The Pledge of Allegiance to the Flag was led by Finance Director
Courtney.
The meeting was called to order at 7:00 P. M. by Mayor Moty with the
following Councilmen present: A.nderson, Denny, Fulton, and Moty.
A.bsent: Councilman Chatfield
Also present were City Attorney Murphy, Finance Director and
Personnel Director Courtney, Public Works Director A.rness , Planning
Director Harris , Traffic Engineer Hamilton, A.irports Manager McCall,
and City Clerk Brayton.
APPROVA.L OF MINUTES
MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton approving the minutes of the regular meeting of August 21, 1972
and of the adjourned regular meeting of August 25, 1972, as mailed to
each Councilman. The Vote: Unanimous Ayes
C OMMUNICATIONS
Redding Centennial Comrriittee
In a communication dated August 21 , 1972, the Redding
City Centennial Committee requested additional funds to
help finance the Band-O-Rama which will be held here on
November 11. Mr. Henriques , Chairman, said that the
Committee believes it will need an additional $500. in
order to insure that sufficient funds are available for this
event which will involve about 2700 students. �u�(,.��
Mayor Moty commended Mr. Henriques on the excellent
job the Committee has done in providing programs cele-
brating Redding's Centennial Year , and said he did not feel
that the request was out of line.
, Jerry E. Tucker
A comrriunication was received from Jerry E. Tucker
requesting that the flag recently donated to the City by
the Redding Elks Club for use at the Civic Auditorium be
returned because of the racial policies of that organization. �

Mayor Moty said he does not believe it is the obligation of
Council to question the policies and beliefs of an organization
giving a gift to the City, but rather to accept the gift in the
spi-rit in which it is given.
Oregon Trail Riders
MOTION: Made by Councilman Fulton, seconded by
Councilman Anderson approving the request of the Oregon
Trail Riders for permission to sell beer at their ,two-day j��'>
open horse show and playday at the arena grounds on
September 9th and lOth. The Vote: Unanimous Ayes
Redding Chamber of Commerce - re Bicycle Paths
A communication from the ,Redding Chamber of Commerce,
dated August 15, 1972, recomrnending that bicycle paths be ��`G
built concurrently with the widening of Lake Boulevard next
spring, was referred to the Council Streets Committee.

State Highway Projects priority Schedule for 1973
Council revi'ewed the tentative priority listing of state
i � highway projects for Shasta County for 1973 as submitted

by the Redding Chamber of Commerce.
MOTION: Made by Councilman Denny, seconded by
Councilman �Anderson approving the tentative priority
listing for state highway projects in Shasta County for
the year 1973 as submitted by the Redding Chamber of
Commerce. The Vote: Unanimous Ayes
APPROVAL OF AC COUNTS PAYAB LE AND PAYROLL
MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton that A.ccounts Payable Register No. 5, check nos. 21777 to
22009, inclusive, in the amount of $168, 670.94 be approved and paid,
/�� and that Payroll Register No. 5 , check nos . 46850 to 47157, inclusive,
salaries in the amount of $109,604.85 for the period August 13, 1972
through August 26, 1972 be approved. Total $278.275.79.

TRAFFIC SIGNA.LS - Eureka Way-California and Eureka Way-Market Sts .
Public Works Director A.rness recommended that the City of Redding
enter into an agreement with the State Division of Highways to improve /���
the intersections of Eureka Way at California Street and Eureka Way at
Market Street. The City's share of costs would be paid from available
TOPICS funds .

Hugh Griffin of the State Division of Highways reviewed the Traffic
Report for the propos�ed improvement which would provide:
1 . Left-turn pockets for traffic eastbound and westbound
on Eureka Way at California Street
2. A right-turn pocket for traffic eastbound on Eureka Way
at California Street
3. A. new 3=phase signal system to facilitate the left turns
on Eureka Way at California Street
4. Modify e;xisting signals at Eureka Way and Market Street
to provide a 3-phase system
RESOLUTION - Eureka Way at California arid Market Street Signals
MOTION: Made by C�ouncilman Denn}r, seconded by Councilman
Fulton that Resolution No. 72-76 be adopted, a resolution of the City
Council of the City of Redding approving Program Supplement No. 2
between the City of R''edding and the State of California covering a

