The Pledge of A.11egiance to the Flag was led by Robert Whitmer , Chief of Polic e. The invocation was offered by the Reverend Donald Palmer of the Redding Rescue Mission. The meeting was called to order at 7:00 P.M. by Mayor Moty with the following Councilmen present: A.nderson, Denny, Fulton, and Moty. A.bsent: Councilman Chatfield. A.lso present were City Manager Brickwood, City Attorney Murphy, Finance Director and Personnel Director Courtney, Public Works I�irector A.rness , Planning Director Harris , Police Officer O'Hare, and Deputy City Clerk Richter. A.PPROVA L OF MINUTES MOTION: Made by Councilman A,nderson, seconded by Councilman Fulton approving the minutes of the regular meeting of February 7, 1972, as mailed to each Councilman. The Vote: Unanimous A.yes COMMUNiCA.TION5 Ruth E. Frazier, R. N. In a letter dated February 4, 1972, Ruth E. Frazier, R.N;. , protest;ed ;��� the manner in which a young boy was handled by attendants of the A.merican Ambulance Co. following an accident. The complaint was referred to the Ambulance Committee for a report on March 6th. Do��ntown Merchants Retail Division In a communication dated February 11 , 1972 , the Downtown Merchants recommend that the organization to govern the promotional aspects of the new Redding Mall be called the Downtown Redding Business Improve- ment A.ssociation with the following persons named to a seven man )/��� A.dvisory Board: Bob Dicker, Edward Bring, Jim Fox, Dick Burton, `y Nick Girimonte, Roy Guenther, and Barry Wright. An outline of a proposed budget was included in the letter . MOTION: Made by Councilman Denny, seconded by Councilman Fulton approving the appointments to the A.dvisory Board as recommended. The Vote: Unanimous A.yes Shasta Lake Union School District A. letter dated February 7, 1972, from the Shasta Lake Union School �G� District, conveyed appreciation to the Redding Museum League for the A.rt Playday which was conducted recently at the school. Redding Motel A.ssociation Councilman-�.A�nderson abstained from discussion and voting on this item. In a comrriunication dated February 14, 1972, the following resolution was presented by the Redding Motel A.ssociation: "Resolved that the officers of this A.ssociation request of j�Z the Redding City Council, Redding Planning Commission, Shasta County Board of 5upervisors and the Shasta County Planning Commission that a moratorium be put into effect halting construction of additional motels in this immediate . . area." Mr . William Wankowski, President of the A.ssociation, appeared to e�ress the opinions of inembers of the A.ssociation. He stated that since November, 1970, there has been adequate housing to ar,c�om.modate all convention delegates and tourists, He pointed out � 24 � that the construction of new motels will not increase transient occupancy tax revenues to the City but will merely redistribute the sources of such revenues. He suggested that a high rise motel which is now being proposed for the area would spoil the view of the mountains. He a�lso stressed that motels with large meeting rooms are depriving the City Convention Center of revenue. He sai.d the moratorium is not being requested to avoid competition, but to avoid overbuilding such as has occurred in San Francisco and hk�nolulu, and to avoid price wars . He advised that the A.ssociation is working on an extensive advertising program to increase tourism in the area. City Attorney Murphy stated that there is no legal way to impose a moratorium on owners of land, denying them the right to construct a motel in a zone' which permits such use. He pointed out that transient occuparicy tax revenues have increased each year since 1968. � Councilman Denny stated that it is not desirable for municipal government to exercise the type of control suggested over any type of business . He also opposed any restriction which might be accomplished by �zoning. Mayor Moty concluded that while the Council is in sympathy with the plight of motel owners, that no encouragement can be offered as the City A.ttorney has advised that there is no legal way to impose a moratorium on' construction of new motels. Mr, Murphy � � advised that the matter has been referred to the City Insurance Carrier who is taking care of'the defense. The Vote: Unanimous A.yes � 25 MOTION: Made by Councilman Denny, seconded by Councilman Anderson that Ordinance No. 108�1 be adopted, an ordinance of the City Council of the City of Redding amending the Redding City Code, 1959, as amended, by adding Sections 15- 11 . 1, 15- 11 .2 and 15-11 .3 to Article II, Chapter 15 , pertaining to retail food production ancl marketing. FINA.NCIAL STA.TEMENT - Fiscal Year ended June 30 , 1971 Finance Director Courtney submitted the Financial Statement for the fiscal year ended June 30 , 1971 , together with A.udit Cominents of the A.uditors, Greenwell & Gandy. Mr. Gandy appeared before Council and reviewed the A.udit Comments ll� in which it was recommended that the warehouse function should be under the supervision of a single department and the City should establish very definite policies with regard• to who should have access to the storage area and who is responsible for inventory shortages . In addition to control policies , the City should establish definite policies with regard to material scraps. With regard to inventory control, the City should consider using planning sheets in conjunction with job work orders for all departments. He praised the new data processing equipment. He also e�ressed appreciation for the cooperation of per sonnel in the City offices during the cours e of the audit. Councilman Anderson observed that any weakness in the physical inventory control should be examined and requested a report on what steps have been taken to correct the problem. City Manager Brickwood stated that the loss of $8,000 worth of copper wire from the Fire Cache over �the three day weekend in Oc.tober, '1970, was due to a theft which has been referred to the Police Department, and was -not the' result of poor inventory control. � WA.TER UTILITY OPERA.TION - Fiscal Year ended June 30, 1971 ��� The A.nnual Report of Water Utility Operation for the.fiscal year ended June 30, 1971 was filed. BID OPENING DATE - Parking Structure MOTION: Made by Councilman Denny, .seconded by Councilman A.nderson ratifying the change order extending the bid opening date for the Parking �3;/,'� Structure and Site Improvements , Bid Scheclule No. 616 , from March 1 7 to March 8. The Vote: Unanimous Ayes MA.LL REROUTING Director of Public Works A.rness reported that extensive publicity has been given to advising the public of change in traffic patterns due to the ���C mall rerouting. He stated that the State Division of Highways 'has worked closely with City forces to accomplish changes in striping and signing. He said the City plans to do additional work to improve the safety of the 26 � � intersection at Gold and California Streets . He said the Traffic Engineer is reviewing problems at the intersection of Tehama and California Streets. Helen Faye Generes expressed concern regarding the safety aspects of the new route and inquirid if the route could be modified easily. City A.ttorney Murphy advised that public hearings on the rerouting were held by the City Couricil and by the State Division of Highways . He said that if there are any design defects on State Route #273 , it is the responsi- bility of the State. He reported that the State adopted a Resolution of Relinquishment of Market Street between Tehama 5treet and Gold Street, and that it was recorded this date. ORDINA.NCE - Designation of one-way streets and alleys Councilman Denny offered Ordinance No. 1082 for first reading, an�'ordi- nance of the City Council of the City of Redding amending Chapter 18 of the :�,��- Redding City Code, 1�95g, as amended, by adding a new Section 18-6.1 thereto, pertaining to designation of one-way streets and alleys by. resolu- tion. -� - RESOLUTION - Application for Grant to acquire open-space land MOTION: Made by C;ouncilman A.nderson, seconded by Councilman Fulton that Resolution No. 72-20 be adopted, a resolution of the City Coumcil of the City of Redding authorizing the filing of an application for a grant to acquire open-space land (Benton Parcel 1K and Kutras ��� Parc el Year 6 , Turtl:e Bay Property).
