The invocation was offered by the Reverend John A.lbright, Pastor of the
First United Methodist Church,
The meeting was called to order at 7:00 P.M. by Mayor Moty with the
following Councilman present: A.nderson, Chatfield, Denny, Fulton, and
Moty. A.bsent: None
Also present were City IVlanager Brickwood, City Attorney Murphy,
Finance Director and Personnel Director Courtney, Public Works
Director A.rness , Planning Director Harris , Personnel Officer Reynolds ,
Parks Director Blaser , A.irports Manager McCall, 5ewage Treatment
Plants 5uperiritendent Hiler, and City Clerk Brayton.
A.PPROVA.L OF MINUTES
MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton approving the minutes of the regular meeting of February 22,
1972, as mailed to each Councilman. The Vote: Unanimous A.yes

Mayor Moty declared this an urgency item,
Mayor Moty presented Certificates to the following City of Redding
employees who have completed a 13 week course for water treatment
plant operators at Shasta College, sponsored by the California Depart-
ment of Public Health and the A.merican Water Works A.ssociation:

The Mayor coxnnzended these employees , not only for their achievement
but also for the interest they have shown in their work.
COMMUNICATIONS �
Tom Frazier, et al
In a letter to Council, Tom Frazier, Bob Mattocks, Richard
Potter, and David Frazier complained about the lack of a
place in Redding for teenage activities.
Councilman Chatfield recalled that at one time Council had
approved the use of a structure as a teen center, and that
fund raising activities were carried on by youth groups but i�/ ��
nothing ever materialized.
Councilman Fulton noted that a Council Committee was
appointed s ome time ago to work towards" a teen c enter , and
suggested that this Committee be reactivated.
Councilman A.nderson reported that there are organizations
in the community that are looking into this matter and that
meetings are being held presently. He said that it has been
proposed that a person be hired to explore and coordinate
the needs of the youth of the Redclin� �,rea.. Redding Rotary
and Rotary East have appropriated funds for such purpose.

Councilman '�Denny said that he had participated in one of
the meetings mentioned, at which there were representa-
tives from all of the high schools in the area, and he feels
encouraged by the very effective efforts of Jack Reiser in
organizing a! group of adults and young people perhaps to
re-establish� a teen center group,
Mayor Motylrecon�iended that the City send a representa-
tive to the current meetings as an observer until a more
concrete prigram is developed.
California Marijuana Initiative
Russ Gamliri appeared before Council on behalf of the
California 1Vlarijuana Initiative. He stated that there is
currently a inovement towards decriminalization with
res.pect to tlie use of marijuana .and asked that Council .
defer judgment concerning the marijuana issue until he
,•� �� is able to pr;esent more information on the subject, prob-
�s ably by the next Council meeting.
There was c',onsiderable discussion on the subject of
marijuana and it was the consensus of Council that the
use of marijuana should be kept at a minimum and dis-
couraged in every possible way, and that the present peti-
tion would not have the effect of restricting the use of
mari juana.
MOTION: 1Vlade by Councilman A.nderson, seconded by
Councilman �Chatfield denying the request that Council
support the California Marijuana Initiative. The Vote:

opened the Public Hearing re abandonment of a portion
of the alley between Elmwood and Spruce Streets, west
of Veda Street .

Planning Comnzission Recommendation dated March 3, 1972
The City Clerk advised Council that no written protests had
been received, and the Mayor ascertained that there were no
protests from the floor.� ����
Planning Director Harris showed on the Vu Graph the portion
of the alley proposed to be abandoned. In a memo to Council
dated March 3, 1972, the Planning Commission recommended
the alley abandonment as requested by Mr. Bill Anthony,
Redding Beverage Company. Mr, Harris noted that the portion
of the alley in question is not used for alley purposes and has
been fenced for some time. A. title report has been secured
and indicates that ownership would revert to adjoining owners.
MOTION: Made by Councilrrian Chatfield, seconded by
Councilman Fulton that the Public Hearing be closed. The

RESOLUTION - Ordering A.bandonment
MOTION: Made by Councilman Denny, seconded by Council-
man Chatfield that Resolution No. 72-28 be adopted, a resolu-
tion of the City Council of the City of Redding' ordering the
vacation and abandonment of a portion of the alley between
Elmwood and Spruce Streets west of Veda Street in the City
of Redding.

the Redding City Code, 1959 , as amended, by adding Section 26-45

Councilman Fulton reported that the Council A.mbulance Committee had
been unable to meet with respect to the complaint filed by Mrs. Ruth
Frazier against the American A.mbulance Company; however, a letter
has been received from Dr. Nelson, Medical Director, The Foundation
for Medical Care of the 5hasta-Trinity Medical 5ociety, which should
be brought to the attention of Council.
Mayor Moty declared this an urgency item. :� �'�

asked that it be read into the record:

