The Vote: Unanimous A.yes INVITA.TION _ Henry Keefer, Shasta .County Supervisor, extended a personal invitation to Members of Council and,Staff,to. attend.the_State Convention of.the County Supervisors A.s sociation whi¢h will convene at the;Civic A.uditorium on Wednesday, October 24th. A. program of the Convention was given to the City Clerk for distribution. " ' COMMUNICA.TIONS . . � Lisbeth C. Johnson J�� A letter was r'eceived from Lisbeth C . Johnson suggesting that a committee be appointed to.,study: possible uses. of the Old City Hall w.hen it is vacated. It was;decided to table action on this suggestion until a date closer to when the building will be vacated. Retired Public .Employees' A.ssociation . 3 p r� Elmer Nixon appeared on .behalf of retired Redding City employees ��� to request a 5% increase in retirement allowance authorized by Senate Bill 135. Mr. Nixon noted that Shasta County and the EPUD have approved�this 5% increase. .. � . A.ssistant City' Manager Courtney advised Council that.the cost to the City of Redding of producing this benefit would be $62, 620 . This would be �a one-time, cost and could be paid in a lump sum or on a time basis. I MOTION: Made by Councilman A.nderson, seconded by Councilman Denny approving the 5°�o increase to retired City employees and in- structing the City A.ttorney to prepare the necessary resolution. The Vote: Unanimous A.yes Frances Harlan ��.{ A communication from Frances Harlan, Cottonwood, proposing �-� art work on the Civic A.uditorium structure, was referred to the Planning Director. ( 157 Presentation of Painting. A painting, entitled "Trout" was presented to the City of Redding to be on permanent display at the Civic A.uditorium. ��� This painting received a Purchase A.ward at the Juried A.rt Show sponsored by the Redding Museum and A.rt Center in June, 1973. The award was funded by the California State Employees A.ssociation. Mayor Moty thanked Mary House, w�io m.ade the presentation. Planning Direct'or Harris reviewed the recommendation of the Planning.Commission as contained in a memo to Council dated October 11 , 1973°, which memo is made a part of these minutes by reference. It is recommended that the following additions be made to Chapters 30 and 7 of the Redding City Code in regard to mobilehomes: 1. Skirting to be place on the mobilehome. 2. Two covered parking spaces to be provided. 3. Lawful conforming mobilehomes may be replaced - by use permit. Councilrnan Denny inquired--as to the definibion of "skirting" and was advised that it would be spelled out in the ordinance. Mr. Denny also stated that he feels the State law is discrim- inating against the property owner in the manner it taxes . mobilehomes. He mentioned that planes. are�_tax,ed as personal property but that mobilehomes are written off in 18 years at a decreasing rate. . He feels that perhaps some press.ure could be brought.to bear through the League of California Cities to change the. ta.xing structure on rnobilehomes . Vu Graph the " property under considera.tion, which property is loeated at 2346 Beverly Drive, south of Cypress A.venue, and reviewed the recomxnendation of the Planning Commission as contained in a memo to Council dated October 10, 1973, which memo is made a part of these minutes by reference. It is the recom- mendation that such property be rezoned from "R-1" Single Family Residential District to the "C-2-F" Central Commercial District, with the site plan review criteria as follows: 1.- Site plans- to be approved for access control to .Cypress A.venue and Beverly Drive. 2. A visual barrier to be constructed along the southerly property line at the time of develop- ment if adjacent property is developed in a residential use. MOTION:. (RZ-9-73) LEGISLATION.-.Proposition 1 - Tax and Expenditure Limitations Initiative A letter from the President of,the 4League of:California Cities urging individual: City Councils� to join:theA League in-opposing Proposition 1, together. with.an analys�is.of+said Proposition, was submitted to Council by the City Manager and the City Attorney. They u'rged �Council to consider carefully the:material and:;.:if convinced by it,. to tak� an official position in opposition to Proposition 1. , � � ��j Mayor Moty said he fe.els that:: (1) C:ouncil ha5 r_ec.eived.information on only one side of the issue; (2) Council has followed.-a,policy of not taking a position on ballot pr.opositions;: and�(3) .if Council.does enter into a policy of taking a position on such measures , it would subject this body to pressures that a•re not in keeping with local:government.
