The Pledge of A.11egiance to the Flag was led by Robert Whitmer, Chief
of Polic e.
The invocation was offered by the Reverend Glen Parks , Pastor of the
A.ssembly of God Church.
The meeting was called to order at 7.�:;00 P.M, by Mayor Moty with the
following Councilmen present: Chatfield, Denny, Fulton, and Moty.
Absent: Councilman A.nderson.
A.lso present were City Manager Brickwood, City Attorney Murphy,
Finance Director and Personnel Director Courtney, Public Works
Director Arness , Planning Director Harris , Police Chief Whitmer ,
Police Sergeant Stone, Parks Director Riley, A.irports Manager McCall,
Sewage Treatment Plants Superintendent Hiler , and Deputy City Clerk
Richter .
APPROVA.L OF MINUTES
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
approving the minutes of the regular meeting of May 1 , 1972, as mailed
to each Councilman. The Vote: Unanimous Ayes
MONOLITH
Planning Director Harris reported that the proposal submitted by the
Chamber for the improvement of the concrete monolith was reviewed
jointly by the Staff and representatives of the Chamber Corrunittee. The
Staff endorses the basic concept of the rehabilitation; however, several
questions should be resolved before the project is formally approved and
any construction is commenced. The points discussed are as follows:
l. A.s the structure is now and will remain a dominate feature
of Turtle Bay, any improvements or development must be
carefully integrated into the development plans for the Park itself.
2. The project as proposed is only schematic and more precise
plans are necessary in order to obtain reliable cost estimates . I/���

3. A.lthough we do not wish to discourage a volunteer program
of improvement, we do feel that any effort in this regard must
be carefully coordinated to insure end result desired by both the
city and the •volunteer groups involved.
It is the recommendation of the Staff that the following program
be approved:
l . 'Tlie Chamber of Commerce Committee be encouraged to proceed
with the initial clean up of the structure such as removal of the
dirt and gravel on the top of the structure and general cleaning
around the base. This should help considerabl�! in the appearance
of the monolith. We feel it may be premature to clean the face
of the structure by .sand blasting at this time and that any grading
should await the development of more detailed plans .
2. The City Staff be directed to prepare the more precise development
plans for Turtle Bay and the structure.
3. When the plans are completed and cost estimates established,
the City and Chamber of Commerce Committee should meet and
determine the most feasible course of action relating to construc-
tion of any improvements and how the program can best be
implemented.

Mr. Sid Cowgill, Manager of the Redding Chamber of Commerce
requested that a priority be established for the project. He suggested
that State or Federal �Funds might now be available for the project. He
stated that time and i aterials will be donated as far as is possible.
Planning Director Harris reiterated the need to establish a design
concept for the entire, 200 acre Turtle Bay Park. Time must be
allowed for engineering studies , and the development plans should
be coordinated with tlie Recreation and Parks Commission. The
availability of State or Federal Funds wi11 be investigated. Staff
will place a priority to the project according to direction from Council.
Mayor Moty advised that priorities for parks development will be
discussed at budget sessions , and Mr. Cowgill will be invited to attend
such sessions .
BUDGET
City Manager Brickwood submitted the 1972-73 Preliminary Budget.
��� Budget study session was set for Thursday, May 25 , 1972, 1:00 P. M. ,
in the Mayor' s Conference Room.
C OMMUNICA.TIONS
Lassen View School Students
A. comrriunication received from Students as Lassen View
��� School, Cluster IV, Level 6, regarding use of City property
on Cypress Avenue as a park was referred to the City Manager
for reply.
Kay Hendricks
A con�zunication was received from Kay Hendricks, 1613 Deschutes
Jl �� Road, Palo Cedro, California, protesting the removal of regular
traffic signals at the corner of Shasta and Court Streets . City
Manager Brickwood was directed to reply to the letter.
Ore�on Trail Riders
- � . The City Clerk received a communication from the Oregon
Trail Riders on May 8, requesting permission to sell beer at
their open hqrse show and playday to be held at the arena grounds
at Redding Municipal A.irport on May 13 and 14. Council was
��� polled by tel'ephone regarding this matter and all members
indicated approval.

