City Council, Regular Meeting

The Pledge of A.11egiance to the Flag was led by Police Chief Whitmer .
The meeting was called to order at 7:00 P. M. by Vice Mayor Chatfield
with the following Councilmen present: A.nderson, Denny, Fulton, and
Chatfield. A.bsent: Mayor Moty
Also present were City Manager Brickwood, City Attorney Murphy,
Public Works Director A.rness, Planning Director Harris , Police
Chief Whitmer, Airports Manager McCall, and City Clerk Brayton.

MOTION: Made by Councilman Anderson, seconded by Councilman
Denny approving the minutes of the adjourned regular meeting of July
24, 1972, as mailed to each Councilman. The Vote: Unanimous A.yes

The City Clerk was instructed to acknowledge the letter �/ �
received from Miss Laura Barton regarding teen-age
problems and thank her for her interest.

MOTION: Made by Councilman Ander son, seconded by Councilman
Denny that Accounts Payable Register No. 3, check nos . 21196 to
21532, inclusive, in the amount of $300,478.95 be approved and paid,
and that Payroll Register No. 3, check nos . 46196 to 46528, inclusive,
salaries in the amount of $108, 239 . 31 for the period July 16, 1972 ���
through July 29, 1972 be approved. Total $408,718. 26

Anderson that Resolution No. 72-67 be adopted, a resolution of the

�_.J of 75 feet from the Placer Street curb lines on both sides of East Street.

that Resolution No. 72-68 be adopted, a resolution of the City Council
of the City of Redding prohibiting parking on the east side of Pine Street

AWARD OF BID - Five 4-door Sedans
MOTION: Made by Councilman Denny, seconded by Councilman
Anderson approving the recomrnendation of the City Manager that
Bid Schedule No. 643 for five 4-door Sedans be awarded to Redding �03
Toyota on their low bid of $13,062 .00, sales tax included.

AMENDMENTS TO CITY CODE - re Fee Schedules
MOTION: Made by Councilman Denny, seconded by Councilman �'��
Anderson that a public hearing be set for 7:30.P. M. , September 18,
1972 to consider amendments to the City Code in regard to the fees j��
charged for processing applications for use permits , variance, re-
zonings , etc. The Vote: Unanimous A.yes
AWARD OF BID - re Redding Municipal Airport
MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton approving the recorr�snendation of the Department of Public
Works that Bid Schedule No. 640, striping and marking of runway, ���'
taxiway, and terminal area at Redding Municipal A.irport be awarded
to Hunt Process-Calif. , on their low bid of $7 , 945. 31 , contingent
upon receiving approval of the bid by FA.A..

Redding Municipal A.irport, be awarded to The Dutcher Company,
Sacramento, on their low bid of $5 ,932. 63, contingent upon receiving
approval of the bid by FAA.

EASEMENT- Buckeye Elementary School District
City Attorney Murphy submitted an Easement from the Buckeye
v� Elementary School District to the City of Redding which requires
`�� � the signature of the Mayor in order to agree to two covenants within
the Easement being made by the City of Redding to the School District.
MOTION: Made by Ciouncilman Denny, seconded by Councilman
A.ndersonautliorizing the Mayor to execute the Easement Agreement
between Buckeye Elemtary School District and the City of Redding,
for and in behalf of t ie City of Redding. The Vote: Unanimous Ayes

execute same for and' in behalf of the City of Redding. The Vote:

QUIT CLA.IM DEED - Warren F. Carmona
MOTION: Made by Councilman Denny, seconded by Councilman
�� / A.nderson approving the Quit Claim Deed to Warren F. Carmona,
<<� pertaining to Lake Boulevard widening project, and authorizing the
Mayor to execute said Quit Claim Deed for and on behalf of the City.

ORDINA.NCE - Regulation of Bicycle Use
Councilman Anderson offered Ordinance No. 1094 for first reading,
an ordinance of the City Council of the City of Redding amending the
Redding City Code, 1959, as amended, by repealing Section 8-9 and
substituting therefor a new Section 8-9, pertaining to regulation of
bicycle use. f

AUTHORIZA.TION FOR PUBLIC HEARING - re RZ-7-72
City Clerk Brayton advised Council that in a telephone poll on July
25 , 1972, Councilmen Anderson, Chatfield, and Denny authorized
'` setting a pitblic hea"ring at 7:30 P. M. on August 7, 1972 to consider
��`� Prezoning Application RZ-7-72 . It is necessary to ratify this action
by minute order at this meeting.
MOTION: Made by Councilman Anderson, seconded by Councilman
Denny ratifying the action taken in a telephone poll on July 25 , 1972 re
authorizing the setting of a public hearing at 7:30 P. M. on August 7,
1972 to consider Prezoning Application RZ-7-72. The Vote: Unanimous

Planning Comrriission Recommendation dated 8/3/72
The City Clerk advised Council that no written protests had
been filed, and the Vice Mayor ascertained that there were
no protests from the floor .
Planning Director Harris reviewed the recom�.nendation of
the Planning Commission re Prezoning A.pplication RZ-7-72
as containe_d in a memo to Council dated A.ugust 3 , 1972,
which memo �is made a part of these minutes by reference.
The property under consideration is located at Hilltop and
,Dana Drives and, at the request of the developer, the
Planning Commission initiated prezoning on said property
proposed for annexation. State law provides for this pro-
cedure in order that precise zoning may be established and
in effect upon completion of the annexation. It is the recom-
mendation of the Planning Commission and staff that the property
be placed in the "C-2" Commercial Zoning District classification,
with the "F" Site Plan Review. The site plan criteria recommended
are as follows:
1. Five percent of the area will be devoted to some type of
landscaping treatment. The area to be landscaped and
the type of landscaping to be selected by the developer .
2. The property is to be placed in a Fire Zone 2 classifi-
cation. Any building constructed for Type "H" occupancy
will be constructed to Fire Zone 1 requirements . Where
separate detached buildings are to be constructed on indi-
vidual parcels with side yards of less than ten feet, such
buildings shall conform to Fire Zone 1 requirements.
Unless constructed to Fire Zone 1 requirements , all
buildings will maintain a 20-foot setback from the northerly
property line between Hilltop Drive and Canby Road.
MOTION: Made by Councilman Denny, seconded by Councilman
Fulton that the Public Hearing be closed. The Vote: Unanimous
Ayes with Councilman Anderson abstaining.
MOTION: Made by Councilman Denny, seconded by Councilman
Fulton approving the prezoning of RZ-7-72 as recommended by
the Planning Cornmission and staff. The Vote: Unanimous Ayes
with Councilman A.nderson abstaining
Councilman Denny offered Ordinance No. 1095 for first reading,
an ordinance of the City Council of the City of Redding amending
Section 30-3 of the Redding City Code , 1959 , as amended,
relating to the prezoning of certain real property coming into
the City of Redding. (RZ-7-72)
