The Pledge of A�llegiance to the Flag was led by City Attorney Earl Murphy.
The invocation was offered by the Reverend Glen Parks , Pastor of the
First Assembly of God Church.
The meeting was called to order at 7:00 P. M, by Mayor Pro Tem Denny
with the following Councilmen present: A.nderson, Fulton, and Denny.
A.bsent: Chatfield and Moty.
A.lso present were City Manager Brickwood, City A.ttorney Murphy, Public
Works Director A.rness, Planning Director Harris, Chief of Police Whitmer,

Nor-Cal Shrine Club
Communications were received from ':he 5heriff's Posse of Shasta
County and the Nor-Cal 5hrine Club requesting the use of the Posse
Grounds by the Nor-Cal Shrine Club for a performance of the Pollack
Brothers Shrine Circus on August 25, 1973, and requesting the waiver
of all fees for this event.

requested staff to provide more information prior to the next meeting.

RESOLUTION - re Stop Signs
MOTION: Made by Councilman Fulton, seconded by Councilman
Anderson that Resolution No: 73-86 be adopted, a resolution of the
City Council of the Gity of Redding ordering the installation of stop
��3 ll signs on Cascade Boixlevard and on old Oasis Road at the new re-
aligned Oasis Road.

BUREA_U OF RECLA�MA.TION - Proposed Power R.ate Increase
In a memo to Council dated July 31, 1973, Councilm.�.n Denny reported
on the July 24 meeting in Washington, D. C . , arranged by Congressman
Johnson with representatives of the Bureau of Reclamation, concerning
the proposed preference customer power rate increase.

Mr. Denny advised that during the course of the meeting it became
��� apparent that the proposed increase of more than 50% was mandated
to the Commissioneriand to the Regional Director by levels of author-
ity within the Department not pres ent at the meeting, and pos sibly in
part by direction from the Office of Management and Budget. He stated
that the Engineering ,Consultants for N. C .P.A., had developed nine sub-
stantial reasons supporting m�difications proposed by the preference
customers . Mr. Denny concluded that it was the concensus that any
remaining hope for relief would be dependent upon substantial Con-
gressional pressure and, as a last alternative, litigation.

The Deputy City Clerk advised Council that no written protests
had been filed.
Mr. Nlilton Kite, 2418 Wyndham Lane, inquired as to why the
Southern Pacific right of way was not included in the Dist�i�t.
Bond Counsel Robert Brunsell advised that .the law pro'vide�s
that property m�.y not be included within an Assessment I�istrict
unless the property can benefit from the District. He stated that
it would be difficult to justify any benefit to the railroad unless a
facility were located there.

Doyle Fife, 4191 Eastside Road, who stated he didn't feel he
should be assessed for something he already has �(water and
fire protection), was advised by A.ssociate Civil Engineer
Hastings that his property borders the District but is not
within the District.

Planning Director Harris explained that the property ].ocated at

has prop��sed construction of a 60-unit motel and a 109-space
recreation-veHicle park. Mr. Harris reviewed the recommenda-
tion of the Planning Comz-nission �.s contained in a m�em�� �o Council
dated A.ugust 1, 1973, which memo is made a part of these minutes
by reference. � It is the recomxnendation of the Commission and
staff that the property be rezoned as follows: Parcel 1 and Parcel
3 from the "U" (Un�lassified) District to "LT-F" (Unclassified) "
District, with ,site plan review requirement, and Parcel 2 from the
"U" (Unclassified) District to "C2-CT" (Central Comm�ercial)
District, permitting travel trailer parks .

Planning Director Harris reviewed the proposed Subdivision.
He advised that the Planning Commission approved the tentative
map subject to fifteen conditions which.are included.iri the Report

the requ.ireinents for the dedication of Buenaventura Ave,nue.
It was the staff recommendation, concurred in by Mr. Downs,

attorney to attempt to arrive at.a solution and develop a policy

In a communication dated A.ugust 2, 1973, City Manager Brickwood
submitted the reportl of Police Chief Whitmer dated July 13, 19Z3,
regarding the complaint by the National A.ssociation for the Advancement
of Colored Pe:bpl�e, presented to the City Council on June 18, 1973. The
communication and ieport are made a part of these minutes by reference.
Mr. Vernon Lowe, President of the NAACP advised that due to the
lateness .of receiving the report, the Executive Board liad been unable
to meet to review the report. Mrs. Isaac.Low.e, Secretary of the
NAACP, read a report dated A.ugust 6, 1973, which she then filed �

The question o£ excessive force was•again raised. While this is hard
to 3efine, Mr; Brickwood state3 he was satisfied that°excessive force
had not been exerted'intentionally. IVIr. Brickwood recom.m�ended that
the request for a review board be denied as he fel�t problems could be
handled more quickljr and posiEively by his office and staff.

