The Pledge of Allegiance to.the Flag was led by Planning Director Harris .
The invocation was offered by the Reverend Earl Johnson, Pastor of the
Bethel Church.
The meeting was called to order at 7:00 P. M. by Mayor Moty with the
following Councilmen present: Chatfield, Denny, Fulton, and Moty.

MOTION: Made by Councilman Denny, .seconded by Councilman Fulton
approving the minutes of the regular meeting of May 7, 1973, as mailed

The City Clerk read a communication received from E. C.
Sylvia, City Attorney for the Cities of Dixon and Rio Vista, /��
e�olling the virtues of the City of Redding with respect to
the City Attorneys' Convention held here recently.

MOTION: Made-by�Councilman Chatfield, seconded by
Councilman Fulton approving the request of the Shasta /�,Z
County Sheriff's Posse-Ettes to sell beer at their
Registered Quarterhorse Show on June 2 and 3, 1973 at
the Posse Grounds . The Vote: Unanimous A.yes
Ken Ulrich
In a letter to Council dated May 14, 1973, Ken Ulrich �� 7
declined his appointment as a member of the Planning
Commission as he has moved out of the City of�Redding.
Reddin� Breakfast L-ions Club
MOTION: Made by Councilman Denny, seconded by
Councilman Chatfield approving the request of the Redding
Breakfast Lions Club to sell beer at the Sheriff's Pos se /,3,�
Rodeo on May 25 and 26 , 1973 at the Posse Grounds, subject
to filing adequate insurance with the City Clerk. The Vote:

In a memo to Council dated May 18, 1973, Finance Director Courtney
advised Council that on May 31, 1973, funding of the Martin Luther King,
Jr y Neighborhood Center through�the. Office of Economic Opportunity and
the Shasta County Gommunity Act'ion Project will terminate. It is re-
quested�.that Council authorize interim.funding by the City of Redding ���
through June 30, 1973 as follows, and that the source of funds be from
Revenue Sharing allocations:

Public Works Director A.rness submitted the Clear Creek and Twin View
��� Sewage Treatment Facilities Report for the month of April, 1973. ' Mr.
A.rness cornmended Sfewage Treatment Plants Superintendent Hiler for the
efficient manner in which he,.handled the chlorine,leak at the Clear Creek
facility last week. �

ACCEPTA.NCE OF 6-INCH WATERLINE EXTENSION - BOW LANE
Public Works Director,A.rness _re,ported that Mr. A.11en Kortuem on
Bow Lane extended 286 feet of 6-inch water main to s_er.ve his property,
which line was installed in accordance with City standards and inspected
�� �J. by a City inspector. In lieu of providing the City a performance bond,
to be in force for one year from completion, Mr. Kortuem agreed to
maintain the line for one year, which he has done. It is the recommen-
dation of the Department. of Public Works that said waterl'ine extension
be accepted for maintenance and that it be included in the City of Redding
water system.

MOTION: Made by Councilman Chatfield, seconded by Councilman
Denny that Resolution No. 73-59 be adopted as amendecl .to reflect the
correct contract sum figures, a resolution of the City Council of the
City of Redding accepting as complete the contract for eonstruction
�S� pursuant to Bid Schedule No. b70-Modified, for the reconstruction of
Butte Street east and, Yuba Street east and ratifying Council's previous
action by minute order authorizing the Public Works Director to pro-
ceed by force account in relation to said project.

RESOLUTiON - Redding Municipal Airport -_ Reacquisition of Land
MOTION: Made by Councilman Chatfield, seconded by Councilman
Fulton-that•Resolution No.. 73-60 b.e adopted,, a resolution of the City
Counei�l_of;the City of:Red�ding approving the reacquisition of 60.4
acres of land at Redding Municipal A.irport from the County of 5hasta ���,
and authorizing the execution by the Mayor of the deed and agreement
for such reacquisition.

MOTION: Made by Councilman Denny, seconded by Councilman
Fulton that Resolution No. 73-61 be adopted, a resolution of the City J j�%
Council of the City of Redding approving the sale of City owned property
at Redding Municipal Airport to Evergreen Helicopters , Inc. , and ���
authorizing the Mayor to execute a deed and other necessary documents
to accomplish such transaction.