Dear Sir:
_ "The A.merican A.mbulance Company is accused of rendering poor
service and during the last year we have had multiple complaints
of poor, delayed service directed towards the ambulance industry
as. a whole. As an example, there was a delay of 30 minutes in
December for an ambulance to arrive at the home of an individual
who was dying of a heart attack., If we look at the basic problem,
it is completely evident that, wi�th four ambulance companies here
in.town, none of them ar e making any money. Sinc e none of thern
are making any money, they cannot adequately train the personnel
they hire to perform the type .of service that we would really like
to see in certain instances , and neither can they provide themselves
with up to date equipment to adequately serve the community.
"In general, we have pointed our finger at the ambulance companies
and placed all the blame upon.them; however, I believe that the
poor service is really an indictment against not only the ambulance
companies, but the medical profession and the local cominunity as
a whole. I do feel the local community has placed a certain responsi-
bility on the City Council to estab�lish and assure the implementation
of good standards for ambulance service. With this in mind, I would
like to make the following sugges�tions: -
"1. A. new system should be established for the care and transporta-
tion of the critically ill and injured. The person who is critically

ill or injured should not be left to the care of one who has only
had first aid tra'i'ning, but should receive the most expert medical
care that is scientifically available. As you know, the mortality
in Vietnam has been greatly reduced by getting care to the patient
at the earliest possible moment and certainly care begins there
within minutes of injury on the battlefield, and is actively con=
ducted during the period of transport. This same system needs
to be applied her�e in Shasta County. The need for it is even
more pressing in rural areas than in urban areas where it is
being pursued atlthe present time. The mortality for a given
accident is between three and four times as great in rural areas
than it is in urb�n areas , Dr. David Allen, Secretary of the
Society for Critical Care in Medicine, stated last week at a
meeting in Las Vegas that 50�0 of people needing critical care
never reach the hospital. Hundreds of people are dying each
year in this courity before they reach the hospital and I believe
that a fair percentage of these people could be salvaged if we
developed the proper type of emergency care and transportation
sytem. We are 'still following the so-called "scoop 'em up and
haul 'em away" approach to ambulance service, when what we
really need is ari entire new systexn of highly skilled personnel
who constantly manage the medical care of the patients from a
very few minutes after the accident or onset of critical illness
until they are adinitted into a hospital. _
"What we need is �a mobile life support unit in this comrnunity.
I believe we can jsave between 20 and 30 lives a year in and
around Redding by developing this type of service, plus in-
tegrating all of our Fire Districts into rapidly responding rescue
units with a central dispatch for all of the local fire departments.
Our present ambulances are primarily transportation systems.
We need to develop an intensive care system for the critically
ill, and I submit�to you that this is beyond the scope of our
present ambulances. Management of the critically ill and injured
is prirnarily a medical problem, not just a transportation problem.

"2. The second step that should be taken is a mandatory minimum
of training requirements . I believe this should be an emergency
medical technicians course, such as is now being offered at Shasta
College, with a minimum of training in the neighborhood of 80 hours .
I would like to propose that this be made mandatory by June of 1973,
which would allow adequate time for those candidates to complete
the course, either this year or during the following school year.
The American Red Cross A:dvanced First A.id Course, which is now
required, was designed for the general public and not for ambulance
drivers, Many of the newer advances have not been included in the
latest revision of the First A,id Course, which I believe is about 15
years old. A.s Gaptain Waters from the Jacksonville, Florida Fire
Department pointed out at the meeting in Las Vegas last week, we
require about 30 hours to complete the advanced first aid course,
whereas a barber who cuts our hair is required to have 1600 hours
of training, Somehow we have lost the sense of direction of our
priorities . A. b�rber certainly has nothing to do with m�.intaining
life, but an ambulance driver potentially is faced with maintaining
life every day.
"For the benefit of all citizens in this community, I would strongly
recommend that�we rapidly develop a new system to handle the
critically ill and�injured. As Chairm�.n for the Foundation for
Emergency Medical Care and President-Elect of the Shasta-
Trinity County Medical Society, I assure you that these two
organizations are vitally concerned in this aspect of improving
medical care and stand ready to offer a great deal of assistance

in the development of this program. In 1961 , on a survey of
782 traffic deaths in California,,' the mortality in rural area`s
was almost four times greater than urban areas , primarily
due to distances and poor ambulance services. It is now ten
years later, and there has been almQst no change in these
statistics . 1972 is the eleventh year after these facts are
known and i feel this is the year when change should really
be initiated, We have waited ten years too long to begin this
service and probably the ones who should carry the primary
responsibility for trying to initiate change should be the medi-
cal comrriunity; however , without local government as sistance,
of course it is impossible for us to initiate these much needed
changes.

The Council A.mbulance Committee was directed to pursue the matter
further and to notify the ambulance companies of any meetings scheduled.
The Mayor requested that Council be kept advised of the activities of the
Comm;ttee. The City Clerk was directed to furnish each ambulance
company with a copy of Dr. Nelson's letter.

Councilrrian Denny asked Public Work.s Director Arness if the Boswell
