The invocation was offered by the Reverend George Lindsay, Pastor
of the Pilgrim Congregational Church.
The meeting was called to order at 7:00 P. M. by Mayor Moty with
the following Councilmen present: A.nderson, Chatfield, Denny, Fulton,
and Moty. Absent: None

MOTION: Made by Councilman Denny, seconded by Councilman
Anderson that Resolution No. 73-78 be adopted, a resolution of the
City Council of the City of Redding requesting recommendation of
Health Officer with respect to proposed installation of sanitary sewers S�o
in proposed Willis Street Sewer Assessment District No. 1967-5-2.

With the approval of Council, Mayor Moty referred to staff for
review and report back to Council on A.ugust 6th a comxnunication
from the Building .Committee of the Redding Museum and Art `�� 3
Center dated June 26, 1973, re locating the Museum at Caldwell
Park.

The Mayor suggested that attention be given to areas involving possible
traffic problems and�visual isolation and how these might be handled in
order to make such a location more readily available to people in the
area and with special regard to out-of-town visitors .

BUREAU OF RECLAMATION - Proposed Power R.ate Increase
In a memo to .Council dated June 29, 1973, Councilrrian Denny reported
the effect t�iat the Bureaiz of Reclamation proposed rate increase wi1T'
have ori the City of Redding. The' Bureau proposal will increase the
wholesale .power costs of Redding approximately 49.5°jo; i. e. , the City
i 6� of Redding will be, required to pay approximately $650, 000. rnore per
year for power that it distributes to its customers. ' It is.the opinion
of the othe'r GVP customer members of the` NCPA., and th�e opiniori'of
Mr. Denny, who is C'ouncil's repr.esentative on tHat" agency; that'ther'e
arexnany questions left unans.wered; and that Council should be prepared
to resist the proposed increase unless additional adequate justification
is supplied. 'Mr. Denny requested Council to authorize the Mayor or
his designated representative to attend the public hearing in 5acramento

on July 10, 1973 and to submit to the Bureau such written and oral
material as he and staff deem necessary to protect the legitimate.
interests and concerns of the City of Redding electric utility and its
customers in r.egard to this ma:ssive rate increase.
City Attorney Mur-pliy reported on a meeting he attended earlier today
at Congressman "Bizz'' Johnson's office in Roseville in regard to sub-
ject increase. Congressman Jolinson views it as particularly important
that,at the meeting in Sacramento on July lOth, in�addition to legal and
technical representatives; each of the public power agencies affected
have their Mayor or some other legislative representative present to
present the feelings� of City Council and citizens relative to this proposed
rate increase.
There was considerable discussion regarding .the Bureau proposal, and
it was pointed out that engineering consultants employed by the NCPA.
conducted a study which showed that of the six Bureau Projects over the
Country, the rate increase proposed for CVP is highest at 49.5% with the .
second highest at 18+%. In reply to Mayor Moty's inquiry as to what legal
recourse the cities would have if the proposed rate is put into effect, City
Attorney Murpiiy said the cities coizld request a Congressional Committee
Investigation or could go to Court.

C.ity Manager Brickwood requested Council to acljourn this meeting to
noon, Thursday, July 5, 1973 to consider the proposed exchange of .���
the Cypress Street surplus property for the Gerard property in con-
junction with the approved Environmental Impact Report to. be sulirnitted
by the Planning� Commission.
Council agreed to do so at the close of this meeting.

B IKE WA,YS :
Public Works Director Arness reviewed his report to Council on
"Bikeways" dated June 29, 1973. Mr. A.rne'ss also pointed out proposed
5! 6 bike routes which were illustrated on a large map.

Jack Ennis , 196 Oleander Circle, 'stated that he is with the State De-
partment of Transportation but he is appearing before Council as an
interested bike rider. He noted that there are 17 cities in Di strict
2 and' Redding is the lonl'y city doing anything about bicycles. He
commended Mr. A.rness on his report and said he hoped that the City
would establish a bike route from Cypress to Trinity and Market Streets,
It is estimated that the cost for such a route would be $1,000. It was
his suggestion that tlie shou.lders of the streets be kept clean of rock,
glass, and other debj is to increase safety.
When questioned about the continuation of bicycle lanes beyond the`City
limits; i.e. , on 299W, Mr. Ennis said that his office must obtain per-
mission from Sacramento but he felt the State would be cooperative.
Council thanked Mr. Arness for his report and indicated approva�l to
start the program with the request that he ke:e.p Council informed of
his progress.
ORDINA.NCE - Sewer Connection •Charges -
�,�� Public Works Director A.rness submitted Ordinance No. 1136 for
Council consideration. If adopted, this ordinance would change the
basis for the sewer connection charge. Under the present ordinance,

the charges are based on the current cost of construction as of July
1, 1968 and adjusted semi-annually in relation to the construction
cost index for San Francisco. The ordinance under consideration
proposes �that the charge be based on the current cost of construction
as of .July 1, 1973 and to be adjusted semi-annually in relation to the
average. cost of construction cost indexes for the cities of Los An`geles ,
San Francisco, and Seattle, It is felt that by using the average cost
indexes of the three cities, a more realistic figure would be obtained.
A.fter cons'iderable discussion, Mr. A.rness was requested to prepare
a chart showing what the costs would �have been over the past several
years usirig the San Francisco cost index v.s. the average of the. three
cities, It was also sizggested. that the City develop its own construction.
costs to be used as a basis for the sewer connection charge.
Councilman Denny offered Ordinance No. 1136 for first reading, an
o'rdinance of the City CounciT'of the City of Redding.amending Chapter
23 of the Redding City Code, 1959, as amended, by repealing Section
23-20 and substituting therefor a new Section 23-20, pertaining to
sewer connection charges .
NOTICE OF COMPLETION - Turtle Bay Development, Phase I
In a memo to Council dated June 28�, 1973, Public Works Director
Arn.es"s advised Council that Johri Frarik, Inc. , has completed all
items of work bri th'e Tizrtle Bay Regional Park Development, Phase
I, Bid Schedule N.o. 654, as of June 29, 1973. Mr. A.rness noted '�3D �
that the final payment was xriade to the contractor on said date. It
is the recorYunendation of the Department of Public Works that this
project be accepted as being completed satisfactorily as of June 29,
1973, and that the City Clerk be authorized to file a Notice of Com-
pletion.