The City C1erk advised Council that_no written protests
had been received, and Mayor Moty ascertained that there

Planning Director Harris illustrated on the Vu Graph the
area under consideration, whicli is property located at 395
to 435 Buckeye Terrace, and reviewed the reeomrnendation
of the Planning Commission as contained in a memo to
Council dated May 15, 1973, which memo is made a part
of.these minutes by reference. It is the recommendation
of the Corrunission that such property be rezoned from
"CO-.BR!' to .the "R-3" Multiple Family District.
MOTION: Made by Councilman Chatfield, secorided by
Councilman Denny that the Public Hearing be closed.

Councilrnan Fulton offered Ordinance No. 1124 for first
reading, an ordinance of the City Council of the City of
Redding amending Section 3-0-3 of the Redding :City Code,
1959, as amended, relating to the rezoning of certain real

The City Clerk advised Council that no written protests

Plannirig Director Harris illustrated on the Vu Graph
�tlie area u.nder consideratiori, which is located'between
the 5acramento River and Interstate 5 Freeway. The
general development plan was shown on a large map,
and Members of Council were given detailed preliminary
development plans . Mr. Harris reviewed the recommen-
dation of the Planning Commission as contained in a memo
to Council dated May 17, 1973, which memo is made a
part of these minutes by reference. It is the recommenda-
tion-of the Commission that the Planned Development Dis=
trict be ap,proved, subject to the following conditions:
1 . The development along the bluffs to be limited to
two stories in height.

2. Erosion control plans to be approved by the Western
Shasi a Resource Conservation District.
3. Storm drainage to be approved by the Director of
Public Works and the Western 5hasta �Resource
Conservation District.
4. Compliance with the requirements of the Sub-
division Map Act for condominiums. The City
A.ttorney is to approve the legal documents regard-
ing maintenanc e of the buildinp s and grounds .
5 . Axe Is shaded on the development plan to be land-
scap�ed. All trees within 30 feet of the bank with
a trunk eight inches in diameter (DBH) or�greater,

6. Compliance with all Code requirements and standards .

prepare th'e necessary ordinance in conformance with
the recommendation of the Planning Commission. The

REDDING MUNICIPAL AIRPORT - Extension of Permit-Gibbs Flying Service
MOTION: Made by Councilman Chatfield, seconded by Councilman Fulton
approving the extension of the permit between the City of Redding and Gibbs /f�
Flying Service Inc. , for one additional year, to e�ire on May 31 , 1974.
The Vote: Unanimous A.yes
ORDINA.NCE - re Licenses for Renters of Real Property
Counc,ilman Denny offered Ordinance No. 1125 for first reading, an ���
ordinance of the City Council of the City of Redding amending Chapter
17 of the Redding City Code, 1959, as amended, by repealing Section
17-46 and substituting therefor a new Section 17-46, pertaining to
licenses for renters of real property.
ORDINA.NCE - re Obstructions on Streets, Sidewalks and Pedestrian Malls
Councilman Chatfield offered Ordinance No. 1126 for first reading, an �/�
ordinance of.the City Council of the City of Redding amending Chapter 24 �/
of the Redding City Code, 1959, as amended, .by repealing Sections 24-6 /�.3
and 24-7 and substituting therefor new Sectioris 24-6 and 24-7, pertaining
to obstructions on streets , sidewalks and pedestrian malls .
ORDINA.NCE - re Use and Security in Relation to Redding Downtown Mall
City Attorney Murphy submitted Ordinance No. 1127, the purpose of which
is to regulate and control the publicy owned or publicly dedicated areas
of the Redding Downtown Mall. In reviewing the Ordinance, it was recom- ,,����
mended that subsection H(1) of Section 19B-3 of the proposed ordinance
be amended to read, "(1) A.ny and all types of food except commercially
prepared and packaged food or home bakery goods such as cakes, dough-
nuts and cookies , provided that none of the latter contain any cream
filling s. "
Councilman Chatfield offered Ordinance No. 1127 as amended for first
reading, an ordinance of the City Council of the City of Redding amending
the Redding City Code, 1959 , as amended, by adopting Chapter 19B,
pertaining to use and security in relation to the Redding Downtown Mall.
