The meeting was called to order at 7:00 P.M: by Mayor Pro Tem
Denny with the following Councilmen present: A.nderson, Fulton,
and Denny. A.bsent: I Councilmen Chatfield and Moty
A.lso present were City A.ttorney Murphy, Finance Director and
Personnel Director Courtney, Public Works Director A.rness ,
Planning Director Harris , Police Chief Whitmer, Parks Director
Blaser, A.irports Manager McCall, A.ssociate Civil Engineer Mathis,
Police Officer Bronson, and City Clerk Brayton.
A.PPROVAL OF MINUTES
MOTION: Made by C,ouncilman Fulton, seconded by Councilman
A.nderson approving the minutes of the regular meeting of January
3, 1972, as mailed to each Councilman. The Vote: Unanimous Ayes
C OMMUNICA TIONS
Finer Living
Mr. Bruce Ellis , A.rea Manager for Finer Living, appeared
before Council�to report upon service improvements and
capital expenditures projected for Finer Living CATV. He
admitted that they have had problems with power outages
on the microwave repeaters operated by Tele-Communications,
� Inc. He reported that Tele-Communications , Inc. has pur-
�`�� chased a snow 'cat and testing equipment, has employed a new
� troubleshooter; and is in the process of converting from tube
units to solid state repeater units. Upon completion of this
conversion, microwave outage times will be reduced from
approximately 2 hours to 4 seconds. The solid state conver-
sion will cost ipproximately $5 ,000.
Finer Living now operates a tube type microwave repeater
unit from Shasta Bally to its Redding office in the Business
frequency bandi. It has applied to the FCC and received a
� construction permit for conversion of this unit to the CARS
frequency band�and to a solid state system, at an estimated
cost of approximately $25 , 000. Construction is scheduled
for as soon as possible, dependent upon new equipment
availability. �
In addition to power outages, in microwave tr,ansmission,
another source�of service complaints has been human pro-
gramming errors and mechanical errors in relation to the
program d;uplication protection device in the local office.
If these errors� occur at times when the office is closed,
it takes approximately 15 minutes to correct the error at
the present tixne. Finer Living is working on installation
of a device which will permit telephone resetting of the pro-
gram duplication protection device so that Mr. Ellis or one
of his engineer's can reset the program duplication protection
switch by telep�hone from home and thus reduce program outage
time caused by� such errors from 15 minutes to approximately
1 or 2 minutes.
Mr. Ellis added that Finer Living has allocated the expenditure
of approximately $58,000 for renewing portions of the local

plant. A.dditionally, $110 ,000 is being spent in undergrounding
cables, such as in the Mall Project and on California Street,
and $55 ,000 is budgeted annualy solely for maintenance. '
Mr. Ellis said he would be happy to appear before Council at
a later date with a progress report. Mayor Pro Tem Denny
thanked Mr. Ellis and said he thought it would be worthwhile
for Council to be kept informed of progress being made in
correcting the present problems.
Beverage Container Deposit Cornr�iittee
Messrs . Theodore Klaseen and Jerry Tucker, members of
the Beverage Container Deposit Committee, appeared before
Council regarding an Initiative Proposition to be placed on the
ballot at the General Election in November re prohibiting the
sale of certain non-returnable or disposable beverage con-
tainers within the County of Shasta, Members of Council were
requested to adopt an ordinance or resolution assuring the
Container Committee that the City Council would put into
effect a similar ordinance in the City simultaneously with the
proposed County initiative ordinance re non-returnable beverage
containers. Without such assurance, spokesmen for the
Committee indicated that the Committee felt that it would be ;��U
necessary to petition for a simultaneous special City election
to be held concurrently with the initiative proposition on the
County General Election ballot.
It was pointed out that this Council could not adopt a resolution
which would be absolutely binding upon a subsequent Council in
regard to this issue. However, tlie three members of the City
Council present indicated that they would be guided by the ex-
pressed wishes of the City of Redding electorate as revealed by
the local vote in the County initiative proposition relating to
non-returnable beverage containers.
It wa�s als.o pointed out to the C'ontainer Committee�.that simul-
taneous propositions on this issue at the General Elec.tion might
confuse.local voters and, if the County ordinance is writte'n to
become effective on March 1 , 1973, sufficient time existed after
the November election to hold a special election in Redding prior
to March l , 1973 , if Council failed to act after a major.ity of the
voters in Redding voted in favor of the County initiative proposi-
tion.
The spokesmen for the Coxnxnittee stated that they were unable
to determine whether the indication that the City Council would
follow the expressed wishes of the voters of Redding would be
acceptable to the Committee; and felt that they would have to
check back with other members of the Committee before deciding
on a course of action.
Council took no action �on the request of the Cornmittee.
Chico State College
A communication was received from Chico State Coliege
regarding the Off-Campus Degree Program in Public Adminis- �7�
tration available in Reddirig, Susanville, and Marysville.

RESOLUTION - re General Plan A.mendment
MOTION: Made by Gouncilman A.nderson, seconded by Councilman
Fulton that Resolution No. 72-7 be adopted, a resolution of the City
Council of the City of Redding amending the General Plan of the City
of Redding by adoptirig General Plan Amendment GPA.-1-71, changing
approximately 75 acr�es of land from a low density residential classi-
���� fication to a medium�density residential classification.

POLICE DEPARTMENT - Off Campus Education Conference
Police Officer Bronson reported on a Conference which he attended
recently at the Kellog-West Foundation, located on the campus of
California Polytechni'c Institute in Pomona. The purpose of the
Conference was to e�lore the possibility of futher extending off
campus educational p;rograms throughout the State and across the
�� � nation. Officer Brorison was a guest speaker at the Conference
and he spoke on how the Chico State Extension Program has.worked.
in Redding. He said 'that his presentation was well received and
that it was apparently surprising to most of those present that 70°jo
of the individuals sta'rting the course in Redding had actually eom-
pleted it. Officer Br�onson expressed his thanks for the opportunity
the City of Redding has extended to him and his fellow employees.
Officer Bronson was �congratulated by members of Council.

Fulton approving the �recomrriendation of the Director of Public

Council of the City of Redding finding that the public interest and con-
venience require the acquisition of certain real property for a public .l�!�(v �

with the improvement of Rosaline Avenue.
