The meeting was called to order at 7:00 P. M. by Vice' Mayor
Chatfield with the f�ollowing Councilmen present: Anderson, Denny,

Redding Softball League
MOTION: Made by Councilman A.nderson, ' seconded by

Softball League to sell beer at their concession stand in the
Softball complex during the Redding Invitational Tournament
on June 16, 17, 18, and the Shascade Invitational

AWA.RD OF BID - Parking Meters
MOTION: Made by Councilman Fulton, seconded by Councilman
Anderson accepting the recomrriendation of the Director of Finance
that Bid Schedule No. 630, Parking Meters , be awarded to Traffic
A.ppliance Corporation on their low net bid for Model 60 meters in / Oj
the amount of $102. 37 less $10. 00 trade-in for the double meters ,
and $52 .50 less trade-in for the single meters .

SWIMMING POOL CONCESSION STAND
Consideration of the recoxYunendation of the Recreation and Parks
Commission that the lease for the Redding Swin�zing Pool Concession ���
Stand be offered to Redding Swim Club was tabled until the meeting
of June 19th to allow the Redding City Employees' Association to cubmit
a written request. A staff report was also requested.
MONOLITH
The Redding Recreation and Parks Commission recommended that the
Monolith be retained as it is with appropriate maintenance.
Otis Hackett of A.nderson appeared before Council and stated that the
Monolith is a beautiful piece of industrial architecture and is the one
structure,which should be preserved as a monument to the construction ���
of Shasta Dam. He suggested that it really belongs to all of the
comrriunities along the river which have ben:efiteel by the Dam and that ��U�
those cities should help refurbish, beautify and maintain the structure.
He said labor could be donated by various labor unions and that cash
donations could be solicited from industrialists who worked on the Dam.
He suggested that one room be sealed off and 'glassed for a visitor
center and that the building be cleaned, painted and landscaped.
Councilman Denny observed that the proposals Mr. Hackett suggested
are in line with the recommendation of the Recreation and Parks
Cornmission which.he .supports .
Councilman Chatfield stated that the Monolith should be properly
identified if it is retained. He referred the proposal to Planning
Director Harris for review.

NOTICE OF COMPLETION - Midtown Project No. 1 ,Bid Schedule
No. 609
MOTION: Made by Councilman A.nderson, seconded by Councilman
1��� Fulton accepting the project re Midtown Project No. 1 - Traffic
Rerouting and Und�ergrounding of Utilities - Bid Schedule No. 609,
as being completed satisfactorily, and authorizing the City Clerk
to file the Notice of Completion. The Vote: Unanimous Ayes
A.WA.RD OF BID - IPark Marina Drive Extension, Phase IV
MOTION: Made by Councilman A:nd'e'r.son„ seconded by Councilman
Denny accepting the recomrriendation of the Department of Public
Works that Bid Schedule No. 629 construction of Park Marina Drive
Extension, Phase.IV be awarded' to J. F. Shea Company, Inc . ,
on their low bid of $;104,480. 00, subject to approval by the Federal
`�`�� � Highway Administration.

PUBLIC HEARING - Variance A.pplication V-1-72
The hour of 7:30 P.M. having arrived, Vice Mayor Chatfield
opened the Public Hearing on Variance A.pplication V- 1-72

