RESOLUTION - Stop Signs on Loma and Delta Streets MOTION: Made by Councilman Anderson, seconded by Councilman Fulton that Resolution No. 73-14 be adopted, a resolution of the City ✓/�� Council of the City of Redding ordering the installation of Stop Signs on Loma Street and on Delta Street at Benton Drive. RE50LUTION - Prohibiting Parking on Portion of Court Street MOTION:: Made by. Councilman Fulton,: seconded .by Councilman Denny that .Resolution No. 73- 15 •be adopted, a resolution of the City Council of the City of Redding prohibiting parking on the west side of �f�� Court Street for a distance of Ei0 feet north from the north curb line of Rosaline A.venue. THE CENTER City Manager Brickwood reviewed his memorandum to Council dated March 2 , 1973, pertaining to City funding of The Center, It has been deterxnined that the. funding could_ be accomplished if a joint powers agreement with the County can be worked out. Mr. Brickwood stated that a County Committee has been appointed, consisting of two Super- visors, the County Executive, and County Counsel, and it has been suggested that the Cities of Redding•and Anderson appoint a similar L,/7 committee (two Councilmen, City Manager, and City A.ttorney) to work towards formulating such a joint powers agreement. A discussion ensued as to whether the person hired under such an agreement could spend part of his time in private fund raising activities. Jack Reiser, representing The Center, stated that the primary duties of the person hired would be to develop programs and activities . It is intended that he would contact service clubs in the area for manpower support. It is anticipated that the students would raise money to support the program with car washes and similar activities, and entrance fees to programs would be charged. 34 Mr. Reiser said that' he favors the joint powers agreement approach and thanked Council for its continuing support of the program. Vice Mayor Chatfield appointed Councilmen Denny and Anderson, City Manager Brickwood, and City Attorney Murphy to work with the County of Sliasta andlthe City of A.nderson on formulating a joint powers agreement. � PUBLIC HEA.RING - General Plan A.mendment GPA.- 1-73 (a) The hour of 7:30 P.M. having arrived, Vice Mayor Cliatfield opened the Public Hearing on General Plan Amendment GPA.- 1-73 (a). The following documents are on file in the office of the City Clerk: Affidavit of Ma.iling - Notice of Public Hearing Affidavit of Publication - Notice of Public Hearing Plannirig Commission Recommendation dated 2/28/73 ��j The City Glerk advised Council that no written protests had been received, and Vice Mayor Chatfield ascertained that�there were no protests from the floor, Planning Director Harris reviewed the recommendation of the Planning Cornrnission as contained in a memo to Council dated February 28, 1973 , which merrio is made a part of tliese minutes by reference. It is the recommen- dation of tlie Commission that the General Plan be amended in the area! located between North Market Street and Inter- state 5 , south of Lake Boulevard East., comprising 397 acres. Thfe applicant, Tom McGregor, requested an amendment to the General Plan as it relates to the density of his 61 acre parcel, but, because of the isolated location of the prop;erty, the Commission initiated consideration of the General Plan A.mendment covering the entire 397 acres. Th�e area under consideration was showri on the Vu Graph, f and the proposed density configuration was pointed out. The amendment will allow the property owners to develop under the Planned Development Distriet and to brin�g the General Plan into conformity with the existing zo�ning. Mr. Harris noted that a second amendment covering the area to the� south has recently been approved by the Commission and will be the subject of a similar public hearing belore the City Council. The Vote: Unanimous Ayes I RESOLUTI'ON - A.mending General Plan MOTION: Made by Councilman Denny, seconded by Councilman Fulton that Resolution No. 73-16 be adopted, ' a resolution of the City Council of the City of Reddirig amending the General Plan of the City of Redding by adopting General Plan A.mendment GPA.