Planning Commis sion Recommendation dated 9/1/72
The City Clerk advised Council that no written protests had
been received. However, a letter of protest signed by Mr .
and Mrs . E. V. Anderson and Mrs . M. McDaniel was
handed to tlie Planning Director after the Public Hearing
was opened:
Planning Director Harris reviewed the recommendation of
the Planning Commission as contained in a memo to Council
dated Septe�ber l, 1972, which memo is made a part of

these minutes b.y reference. It is the recommendation of
the Commission that the General Plan be amended in the
area lying between Interstate 5 and the Sacramento River
from Palisades Subdivision south to Cypress A.venue. Mr .
Harris explained that an owner of property located on North
Bechelli Lane requested an amendment covering his 10-acre
par.cel in order that a planned apartment project could be
developed under the new Planned Development District; how-
ever, due to the isolated location of the individual parcel,
the Planning Commission initiated consideration of a General
Plan amendment covering the entire area. Mr. Harris stated
that the present General Plan is not in conformance with the
existing City and County zoning nor with the planned develop-
ment of the property fronting on Cypress A.venue, and A.B
1301 , recently.signed into law, requires that the General
Plan be in conformance with adopted zoning.
Mrs . Helen Faye Generes appeared before Council on behalf
of Mr, and Mrs . A.nderson and Mrs. McDaniel and said that
her clients want the zoning on their property to remain as it
is . She stated that their property is located outside of the
City of Redding.
Mr. Harris pointed out that the General Plan encompasses
a great deal of property located outside of the Redding City
limits but noted that the C,ity has no authority to change
zoning not under its jurisdiction. He pointed out that the
proposed amendment does not change the zoning of her
clients' property and that the present General Plan shows
this area as commercial, as does the amendment. �'��
Mr. E. V. A.nderson questioned the necessity of high-density
zoning where so much property is available for development.
He "r-eferred to the Lake Tahoe area where they are attempting
to rescind high-density zoning areas.
Mr. Harris noted that .the present zoning would perxnit a
higher density than is proposed in the General Plan A.mend-
ment or that would be allowed in the Planned Development
District. �.
Mr. Harold Shaw read the letter requesting the General Plan
Ameridment which indicated the nature of the development
proposed. � . . �

MOTION: Made by Councilman Denny, seconded by Council-
man Fulton that the Public Hearing be closed. The Vote:
Unanimous Ayes with Councilman Anderson abstaining.
MOTION: Made by Councilman Fulton, seconded by Council-
man Denny overruling allprotests . The Vote: Unanimous A.yes
with Councilman Anderson abstaining.
MOTION: Made by Gouncilman Denny, seconded by Council-
man Fulton approving the recommendation of the Planning
C ommis sion r e General Plan Amendment GPA-1-72 , and
instructing the City A:ttorney to prepare the necessary resolu-
tion. . The Vote: Unanimous Ayes with Councilman Anderson

PUBLIC HEARING - �Rezoning Application RZ-6-72
The hour of �7:30 P. M. having arrived, Mayor Moty opened
the Public Hearing on Rezoning A.pplication RZ-6-72 -
C ounty of Sha sta.

Planning Commission Recommendation dated 9/1/72
The City Clerk advised Council that no written protests had
been received, and the Mayor ascertained that there were
no protests from the-floor.
Planning Director Harri.s stated that the re'zoning applica-
tion was initiated by the Redding Planning Commission at
the request of the County of Shasta to consider rezoning
the property adjacent to Hospital Lane, between South Market
Street and the Sacramento River. The Board of Supervisors
has requested that this property be precisely zoned as the
Cascade Sanitorium property is proposed to be sold. The
�,�� recoinmended zoning of ParceTs 1 , 2, 3, 4, and 5 , were
shown on the Vu Graph and are:
Parcel 1 - "C-3" - County Corporation Yard
Parcel 2 - '!R-4-F" - Cascade Hospital Sanitorium
Parcel 3 - '�R-1" - County Hospital
Parcel 4 - "U" - Undeveloped property, south of Hospital
, Lane on the west side of the Canal
Parcel 5 - '�R-3- 15" - Includes Juvenile Hall and Animal Shelter
Mr. Harris �noted that the County requested "R-4" zoning for
Parcel 2 but the Comrriission recomxnended that the "R-4"
District with the "F" Site Plan Review be adopted, the criteria
for the "F" �site plan to be as follows: (1) a 100-foot buffer be
provi:ded along the easterly property line parallel to the ACID
Canal and along the northerly property line and (2) buffer area
to be used i ly for landscaping or parking.
Also, the County had requested " R-1" zoning for Parcel 4;
however , af�ter considering the testimony presented by owners
of adjacent property the Commission recommended that this
parcel be ritained in the "U" Unclassified District.
Mr. B. E. Smith, Vice President of Fisher Logging Company,
inquired about the buffer strip in Parcel 2 and was advised that
the recomrr�ended zoning would provide for a 100-foot buffer
along the ea�sterly and northerly property lines .
MOTION: Made by Councilman Denny, seconded by Council-
man Fulton that the Public Hearing be closed. The Vote:

MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton that Resolution No. 72-77 be adopted, a resolution of the City
Council of the City of Redding approving the acquisition of certain real ���
property for clear zones at Redding Municipal A.irport, and authorizing
the Mayor to execute the necessary documents . (Arnold) �,50

Anderson approving the recommendation of the City Attorney, the