Affidavit of Mailing - Notice of Public Hearing
Report of Planning Dir ector dated June 1 , 1972
The City C;lerk advised Council that one written protest was
received from Harold Ruppert. A letter favoring the Variance
was received from Albert A.. Geiger . The Vice Mayor
ascertained that there were no protests from the floor .
Planning Director Harris reviewed his report to Council
dated June 1 , 1972 , which report is made a part of these
minutes by reference.
He e�lain�ed that Don Rochlitz filed a variance application in
January, +equesting permission to expand his lawful noncon-
forming use (truck repair shop and outdoor storage of parts
and equipment) at 4580 Cedar Road. A. field inspection revealed
that construction was under way on an addition to Mr. Rochlitz'
repair shop although no building permit had been issued; and Mr.
Rochlitz was advis ed that before a building permit could be
issued, it i ould be necessary for him to obtain a variance to
allow the expansion.
Mr . Harrils illustrated the property, located between E1 Reno
lane and R�iviera Drive on the west side of Cedar Road, on the
Vu Graph., He advised that the ;Planning Commission had conduct-
ed a publie hearing on the variance application on February 8, 1972•
This heari'ng was continued in order for the staff to work with the
applicant. '
The Plannin� Commission reopened the. publie hearing on A.pri1 11 .
Mr. Rochlit'z objected to`tlie-,c;oridition`r'ecoxnmended by`staff �
requiring the construct�ion �of.a visuai screen_tha:t .would.liriiit.-o:r: .
reduce--the-injurious effects on the surrounding neighborhood.
When Mr. Rochlitz indicated that he would refuse to comply
with any condition imposing a visual screen, the Planning
Commission denied the variance.
On April 1I8, 1972 , an appeal from the decision of the Planning
Commission was filed by Stephen C. Birdlebaugh, attorney, on
behalf of Don Rochlitz. Mr. Harris advised Council that the staff

has since met with Mr. Rochlitz regarding screening of the
property. He submitted a revised Exhibit "A" diagram dated
June 5 , 1972 , showing an alternative screening plan to be
accomplished by a six-foot fence on the property line on the
Riviera Drive frontage, and a combination of trees and shrubs
for screening the higher elevations along E1 Reno Lane and
Cedar Road, as proposed by Mr. Rochlitz .
Planning Director Harris recommended that Council accept the
appeal, find the criteria for a variance are in evidence and
approve the variance with the condition that screening be
installed as suggested by Mr. Rochlitz .
Mr. Ed Word stated that Don Rochlitz is a good neighbor and
that in his opinion, he should be allowed to continue his business
as is , or be remunerated.
Mr. Birdlebaugh e�lained that the business is not being expanded,
but that the employees who have been working on equipment in
the open yard, will be able to work more comfortably in the new
building. He said Mr. Rochlitz would agree to the screening as
outlined by the staff, but that he would prefer to install planting
one-foot into the right of way as he might install a chain link
fence at a later date. He would prefer an alternative of planting
on El Reno Lane or along the west property line. Mr. Arness
and Mr. Harris indicated that these changes would be acceptable.
Mr. George Greenleaf, 1047 Liberty St. , Vice Chairman of the 1���
Planning Comm.ission advised that the Planning Corz�7ission had
been sympathetic with Mr. Rochlitz . However , as a matter of
principle and a sense of obligation to the entire City, the Commission
denied the request when Mr. Rochlitz refused to accept a condition
regarding screening. He said the proposal as presented tonight
would meet:the requirements of the Planning Commission.
At the request of Councilman Denny, City Attorney Murphy read
Section 30-18, 5a, of the Municipal Code re Nonconforming uses.
Mr. Murphy stated that this reference applies to an increase
in quantity and nature of business . He said he is confidant that
the alternative suggested would have the approval of the neighbors ,
Mr. Rochlitz, and the Planning Commission.
MOTION: Made by Councilman Denny, seconded by Councilman
Anderson that the Public Hearing be closed. The vote:
Unanimous Ayes
MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton that the appeal be accepted; that the criteria for a variance
are in evidence; that the variance be approved subject to the
following conditions to which the property owner agreed:
. l . A six-foot fence be constructed along Riviera Drive
as shown on Exhibit "A.".
2 . Planting of shrubs and trees along E1 Reno Lane and
Cedar Road, one-foot into the right of way where such
right of way exists .
3. Planting at the intersection of E1 Reno Lane and Cedar
Road to be on a twenty foot property line radius to insure
� adequate sight distance.
4. Screen planting along west property line as shown on
diagram or as an alternative, along El Reno Lane
west of the Rochlitz property. The alternative is to
be permitted on mutual agreement of City Staff and
the adjacent property owner .
5 . Planting to be accomplished by December lst, 1972 ,
and subject to periodic review as to screening.
The Vote: Unanimous Ayes