MOTION: Made by Councilman Denny, seconded by Councilman
Fulton ratifying the action taken by Council in a telephone poll
approving thie request as outlined above. The Vote: Unanimous Ayes
Shasta County Sheriff's Posse-ettes
MOTION: Made by Councilman Chatfield, seconded by Gouncilman
Fulton approving the request of the Shasta County Sheriff's
�� � Posse-ettes to sell beer at their annual Silver Spur Horse Show
on June 24, j1972, at the Rodeo Grounds on Butte Street.

Gentlemen:
Thi•s office represents Mr. and Mrs . Curtis Coleman and Leo Coleman,
owners of Coleman Grocery at 1855 Linden Avenue, Redding, California.
Without prior notice to Mr. Coleman, Mrs . Purley Harrison, owner of
ABC Grocery and Burger Shop at 2801 West Street, Redding, California,
and Mrs . Dorris A.nderson appeared at a City Council meeting on Monday,
May l , and made certain charges . Quoting from the Record-5earchlight
of Tuesday, May 2, 1972, it is stated as follows:
"Mrs . Purley Harrison, owner of the ABC Grocery and
Burger Shop at 2801 West St. accused Curtis Coleman,owner
of Coleman's Grocery at 1855 Linden Ave. , of promoting gambling,
illegal drinking and the sale of liquor without a license through his
grocery store.
"Anywhere you find him (Coleman), you're going to find trouble,"
Mrs. Harrison said, as she toldr.the council of alleged incidents of
gambling with dice, fighting, and the sale of beer and wine without
a license.
She complained that the activities at Coleman's store were upsetting
the neighborhood and causing her to lose business at her store.
Mrs. Harrison was backed up in her allegations by Mrs . Dorris
Anderson, a resident in the area.
"It (Coleman's grocery store) is just a cover up for gambling,"
Mrs. Anderson.told the council. "We've been through all this before. "
Redding Detective Lt. Robert Coulter backed up the two women's ���
allegations .
"I'm sure that there has been gambling and there is gambling
there," he told councilmen. "But they have someone watching
for the police and it's all gone by the time we get there."
As a matter of setting the record completely straight, my clients
deny that they have ever in any manner promoted gambling, illegal
drinking or the sale of liquor without a license through the grocery store.
This is not only an untrue charge, it is pure slander . In this regard the
attention of the City Council is called to the application of Mr . Curtis
Coleman and Mr . Leo Coleman for a beer and wine off=sale license in
order that they might obtain legal permission to sell. It is a fact that
at the present there is no beer or wine �sold ati:the premises and my
clients are doing everything possible to eomply with the law.
My clients deny that there is any trouble where Mr. Coleman�is
present. A.s to any incidents of gambling with dice, fighting or the sale
of beer or wine without a license, any statements that this was done by
the Colemans are absolutely untrue.
As to the charge that the neighborhood is being upset, my clients will
be happy to produce a great proportion of the neighborhood who are not
only in favor of his operation of the grocery store, but who would be very
happy that a beer and wine off-sale license was allowed on the Coleman
premises.
When the premises was posted for a beer and wine license the only
protestors in the whole neighborhood were the Harrisons. As you know,
under the law, the neighborhood had 30 days to enter any protest they had
in mind and no one in the neighborhood, except the Harrisons , entered
an official protest.

The statement that the grocery store is a cover for gambling is
absolute slander .
With respect to any statements by the Redding City Police that there
was any gambling on the Coleman premises , this is absolutely false.
What is a fact is that the Redding City Police find no violation of the
gambling or sale of liquor laws when they do investigate falicious
charges by Mrs . Har 'rison. The Redding City Police log will show that
the only complaints ligged with the police are by Mrs . Harrison.
Since the City Council meeting, Mr. Coleman has met with the ,
Redding Police Department and the.y have verified his position that he
has never been, found in any illegal activity at the grocery store.