-lA-73, amending E � I � 35 the Plan as to that area bounded by north Market Street, Interstate 5 Freeway, Lake Boulevard East, and the Sacramento River. Voting was as follows: A.yes: Councilmen - A.nderson, Denny, Fulton, and Chatfield Noes: Councilmen - None Ab s ent: C ounc i'lmen - Moty Resolution No. 73-16 on file in the office of the City Clerk LOCAL A.GENCY FORMA.TION COMMISSION - Spheres of Influence Planning Director Harris submitted a map showing "Spheres of Influence" as developed by the Cities of Redding and A.nderson in response to a request from the Local A.gency Formation Commission. In,a memo to Council dated February 28, 1973, Mr. Harris listed the factors that were considered in determining the boundaries shown on the map. ��j� In a discussion of this item it was noted that the boundaries shown are very general. Councilman Denny, who is also a inernber of LA.FCO, stated that Spheres of Influence are subject to periodic review and up- dating, and he can see no problem in having them general in nature. When asked how specific LA.FCO will be iri interpreting these Spheres of Influence; Mr: Denny�said he feels the manner imwhich they will be utilized by I�A.FCO will be largely discretionary and he does not think there would be any problem in this regard. MOTION: Made by Councilman Denny, seconded by Councilman Anderson adopting' the "Spheres of Influence" as indicated and author- izing the Mayor to sign the map. The Vote: Unanimous A.yes�` •�� � . . � REDDING MUNICIPA.L A.IRPORT - Shasta-Enterprise Soaring Club Contest MOTION: Ma.de by Councilman A.nderson, seconded by Councilman FUlton approving the��recommendation of the Airports 'Commission that the Shasta ��� Enterprise Soaring Club be permitted to hold a regional soaring contest at Redding Municipal A.irport on May 12 and 13 and May 26, 27, and 28, 1973, with a two-day practice session prior to the contests. The Vote: Unanimous A.yes REDDING MUNICIPA.L AIRPORT - Extension of Perxnit- Shasta-Enterprise Soaring Club MOTION: Ma,de by Councilman Anderson, seconded by Councilman Fulton approving the recommendation of the A.irports Commission that the Shasta- /j� Enterprise Soaring Club permit to operate at Redding Municipal Airport be extended for one year, to expire on April 21, 1974, under the same terms and conditions. The Vote: Unanimous Ayes REDDING MUNIGIPA.L AIRPORT - S'ierra-Cascade Girl Scout Council MOTION: Ma:d-e by Councilman Fulton, seconded by Councilman Anderson approving�.�he recorrunendation of the A.irports Commission that the Sierra-Cascade Girl Scout Council be permitted to hold a day camp at Redding Municipal A.irport as follows: .Staff Training � May 10 and 16 9:30 a.m: to 2:00 p.m. �J� Day: Camp June 17 through 22 Ove rnight Thre e nights with the understanding that adequate insurance coverage will be filed with the City Clerk. The Vote: Unanimous A.yes 36 Councilman Denny noted that it had been requested that the main road through the area be closed off during the camp and recomnzended that this be done if ib; presents no insurmountable problems. Mr. McCall said he would work it out with the Girl Scout Council. `� RELOCATION OF WA.TER TRA.NSMISSION LINES - Eureka Way Public Works Director A.rness requested Council authorization to call for bids on reloeation of two 18-inch raw water transmission lines on Eureka Way� This relocation is made necessary as a re- sult of the State's proposed widening of Eureka Way from two to four lanes . The cost of the proje:ct is e'stimated to:.be $11,000. and, of this total, the State will pay 61 . 57%. ���� I . _ Mr: A.rness also requested. WRITTEN COMMUNI�CA.TIONS I Preschool�and Children's Centers Programs Melanie Stinson appeared :before Council., .representing � -the Parent Advisory Council of the Shasta County Pre- �:��L school and Children's Centers programs, requesting Council support to maintain these programs. Such � j� programs are to be cut back on March 16th by the re- duction in Federal funds and change in regulations . Melanie cited statistics as to the number of families that would �be affected, noting that in some instances families would have to go back on welfare if the pro- � grams are'snot maintained. � 37 A.ss emblyma,n Moretti is sponsoring A..B. 38 7, which would provide $8 million to fund the programs until June 30th, and Couricil was asked to communicate with Federal and State officials urging continuance of the Federal programs and/or support of A..B, 387. Members of Council indicated they would be in favor of sending such letters of support but noted that they were not familiar with the provisions of A..B. 38,7 and requested the City Manager and City Attorney to research the bill. MOTION: Made by Councilman Denny, seconded by Councilman Fulton authorizing the sending of appropriate communications to Federal and State officials, based on the judgment of the City Manager and City A.ttorney after research of A.B. 387 . The Vote: Unanimous A.yes Vice Mayor Chatfield declared the following matter to be an urgency item. REQUE5T TO LEA.VE THE UNITED STA.TES Vice Mayor Chatfield requested permission to leave the United States for the period March 8 to 15, 1973 to go to Mexico.
