The Vote: Unanimous A,y e s � ORDINA.NCE - 5ewe I Connection Charges In a memo to Council dated July 12, 1973, Public Works D'irector A.rness submitted a graph indicating the growth in acreage charges pertaining to sewer connections. �The graph shows the relationship of the following three methods for the •same period of time: � a. San Francisco index 3� 1 b. A.verage of San Francisco, Los A.ngeles , and Seattle index c. 20 cities average index It had been suggested that the City develop its own construction costs; however, Mr. A.rness indicated that he did not feel an index p.repared by the City would be too meaningful and that it would not be defensible. City A.ttorney Murphy concurred. 113 Mr. Arness recoxr�snended that the average of the three cities , San Francisco; -Los' A.ngeles, and Seattle; be _used.:to determine the con- struction cost index for the City of Redding. _ , ,; Action on this.Ordinance was tabled until the meeting of A.ugust bth to allow all members of Council to consider the proposed ordinance. ORDINANCE - re Food Handlers and Restaurants MOTION: Made by Council�man D,enny; seconded by Councilman Fulton that full reading of Ordinance No. 1137 be waived, and that the City Attorney be instructed to scan same. Propos.ed Pow,er Rate Increase � � Councilman Denny gave a brief report on the Bureau rate hearing held in Sacramento on July 10 at which Congressman Johnson caused to be filed with the hearing officer his statement opposing the increase and requesting reconsideration. Congressman Johnson has set up an in- formal meeting in his office in. Washington, D, C .-for Tue sday, July 24, at 9:30 a.m. , for Bureau people to meet with representatives of the preference customers within ;his district to discuss the proposed f �6 increase and the faetors considered in its establishment. Mr. Denny believes it would be desirable that the Cit.y have technical, ,legal, and legislative;representation at �his meeting, , _Technical,representa- tion will be fu�rnished.through,the 1VCPA, and IVIr, Denny thinks the Mayor and the City A.ttorney, as chairman of the NCPA. Legal� Committee, should attend. If the Mayor is unable to go, Mr. Denny would be happy to attend as his representative. - Mayor Moty declared this matter an urgency item. Mr. Hamilton noted that this was requested by the County Department of Public Works and he had polled members ;of the Traffic and Parking Commission and obtained their approval. The� California Highway Patrol and the City Department of Public Works coneur in this recommendation. A.lbert Hoeflich, 2620 Railroad A.venue, appeared before Council with respect to the format of the� weed abatement program. It is his belief that a new ordinance should be adopted which would comply with ecology standards and would define more clearly the requirements re weed and rubbish abatement. Fire Marshal Heibert reported that the City had ca�led � -- for bids to abate the weeds and �rubbish but 'had received no bids, He stated that there are people available to do the work but they are not in a position to furnish the re- quired bonds and insurance. The Fire Department will burn steep hillside lots , and staff is negotiating to-hire someone to mow and clean up other�property. The Vote: . � • • Unanimous A.yes PUBLIC HEA.RING - Request for Tax�i Permits The hour of 7:30 P.M. having arrived, Ma.yor Moty opened the Public Hearing to consider the request of Dean Trublood and Don Glass for permits to operate another taxi cbmpany in Redding. � The following :documents are on� file in the offiee of -the City Clerk: � Affidavit� of Mailing - Notice of Public Hearing �6 3 ,/� A.ffidaviti of Publication - Notice of Public H�earing The City Clerk advised Council that she had received no coxnrnunications in the mail concerning this matter. Councilman Fulton report ed 'that he had reviewed with the City Manager, City A.ttorney, and Police Chief the request of the applicants for permits to operate another taxi company in Redding. His findings show that the City has received no complaints from individuals in the City that they are not re- ceiving adequa,te transportation fr.om the cab company presently operating in tlie City, and there is no indication that there ex- ists a need for� additional cab se`rvice in the City. " Dean Trublood, 2130 Skyline Drive, one of the applicants, advised Council that there are people who would testify at a closed hearing. as to the need for another taxi company;in 'Redding but the.y are _.reluctant to appear at a publ.ic, hearing for fea�r'of not.�getting'a cab .at `some future date.. , City A.ttorney Murphy advised Council that the hearing must be held in public and there must be an opportunity to interrogate such witnesses to determine whether or not there is need for another taxi company. 117 Dean Trublood asked if the hearing.could be continued as. she believed the people would appear if there was no possibility of having a closed hearing. Mayor, .Moty said.the .r,equest,would be taken und`er :advi.se- . , .. ment. A.rretta Webb, owner of Redding Yellow Cab Company, which is the only cab company with permits to do business in Redding at present, submitted statistics regarding her operation. A1- though permits have been issued to Mrs. Webb for twelve taxis, she is operating only seven cabs at present. There are five drivers during the day and three night drivers , with four night drivers on Friday and Saturday. In addition, Mrs. Webb is available as a driver if the need arises. Mrs . Webb indicated that her drivers have waiting periods of from 15 minutes to 45 minutes between calls. She stated that if she had more cabs in operation, she would be unable to keep drivers as there is no� enought business for more than the number of cabs she is oper- ating. The time lapse in picking up custoxners after receiving a call is from 3 to 10 minutes, and Mrs. Webb said that her customers have been very understanding if they have to wait 10 minutes on occasion. After Mrs. Webb's testimony, City A.ttorney Murphy advised Council that it could coritinue the Public Hearing to a later date or could deny the request of the applicants but, based on testi- mony offered tonight, Council would have no basis for granting the request of the applicants . The Vote: Unanimous Ayes EXECUTIVE SESSION - re Lake Boulevard Land A.cqui.sition A.t the hour of 8:05 P.M. , Mayor Moty declared an Executive Session re property acquisition for Lake Boulevard improvement. At the hour of 8:12 P.M. the meeting was resumed. City Attorney Murphy recommended that Council approve settlement 35 � of the case City of Redding vs Andrew Miller for property acquisition in the total amount of $1, 521 .90, $883.90 for the value of the property and improvements and $638.00 for the cost of moving the building eight feet. There is an amount of $975, on deposit in this case which was approved previously by Council, MOTION: Made by Councilman Denny, seconded by Councilman Fulton approving the recommendation of the City as outlined above.
