The Pledge of A.11egiance to the Flag was led by A.s s ociate Planner Owen. The invocation was offered by the Reverend George. Lindsay,_ Pastor of Pilgrim Gongregational Church. The meeting was called to order at 7s00 P.M. by Vice Mayor Chatfield with the following Councilmen present: A.nderson, Denny, Fulton, and Chatfield. Absent: Mayor Moty Also present were A.ssistant City Manager Courtney, City A.ttorney Murphy, Public Works Director A.rness , A.ssociate Planner Owen, and City Clerk Brayton. APPROVAL OF MINUTES MOTION: Made by Councilman Anderson, seconded by Councilman Fulton approving the minutes of the regular meeting of A.ugust 20, 1973, as mailed to each Councilman. The Vote: Unanimous .Ayes COMIVIUNICATIONS Redding Yellow Cab Company Redding .Yellow Cab Company submitted a request for an increase in cab fares. Staff was requested to obtain information in regard �b 3 ,4 .to rates in other cities . Councilman Anderson was appointed to rneet with A.ssistant City Manager Courtney to prepare a recommen- dation for Council.consideration at its meeting of September 17. Phi Beta Lambda Mr. Jurivich, A.dviser of Phi Beta Lambda, Shasta College business club, appeared before Council requesting permission for the club to paint house numbers on curbs in the City of Redding. Mr. Jurivich as-� stated that the charge for this service would be a donation, probably $1 .00 or $1 . 50, and permission from the home owner would be ob- tained before the house number was painted on the curb. He further stated that the project would not be pursued if the cost was too high or if complaints were received. MOTION: Made by Councilman Denny, seconded by Councilman A.nderson authorizing the City A.ttorney to work out a contract with Mr. Jurivich on behalf of Phi Beta Lambda for painting house numbers on curbs, with the stipulation that such house numbers would be painted only for those property owners authorizing it to be done. The Vote: Unanimous A.yes A.PPOINTMENT Vice Mayor Chatfield appointed. Councilman Fulton as a Voting Delegate and the Assistant City Manager as Alternate Voting Delegate at the Annual a � °' League of California Cities Conference to be held in San Francisco, October 21-24, 1973. A.PPROVAL OF ACCOUNTS PA.YA.BLE AND PAYROLL MOTION: Made by Councilman A.nderson, seconded by Councilman Denny that A.ccounts Payable Register No. 5, check nos,. 27052 to 27234, inclusive, in the amount of $236,970.20 be approved and paid, and that � � 6 Payroll Regis;ter No. 5, check nos . 5421? and 54681 through 54998, inclusive, salaries in the amount of $118, 300. 04 for the period A.ugust I 138 12 , 1973 through August 25, 1973. REVEIVUE 5F3ARING - Planned Use Report Assistant City Manager Courtney submitted the Revenue Sharing - Planned Use Report for the revenue sharing entitlement period s � � beginning• July 1 , 1973 and ending June 30, 1974 which is required to be filed by September 14, 1973.by the State and Local Fiscal A.ssistance Act of 1972 • ORDINA.NCE - Prohibiting motor vehicles on unpaved areas in public parks City A.ttorney Murphy submitted Ordinance No.. 1141 , prohibiting operation of motor vehicles on unpaved areas in public parks, for Council considera- tion. � as� Archer Pugh, Chairman of the Parks and Recreatiori.Commis sion, spoke in favor of this ordinance. He said the primary area of concern is the Turtle Bay A.rea, but there are other areas the Commission is interested in keeping natural. He noted that the area designated as a Bird Sanctuary is losing most of its natural cover because of the many roads and trails being made by motorized vehicles , and said this will result in the loss of birds and other wildlife in the area. Vice Mayor Chatfield e�ressed the belief that access to fishing areas should be maintained and felt that the proposed ordinance was too stringent. He pointed out that older people often fish in that area and it might prove a hardship if driving in were prohibited.. Councilman Anderson offered Ordinarice No. 1141 for first reading, an ordinanc�e of the City Council of the City of Redding amending Chapter 19 of the Redding City Code, 1959, as amended, by adding Section 19-20. 6, prohibiting operation of motor vehicles on unpaved areas in public parks .
