The meeting was called to order at 7:00 P.M. by Mayor Moty with the
following Councilme� present: Anderson, Chatfield, Denny, Fulton, and
Moty. �

MOTION: Made by Councilman Fulton, seconded by Councilman
A.nderson approving the minutes of the.regular meeting of September 4,

A.11-Northwest Band Review
In a letter to Gouncil dated August 28th, Ron Largent, General
Coordinator f r, the Annual A.11-1Vorthwest Barid,Review; requested
permission to conduct a parade in downtown Redding on,O.c�ober 13th
� 3 � and that the parade route be declared a no-parking area from 11:30
a.m, to 2 p.m. on said date. Similar letters were sent to Police
Chief Whitmer and the Division of Highways for their coordination
and approval.

Wonderland Garden Club
Mrs, Mary Tipton appeared before Council on behalf of the
Wonderland Garden Club with respect to placing a Blue Star
;�3o Memorial Plaque in the area of Turtle Bay designated as a
Bird Sanctuary. Mrs . Tipton explained the origin of the Blue
Star Memorial, which honor all those who have or will serve
in the armed forces , and said that the Garden Club feels the
Bird Sanctuary merits being declared such a memorial.
MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton approving the request of the Wonderland Garden Club as
outlined above.. The Vote: Unanimous Ayes

Oregon Trail Riders
The City Clerk received a request from the Oregon Trail Riders
on A.ugust 31, requesting permission to sell beer at their Jack-Pot
� I g Roping event on the arena premises on September 15th and 16th.
Council was polled by telephone and all members indicated approval.
MOTION: Ma,de by Councilman Fulton, seconded by Councilman
Denny ratifyirig the action taken by Council in a telephone poll
approving the request as outlined above. The Vote: Unanimous A.yes

Council of the City of Redding amending Chapter 19B of the Redding City

therefor a new Section 19B-4, pertaining to exhibits in the Mall.

A letter was received from the Wonderland Garden Club stressing that
the Club is not opposed to �fis;hermen using the area but is strongly
opposed to noisy racing vehicles. The Garden Club sponsored tlie Bird
Sanctuary. '
A letter was also re'ceived from Clifford Eichhorn, favoring the use of
cars in the area by fishermen.�
MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton that full reading of Ordinance No. 1141 be waived, and that the

operation of motor vehicles on unpaved areas in public parks.

The City Manager was requested to keep Council informed regarding
areas which have been posted, with respect to Ordinance No. 1141
RESOLUTION = re Taxicab Rates � -
Councilman Anderson reviewed the Special Corru�iittee Report re Taxi
Rates, dated 5eptember 7, 1973, in which it was recommended that
the requested .rate increase by Redding Yellow Cab Company be a 6 3 ,q
approved. It was further recommended that periodic reviews. be made
to determine that excess profits are not being produced.
MOTION: Made by�Co.uncilman Anderson, seconded by Councilman
Denny.approving.the recommendation as set forth in the above mentioned
Special Corr�iittee Report re Taxi Rates. The Vote: Unanimous A.yes

The City Clerk advised Council that a communication had been
received from� Ray. Randolph (written on behalf of his mother,,
Mrs. Lena Randolph), questioning the capacity of the alley to
handle the amount of run-off water. Mr. Randolph also appeared
before Council to go on record regarding this matter in the event
a problem should arise .

CONTINUED PUBLIC HEARING - re Westgate Subdivision
The h'our of 7:30 P. M, having arrived, Mayor Moty opened the
continued public hearing re Westgate Subdivision.
Planning Director Harris advised Council that the revised tenta- `�g
tive subdivision ma.p was submitted to the Planning Department
office on September 17; however, the map does not conform with � � �
the agreement reached by the Council Committee and the owner
at their meeting on A.ugust 14. It is therefore the recommendation
of the Planning Director and that of the attorney for the developer
that consideration of the tentative map be continued to the Council
meeting of October l, in order to allow for additional discussion
with the owner and revision of the tentative map as per the agree-
ment reached.
MOTION: Made by Councilman Denny, seconded by Councilman
A.nderson that the Public Hearing re Westgate Subdivision be
continued to 7:30 P.M. , October 1 , 1973. The Vote: Unanimous