TRAFFIC SIGNA.L - Shasta and Court Streets
Director of Public�W�orks Arness reported that the studies of traffic
volumes made sinee traffic was rerouted around the Mall show that
Court Street traffic has increased by approximately 3, 000 vehicles
per day. The inte'rsection now just barely meets the volume warrant
for an isolated intersection. He advised that the Chairman of the
Traffic and Parking Comrrlission concurs with his recomxYiendation
that the signals at this intersection be reactivated.
Councilman Fulton, opposed the recommendation stating that the
blinking signal is adequate and that the reactivating of the signal
jj�� would slow traffic �unnecessarily.
Councilman Denny!and Councilman Anderson concurred that with
the increase of traffic on Court Street generated by the Mall re-
routing, it is difficult for east-west traffic to cros's Cou"r't Str'eet
at peak hours . ;
MOTION: Ivlade by Councilman Denny, seconded by Councilman
Anderson that the signals at Shasta and Court Streets be reactivated.
Voting was as follows:

Noes: Councilmen - Fulton, and Chatfield
A.bsent: Councilmen - Moty
Council requested 'that more studies be made of the traffic pattern
on Court Street ani that a report be submitted.
PUBLIC WORK5 MONTHLY PLA.NNING REPORT
�/�7 Public Works Director Arness submitted the Public Works Monthly
Planning Report for the month of May, 1972 .
MIDTOWN PROJECT NO. 1 - Electrical Services
Director of Public Works Arness advised that no bids were received
on Bid Schedule No. 622 for the installation of Electrical Services
to existing buildings in Midtown Project No. l . He reported that
the Government Code, Section 37904 states in part,"If no bids are
��� received the legislative body may have the project done without
further complyinglwith this chapter." He requested permission
to negotiate with three or more contractors to secure informal bids
to perform the wo"rk.

MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton authorizing� the staff to negotiate with three or more contractors
to �,secure informa�l bids to perform the work as originally propo�ed
under Bid Schedule No. 622, and to proceed without further compliance
with Chapter 6 of Ihe Government Code. The Vote: Unanimous Ayes
NOTICE OF COMPLETION - Calaboose Creek Sewer Line Replacement
MOTION: Made by Councilman Anderson, seconded by Councilman
Denny acce.pting tlie project re construction of Calaboose Creek Sewer
c�/ , Line Replacement, Bid Schedule No. 615 , as being completed satis-
vactorily, and authorizing the City Clerk to file the No'cice of
Completion. The Vote: Unanimous A.yes
COMMENDA.TION - Redding Water Utility
The Redding Water Utility received a commendation from American
��� Water Works Association for employees working the entire year of
���� 1971 without a disabling injury accident.

The Council extencled congratulations and appreciation to the Water
Utility Division fo'r their excellent record. �
CLAIM - Ward Eugene Fisher, Jr.
City A.ttorney Murphy reported that Shasta County Counsel Robert
Rehberg has received a release from Ward Eugene Fisher , Jr. , on
��p'� all Claims against the City, County, and State, 'on his Claim filed
filed with the City Clerk on January 18, 1972.

MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton approving the A.greement with Mercy Hospital re construction ,i��
of Rosaline Avenue and authorizing the Finance Director to make �>
payment when the job is complete, and authorizing the City Manager
to sign on behalf of the City of Redding. The Vote: Unanimous A.yes
OUTER MA.RKER SITE - Redding Municipal A.irport

approving the letter agreements with Roland Robinson and Mertice J/�
Presleigh re acquisition of property and access for Redding Municipal

MOTION: Made by Councilman Anderson, seconded by Councilman
Denny that Resolution No. 72-44 be adopted, a resolution of the City
Council of the City of Redding finding that the public interest and � �(�
necessity require that acquisition of certain real property for a public
improvement, to wit, street and utility relocation purposes on Lake
, Boulevard.
