The Pledge of Allegiance to the Flag was led by Airports Manager McCall. The invocation was offered by Elder- Norman Sharp, Pastor of Seventh Day Adventist Church. The meeting was called to .order at 7:00 P.M. by Vice Mayor Chatfield with the following Councilmen present: Anderson, Denny, Fulton, and Chatfield. Absent: Mayor Moty Also present were Assistant City Manager Courtney, City Attorney Murphy, Planning Director Harris, Director of Personnel and Labor Relations Reynolds, Assistant City Engineer Lang, Associate Planner Owen, Airports Manager McCall, and City Clerk Brayton. . A.PPROVA.L OF MINUTES MOTION: Made by Councilman Anderson, seconded by Councilman Fulton approving the minutes of the regular meeting of November 5, 1973, as mailed to each Councilman. The Vote: Unanimous'A.yes COMMUNICATIONS Shasta County Board of Supervisors A. communication was received from the Shasta County Board of Supervisors regarding a proposed plan to contract with the Fall River Joint Unified School District for recreation coordination by school district staff in conjunction with the Center's programs. To the extent that provisions in the Joint Exercise of Powers Agreement between the City and the Board of Supervisors would preclude such an arrangment, those provisions are being waived by the Board of Supervisors. Council requested staff to investigate this matter further with the appropriate parties. APPROVAL OF ACCOUNTS PAYABLE AND PAYROLL MOTION: Made by Councilman Anderson, seconded by Councilman Denny that Accounts Payable Register No. 10, check nos. 28047 to 28483, inclusive, in the amount of $228, 706.84 be approved and paid, and that Payroll Register No. 10, check nos. 56181 to 56481, in- clusive, salaries in the amount of $115, 962.77 for the period October 21, 1973 through November 3, 1973 be approved. Total $344,669.61 Voting was as follows: Ayes: Councilmen - Anderson, Denny, Fulton, and Chatfield Noes: Councilmen - None Absent: Councilmen - Moty CLAIMS FOR DAMAGE - 1st hearing Julio Montagne r - Claim filed 11/14/73 MOTION: Made by Councilman Anderson, seconded by Council- man Denny that the Claim for Damage filed by Julio Montagner on November 14, 1973 be denied, based on the recommendation of the City Insurance Committee, and that the claimant be so advised. The Vote: Unanimous Ayes J Ci Ethel Lambert - Claim filed 11/14/73 MOTION: Made by Councilman Fulton, seconded by Councilman Denny that the Claim for Damage filed by Ethel Lambert on November 14, 1973 be approved in the amount of $34.00, based on the_ recommendation of the City Insurance Committee. The Vote: Unanimous Ayes RESOLUTION - Prohibiting Parking on Portion of Park Marina Drive MOTION: Made by Councilman Anderson, seconded by Councilman `I Denny. that Resolution No. 73-115 be adopted, a resolution of the City / Council of the City of Redding prohibiting parking on both sides of Park Marina Drive Extension from Locust Street southward under the Cypress Street Bridge and thence to Cypress Street. ORDINANCE Amending Chapter 30 re Mobilhome Districts MOTION: Made by Councilman Denny, -seconded by Councilman Fulton 169 that full -reading-of Ordinance No. 1148 be waived, and that the City Attorney be instructed to scan same. The Vote: Unanimous Ayes MOTION: Made by Councilman Denny, seconded by Councilman Fulton that Ordinance No. 1148 be adopted, an ordinance of the City Council of the City of Redding amending Chapter 30 of the Redding City Code, 1959, as amended, by repealing Section 30-16.3 and substituting therefor a new Section 30-16.3, pertaining: to ,regulations for single family mobil - home district or ST district. ORDINANCE Amending Chapter 7 re Mobilehomes MOTION: Made by Councilman Denny, seconded by -Councilman Fulton that full reading of Ordinance No. 1149 be waived, and that the City Attorney be instructed to scan same. The Vote: Unanimous Ayes MOTION: Made by Councilman Fulton, seconded by Councilman Denny that Ordinance No. 1149 be adopted, an ordinance of.,the City Council of the City of Redding amending Chapter 7 of the Redding City Code, 1959, as amended, by repealing Section 7-11 and sbustituting,therefor a new Section 7='11, 'pertaining to trailer occupancy outside of licensed trailer or mobilehome parks. Voting was as follows: Ayes: Councilmen - Anderson, Denny, Fulton, and Chatfield Noes: Councilmen - None Absent: Councilmen - Moty Ordinance No. 1149 'on file in the office of the City Clerk. a REDDING MUNICIPAL AIRPORT - Lease of property to Dean Murray A.irports Manager McCall submitted the recommendation of the Airports Commission that Dean Murray be given a lease on 140 acres of Redding Municipal Airport property at $5.00 an acre, such land to be used for farming purposes. It is recommended that the lease expire on August 1," 1974, renewable 'at that time for one year by the City Manager. 