Council, staff, arid NA.ACP m�mhers present concur.red that there is a
need for better understanding between the Police Department, the admin-
istration, and the coi.mranity.
Mr. Bill Moore, 350�0 5cenic Drive, stated he sees the question as a
part of general frustration with government. He urged a study of the
ombudsman concept which he feels would be helpful in this type of
problem, as well as '�many others .
Mr. Oreste Lodi, Little Woods Road, Cottonwood, inquired if the public
could vote for or res;ist a review board. He was advised that the Initiative
or Referendum processes are open to the public if they lack confidence
in their legislative representatives . However, only registered voters
within the City could vote on a City is sue. Mr. Lodi asked to be informe3.
of further action on this m�.tter.
Leroy An�3erson, 1934 Linden A.venue, stated he hasn't had an opportunity
to study tlie report. -jHe stressed the'importance of bringing,such matters
before Council for irivestigation. He asked to "go �n record that he was
not protesting or accusing." . �
Vernon Lowe em�hasized the fact that the NA.A.CP is not an organization
for blacks only. He �said the National President and Treasurer are
caucasiari. The organrzation deals in people, an�3 will acknowledge
anyone's comz�laint. �

Mr. W. C. Kucel., 2837 Lanning, expressed his opinion that excessive
force had been used in the arrest.
Chief Whitmer resp Inded that while the breaking of M, . Wesley's arm
was regrettable, thelarm liolding technique used by the officers is an
accepted technique and he is satisfie�l the injury was unintentional. He
stated his opinion that the action of the officers was discreet. ' � '

Councilin.�.n A.n�3erson expressed his satisfaction that the officers had
not acted improperly`;. He stated that o`rganizations such as the' NA.A.CP
should fill the gap anid act as a sounding board between the comm,anity
and government. �
Councilman Denny st�ated he felt the report was impartial and fair.
Mrs. Lowe requeste3 that the City Manager meet with her group to
discuss ways to imnrove relations with the Police Departm�nt so that
the Police will be looked to as friends.
Mr. Brickwood state,�. that a large part of his time is spent talking with
citizens and they do get response.

in the amount of $52,628. from the Office of Traffic Safety for funding
the Core A.rea Traffic Study. �

Public Works Director A.rness submitted an agreement with Clair A.. Hill
and A.ssociates, Traffic Consultant, for an engineering analysis of the
Downtown Traffic and Safety Needs , which�has been approved as to form 1 6 7
and scope by the Office of Traffic Safety. • -
Traffic Engineer Ham:ilton ex�plained that data gathered will be fed into I � 3 �
a computer. A. computer "Micro-Assignment Traffic Model" will be
developed to simulate detailed traffic movements for micro-are�, analysis
of the downtown study area. Cause and effect and reme3ial measures

Council was assured by Tom-IVllcoch�, �Engineer with Clair Hill, that the
mo3e1 will be flexible and can be expanded for studies of Hilltop Drive/
Bechelli Lane, ;as well as the proposed�Buenaventura :A.ve�nue.- He said
it is designed for an ongoing traffic safety program.

ment.

AMBULANCE PERMIT - �edding Ambulance Company
City A.ttorney Murphy reported that one of the ambulances owned by
Redding A.mbulance Company was recently damaged in an accident
and will be out of service for two to three weeks . The C.ounty of
Shasta issued a temporary license allowing Redding A.mbulanc.e.to use �6 3
their medi-car as an ambulance, provided it carried all of the equip-
ment carried in an ambulance under County ordinance and met State
safety regulations for an ambulance. Redding A.m�ulance has requested '
similar action from the City Council.
Mayor Pro Tem Denny declared this an urgency matter,
MOTION: M�.de by Councilman Fulton, seconded by Councilman
A.nderson authorizing the City Clerk to issue a temporary ambulance
license to the Redding A.mbulance Company medi-car at such time as
said company establishes by proof that the medi-car meets all the
safety requirements and all other requirements of the State for
ambulances, and meets all of the equipment requirements and standards
of Section 28-47 of the City Co�3e, for such time as it takes to complete
the repairs on the Redding ambulance, or for a period of thirty days,
whichever first occurs . The Vote: Unanimous Ayes