It should be pointecl. out that the Linden Avenue neighborhood con-
tinues to be the sourc'e of a very subtle discrimination. There is no
liquor license in the comtnunity along Railroad Avenue except at "Jomars
Place." The Department of Alcoholic Beverage Control has indicated
that it takes the remarkable position that although it knows that the
Linden A.venue Residents are drinking outside the area and purchasing
liquor and spirits and bringing them back to the area, that it would be
against public policy to allow any off-sale beer and wine store in the
Linden A.venue area. ;
This is a pre,poster.ous point,of view as it only causes the Linden
A.venue residents to have to drive in their automobiles out of their
neighborhood to buy a bottle of beer or wine. When the beer is brought
back into the area there is no single place for the residents to congregate.
When certain individuals do congregate, apparently Mrs. Harrison takes
objection and blames a problem of civic origin on Mr. Coleman.
It is true that the Linden Avenue residents need better protection by
the police in thei-r own neighborhood. Mr. Coleman is not the policeman
for the City of Redding, he receives no salary and does not wear a badge.
��/ He does his very best to run a.peaceful store and keep the peace within
his irr�iediate premises. He has absolutely no right to stop anybody
from drinking outside the store or to take any action which would consti-
tute police power unless there is a clear violation of law. Mr. Coleman has
seen no violations of law as his observations have been exactly that as of
the police. The City of Redding is being used by Mrs. Harrison by her
constant complaints , when her true concern is apparently for lack of
business . The City of Redding should not be trying to help Mrs. Harrison
obtain business . If she cannot obtain customers , she should not call the
police and try to cause trouble to a neighborhood competitor. This is the
most vicious kind of t(ctic and City of Redding should not be a party to it.

Any investigation or review of Mr. Coleman's permit can only result in
their finding that he obeyed the law and his City license should continue.
If the City of Reddingitakes any position that a competitor's complaints are
grounds for removal of that license, the matter will be considered action-
able and unjust takingl by the City of valuable property as well as an unlawful
act on the part of its �fficers .
Mr. Coleman would not have br.ought this matter to your attention had
the false charges not been made. As they have been made, they are
denied in full.
It is suggested that the City deal with the problem of false reports by
the Harrisans in the manner provided by law.
It is respectfully required that :this letter be read in full at the council
meeting and be entered in the official minutes as an agenda item and that
this office be notified'of any hearing on the matter should the council
have any questions.

the Public Hearing on Planned Development A.pplication
PD-1-72
The following documents are on file in the office of the City

Report of Planning Director dated May 12, 1972
The City Clerk advised Council that no written protests had been
received, and the Mayor ascertained that there were no protests
from the floor.
Planning Director Harris reviewed his report to Council dated May 12,
1972, which report is made a part of these minutes by reference.
He showed the area proposed for planned development by Shahinian
and Rogers , Inc. on the Vu Graph. He then submitted maps and
explained the various phases of the proposed development in detail. /��,
The property is located at the southeast quandrant of Interstate 5
and State Highway 299 East, and includes 71+ acres. The plan as
applied for includes a mobilehome park with 199 units and a "Townhouse-
Condominium" apartment development with 61 units . The plan provides
for approximately 40 acres of Open Space.
The Planning Commission and the Staff recommended that the City
Council approve the Planned Development application, subject to
the twenty conditions outlined in his report.
Councilman Chatfield expressed concern about the narrow 24' and
30' private streets . He asked if approval of the design by the Council,
would place a liability on the City in the event fire trucks were unable
to bypass parked cars in an emergency.
Mr. Coyle, representing the developer , informed Council that parking
will be prdiibited on the aforementioned streets and that this� regulation
will be enforced by the Home Owners A.ssociation. He stated that the
plan provides two off-street parking spaces per dwelling plus visitor
parking in nearby areas .
City A.ttorney Murphy advised that if a condition of ''no parking" on
the 24-foot width and the 30-foot width streets is incorporated in the
Ordinance, the City would be absolved of liability in the event fire
trucks or sanitation packer.s were unable to gain access to the area
because of parked cars .
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
that the Public Hearing be closed. The Vote: Unanimous Ayes
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
approving the recommendation of the Planning Commission that the
Planned Development Application PD- 1-72 be approved, subject to
the twenty conditions , and that parking be prohibited on the 24-foot
width and 30-foot width streets, and instructing.the City Attorney to
prepare the necessary ordinance. The Vote: Unanimous Ayes
THE :.CENTER
Mr. Jack Reiser, representing the Redding Rotary Club, submitted an
outline and estimated budget for the proposed Teen Center . The concept
for "The Center" has been endorsed by the Rotary Clubs of Redding,
Enterpr:ise and Anderson, and by the United Crusade .
Tim Cartwright, Shasta High Student Body President; spoke about the plan �j �
for organization. He advised that there will be a large base of youth and
adults on the Board of Directors , with area wide support. They propose

