the month of A.ugust, 1972.
RESOLUTION - Prohibiting Bicycles Within the Midtown Mall
City Attorney submitted Resolution No. 72-80 for Council consideration.
This resolution would prohibit the driving, operation, or possession of
bicycles within the pedestrian mall located within Midtown Project No. 1 .
Mr. Murphy stated that bicycle racks would be provided outside the east
��� and west entrances to the mall and possibly at the north entrance.
Councilman Fulton questioned the advisability of locating the bicycle
racks outside the ma�ll because of the high incidence of bicycle thefts.
It is his feeling that the racks should be located within the mall.
The Mayor replied tliat the proposed location of the racks is ixnrned-
iately outside the ent'rances to the mall, and he believes that if the
bicycles are chainedito the racks there should be no problem. He is
firmly against allowing bicycles within the enclosed mall because of
the safety factor and because of the damage caused by the bicycles.
The difficulty of getting a bicycle into the mall area once the doors are
installed was also brought up.

Miss Jo Anna Clark spoke from the audience about the increased
distance a bicycle rider would have to ride to circle the mall,
versus walking a bicycle through the mall. She said that bicycle
racks on each side of the mall would be helpful.
MOTION: Made by Councilman Denny, s econded by Councilman
Chatfield that Resolution No. 72-80 be adopted, a resolution of the
City Council of the City of Redding pursuant to the provisions of
Section 8-9 of the Redding City Code, 1959, as amended, prohibiting
the driving, operation, or possession of bicycles within the pedestrian
mall located within Midtown Pr o j e ct No. 1 in R edding
Voting was as follows:
Ayes: Councilmen - Chatfield, Denny, Fulton, and Moty
Noes: Councilmen - None
Absent: Councilmen - Anderson

LAND ACQUISITION
In a memo to Council dated September 15, 1972, City Attorney Murphy
requested Council approval authorizing staff to acquire a parcel of
property from E. H. and Gilberta L. Haunschild for a price of $1,525 .00. ,�'-=�v
Acquisition of this property is necessary for the Lake Boulevard widen-
ing project scheduled to start next spring, and Council approval is re-
quired on individual acquisitions in excess of $500.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Fulton authorizing staff to acquire the Haunschild property at a price
of $1,525. 00. The Vote: Unanimous Ayes
SKYLINE-SONOMA ALLEY ASSESSMENT DISTRICT
In a memo to Council dated September 13, 1972, Public Works Director
Arness reported that property owners of 76.5% of the land area have
signed the petition for the proposed Skyline-Sonoma Alley Assessment
District. It is requested that Council authorize the Department of
Public Works to proceed with this project and to retain special counsel
to prepare the necessary clocuments .

Mr. Arness said that staff hopes to include other alley areas in the
assessment district which would lower the cost of bond counsel to each
property owner.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Denny authorizing the Department of Public Works to proceed with this
project and to retain-special counsel to prepare the necessary documents .
The Vote: Unanimous Ayes
PUBLIC HEARING - Pertaining to Off-Street Parking Requirements
The hour of 7:30 P, M. having arrived, Mayor Moty opened
the Public .Hearing pertaining to Off-Street Parking Require-
ments

The City Clerk advised Council that no written protests had
been filed, and the Mayor ascertained that there were no

Councilman Denny that the Public Hearing pertaining to
off-street parking requirements be continued to 7:30 P. M. ,

PUBLIC HEARING - re Proposed Fee-Schedule Change '
The hour of 7:30 P. M. having arrived, Mayor Moty opened
the. Public Hearing re a proposed change in the fee schedule
for use permits, variances, subdivisions, lot splits , etc.

The City Clerk advised Council that no written protests had

Planning Director Harris reviewed the recommendation
of the Planriing Commission as contained in a memo to
Council dated September 14, 1'972, which memo i's made
a part of these minutes by reference. Mr. Harris noted
that the fees for use permits , variances; subdivisions ,
lot splits , etc. , have not been amended since 1956 and
that the changes recommended are somewhere between
the actual cbst and the average fees charged in other
comparable northern cities and counties .
The recommended fees are:
� Lot Split $25 .

, General Plan A.mendment 200 .
Mr . Harris stated that in cases where a hardship might exist,
the Planning Commission or City Council would have the
ability to initiate a zoning change or General Plan amendment
with no fee Charged to the property owner.
It is "recom I ended that the change in all fees not be effective
until January 1 , 1973; and, if Council concurs with the
recomrriendation of the Planning Commis sion and staff, it
is suggested that the City Attorney be directed to prepare
the neces sary ordinances .
MOTION: Made by Councilman Denny, seconded by
Councilman'Fulton that the Public Hearing be closed.
The Vote: Unanimous A.yes
Councilman�Chatfield stated that he is not in agreement
with local government charging fees for the type of things
we do to coritrol planning. It is his opinion that citizens
would attempt to evade the law rather than pay the higher
f'ees . He al'so believes that rezonings , etc. , benefit the
community,+as well as the applicant, but the' applicant
would be paying the fee .
Councilman�Denny said he agrees that the City receives
some benefits from these kind of services but, on the
other hand, with the cost of government increasing, he
feels it is proper to charge those who benefit directly
from a particular service rather than to burden all the

taxpayers for such services. He believes that these kinds
of functions should perhaps approach self support and that
the fees recommended are comparable to fees that are
• � charged by other government entities.

MIDTOWN MALL - Bicycle Ra.cks
Councilman Fulton asked if any thought had been given re providing
a time limit on the use of the bicycle racks adjacent to the mall. He ,�-�� �
mentioned the possibility of employees utilizing the racks on an all
day basis.
Mayor Mot}r said he wou�d be hesitant to do anything until it is de-
termined that a problem exists.