1 MOTION: Made by Councilman Denny, 'seconded by Councilman Anderson approving he recommendation re lease of City property to Dean Murray, and instructing the City Attorney to prepare the neces- sary document. The Vote: Unanimous Ayes CLEAR CREEK A.ND TWIN VIEW SEWAGE TREATMENT FACILITIES REPORT Assistant City Engineer Lang submitted the Clear Creek and Twin View Sewage Treatment Facilities Report for the month of October, 1973. RESOLUTION - re Abandonment of Storm Drainage Easement MOTION: Made by Councilman Fulton, seconded by Councilman' Denny that Resolution No. 73-116 be adopted, a resolution of the City Council of the City of Reddin1g declaring its intention to vacate and abandon a storm drainage easement in Del Mar Subdivision Unit One-. Voting was as follows: Ayes: Councilmen - Anderson, Denny, Fulton, and Chatfield Noes: Councilmen - None Absent: Councilmen - Moty Resolution No. 73-116 on file in the office of the City Clerk. CAST IRON PIPE ANTITRUST CASE City Attorney Murphy reported that the City has received a check in the S[L amount,of.$1,.194.101as its share of a settlement of $1,700,000 with Mead and Glamorgan, two of the defendants in the Case Iron Pipe litigation. A. retrial' has been set for the remaining -defendants in this case. TAXICAB FARES Mrs. A.rretta Webb,+ owner of Redding :Yellow Cab Company, appeared before Council regarding cab fares from Redding Municipal Airport. Mrs. Webb stated that some of the facts in the recent newspaper article were misleading. She said that the fare structure is as follows: 1. The meter rate is $8.50 + $1. 00 surcharge from the airport to the Holiday Inn. 2. The $9.50 charge is applicable for one passenger; however, if additional persons are going to the same location and arrange to share the cab, the $9.50 charge would apply. n 175 3. If several people share a cab and are going to different locations, the meter rate is charged to passengers at,:each location with the surcharge imposed only once. Mrs. Webb said that this occurred during the recent Supervisors Conven- tion when one passenger was taken to the Red Lion ($8.40), one to the Holiday Inn ($8.50), and one to the Travelodge ($9.20). She noted that this method of charging is customary iri other areas Members-'of`Council` suggested -that Mrs. Webb work with the City Attorney in preparing a fee schedule to post at the Airport Terminal which would clarify the rate structure and would point out the advantage of sharing a cab. RESOLUTION - re Disability Retirement for Safety Members MOTION: Made by Councilman Denny, seconded by Councilman Anderson that Resolution No. 73-117 be adopted, a resolution of the City Council of the City of Redding delegating to the City Manager the authority to 3make determinations of disability for retirement purposes of local public safety members and to make applications on behalf of the City for disa- bility retirement of such employees.�� Voting was as follows: Ayes: Councilmen - Anderson, Denny, Fulton, and Chatfield Noes: Councilmen _ None Absent: Councilmen - Moty Resolution No. 73-117 on file in the office of the City Clerk. LEGISLATION - New Disclosure Bill Questions were raised by Members of Council regarding the requirements of the new disclosure bill. City Attorney Murphy is to research this matter and provide Councilmen with his findings. REQUEST TO LEAVE THE UNITED STATES / Councilman Denny requested permission to leave the United States for the period November 23rd to December 7th. Vice Mayor Chatfield declared this an urgency item. MOTION: Made by Councilman Fulton, seconded by Councilman Anderson approving the request of Councilman Denny to leave the United States for the period November 23rd to December 7th. The Vote: Unanimous Ayes with Councilman Denny abstaining.