to hire a full time.paid coordinator . Membership shall be open to
high school age and college age through twenty.
Keith Wilson, Enterp�ise High Studerit Body President reported that
the group is looking for a building that has approximately three
thousand to five thousand square feet; that will accomodate ninety,.to
one hundred :fifty people; with a large gathering room, a food services
area, and smaller rooms for study activities and music . $300. per
month has been budge�ed for rent.
Gary Davis , Central Valley High Student President e�lained the program
as follows: j

Don Miller , Agape House representative, outlined the plan for financing.

The funds received will be controlled by the Board, and the group would
like to receive the funds on a monthly basis . The group now has funds
to operate for ninety days . They are most anxious to have a definite
commitment from the agencies by July 1 s.t in order to continue the program.
Mayor Moty expressed concern that under the proposal, the citizens of incor-
porated areas would be taxed twice for "The- Center" . The City of Redding
residents pay twenty percent of the County taxes , so they�would be
paying their own share and twenty percent of the County's share. He
suggested that an area-wide Recreation District or Center District
would be the proper approach.
Ward Gandy stressed�that there is an immediate need for funds to keep
the present program active and said that if it is successful for one year,
other methods of finai cing could be sought.
Mayor Moty said the i equest will be taken under advisement.

CYPRESS AVENUE PROPERTY
Planning Director Harris submitted a report of the Planning Commission
dated May 11, 19'72. The Corruz�.ission conducted a hearing on the disposal
of certain City-owned land located along Cypress Street as shown on the
exhibit map attached to the report. ,=;2C7�
The Commission determined that the disposal of the land was in conformance
with the City's General Plan as adopted and recornmended to the City Council
that parcels A., B, C, and D be disposed of. The Corrunission further
recommended that parcel E, adjacent to the proposed park site, not be
disposed of at this time.
Mayor Moty referred the report to the Council Committee on Surplus Land.

Airports Manager McCall presented the recommendation of the A.irports
Commission dated May 12, 1972, that the Redding Jaycees be granted
permission to hold a Fly-In Breakfast at Benton Airpark on June 11 , 1972. l�f

BUSINESS FROM THE FLOOR
PARK USE - Political Campaign
'IVIr., Jere E. Hurley, Jr. , Chairman of the McGovern for President
campaign in Shasta County, requested the use of the west portion of ����
Lake Redding Park near the barbecue pits for a political reception on
Friday, May 19th, 1972. Activities preceeding a speech by Senator
McGovern would include the non-profit sale of draft beer and soft drinks .
Mayor Moty declared this an urgency item.
MOTION: Made by Councilman Chatfield, seconded by Councilman Denny
granting permission to the McGovern for President Committee to sell
beer in the Park on May 19th, 1972. The Vote: Unanimous Ayes
COMPLAINT - Purley Harrison ,/, .'
In a communication dated May 15, 1972, Mrs , Purley Harrison, owner �f��/
of the ABC Grocery and Burger Shop complained about conditions at
the Coleman Grocery.
COMPLAINT - Southern Pacific Co.
Councilman Chatfield reported that he has received several complaints
from citizens re the amount of smoke that is released into the air by
Southern Pacific diesel engines as they idle in Redding. He requested �� �
staff to review the complaint with the Health Department to determine
if there is a violation of the air pollution control laws .
Mayor Moty commented that the Southern Pacific switching operations
are still causing serious traffic problems . Staff will check into this
matter also.
