Ward Gandy of�the firm�of Greenwell, Gandy, and Scott, revi.ewed the
A.udit Comments pertaining to the Finaricial 5tatement for.the year ended
June 30, 1974. It is recorru�iended that the City maintain the current
payroll bank account on the imprest basis which would: 1) Decrease
/f� present record keeping requirements; 2) provide increased utilization
of idle funds, and 3) increase internal control-over payroll. It is also
recorr�xnended that the City maintain a detailed listing of utility accounts
receivable assigned t?o collection agencies,
Mr. Gandy reported that City personnel have established a fixed asset
inventory and developed historical costs , which has been recommended
, by his firm for several years. This has permitted the City to submit
its financial statemerits to the Municipal Finance Officers A.ssociation
in an attempt to qualiiy for "Certificate of Compliance...'=
� Mr. Gandy expressed appreciation for the cooperation and courtesy
; extendecl by City per ionnel during the course of the audit.

REQUEST FOR WATER SERVICE
In a letter to Council dated October 23, 1974, the Enterprise Public
Utility District requested that the City of Redding supply water to a
proposed mobile home park on Canby Road across from the Hahn ���
Development. The elevation of the park extends to 650 feet and, if
serviced by the EPUD, would require the installation of a��booster
puxnp for adequate water pressur.e for domestic and fir.e protection,
as the high water level of the EPUD tank is 705 feet.
City Manager Brickwood recommended 'chat a Council Committee be
appointed to work with a staff committee in reviewing this matter and
establishing policy with respect to water and sewer service outside of
the City of Redding.
Mayor Denny and Councilman Demsher will meet with the City Manager,
Assistant City Manager , City Attorney, and Public Works Director and
return with a recommendation at the meeting of November 18th.
RESOLUTION - re Street Name Change
Plannirig Director Harris submitted the recommendation of the Planning
Commission and staff that the section of Clay Street runni�ng generally //��
east and west on the north side of Lake Boulevard be renamed '�Alder �`
Street". The renaming was necessitated by the realignment of the Clay
Street-Lake Boulevard intersection, which has split Clay Street into
two sections on the north side of Lake Boulevard. This was illustrated
on the Vu Graph.
MOTION: Made by Councilman Anderson, seconded by Councilman Pugh
that Resolution No. 74-163 be adopted, a resolution of the City Council
of the City of Redding renaming a certain street in the City of Redding ;
"Alder Street,"

The hour of 7:3�0 P.M. having arrived, Mayor Denny opened
the Publi�c Hearing on Rezoning Application RZ-6-74, by St.
Joseph Parish,� the Redding Planning Commission, et al.

The City Clerk read a letter received from David- L. Morrow,
whose residence is included in the proposed rezoning, requesting
that his property not be rezoned.
1�! Planning Director Harris showed the area under consideration:
on the Vu Graph. The general boundarie s are .Shasta Street:on .
the:north, West Street on the west, Tehama Street on the south,
and the alley between Court and Oregon Streets on the east. The
Morrow property was pointed out on the Vu Graph.- �Mr,. Harris
' said that the Commission considered Mr. Morrow's request,
but determined�that excluding said property would be spot zoning
which:is illegal;. .Mr, ;Harris reyiewed the recommendation of
the Planning Commission as contained in a memo to Council
dated October 31 , 1974, which memo is made a part of these min-
_ utes_ b�y:-reference_.. .It is the rec;ommendation of the. Commi:ssion
that.the pro,posed area be rezoned from "R-4" Multiple Family
Residential District to "CU" Office District,
The Mayor asc�rtained that there were no protests from the floor.

Councilman Pugh offered Ordinance No. 1180 for first reading,
;� an ordinance of the City Council of the City of Redding amending
� Section 30-3 of�the Redding City Code , 1959, as amended, re-
lating to the rezoning of certain real property in the City of
Reddi'ng. (RZ-6�-74) •
SPEED ;ZONES
Traffic Engineer Harnilton submitted to Council the recommendations
of the Traffic and Parking Commission re speed zones, noting that
! the recorru-�iendations`,have the concurrence of the Police Chief, the
j Director of Public Works , and himself. Mr. Hamilton explained that
I � the City is mandated to adhere to certain prescribed practices dictated
� ��� by the Vehicle Code in establishing speed zones. He stated that his-
� torically it is a matter of record that changing the speed limit signs
� on the street have very little affect on changing the.speed of the
� trave l.ing public; therefore, speed zones should be.based mainly on
the prevailing speed of 85 percent of the public under ,id.eal conditions.

He noted that realistic speed zoning gives the police a good tool.

Fundamentals of Speed Zoning were shown on the Vu Graph and re-
viewed by Mr. Hamilton, as were excerpts from the Vehicle Code. �
Mr. Hamilton noted that it is recommended that,Magnolia, Cypress ,
and Buckeye School zones be protected with "Speed Limit 25 When
Flashing" signs, controlled to flash when children are present. 5uch
signs could be controlled by time clocks , a button in. the Principal's
office, or both. He further stated that the speed zone recommendations
have the general concur'rence of Dr. Clark, Bob Abbrott , and Clarence
Hobson of the Redding Elementary School District.
Mr. John Burlake, 1126 Pine Street, said he questions the 85 percentile
method of establishing speed zones. He stated that he is a relatively
new resident of Redding but was amazed at the speeds travelled on the
main streets of Redding and the lack of speed enforcement. Mr.
Burlake said that before Council departs from the prima facie speed �
limits the legislature has imposed, he feels they should consider
leaving the speed limits as is and start enforcing same; that although
localities are given the power to change the prima facie limits, some-
times the power could be best used by not changing same.
Each recommended speed was considered as follows:
Lake Boulevard - Recommended speed zone - 45 mph throughout
- f from Market Street (Route 273) to, City�limits at
Glenwood Drive � � . �
Mrs. Dawn Gama stated that she has children going to school
, who must. cross Lake Boulevard; and on.e side ;of the street is
posted 50 mph while t•he other side is.posted. 45:mph. She
would like to have 25 mph signs as afforded children going to
other schools . '
Mr. Hamilton said, that s�uch signs are posted at present, with
the 50 mph sign.for persons travelling north on Lake Boulevard
and the 45 mph sign for persons travelling south. He said that
the proposed flashing lights when children are pr.esent will
establish the 25 mph speed�limit near the Buckeye S�chool�; The
lights would be placed from 200 to 5OO feet.in.advance of the
school crossing. When questioned as to a time line for installa-
tion of the lights, Mr. Hamilton said this would be accomplished
. as soon as possible, that most of the component parts are on �
hand.

Twin View Boulevard - Recoinxnended speed zone - 40 mph from Route
273 to Twin View Court
Mr. Hamilton said that this speed zone was established by the
County prior to annexation to the City, and that sL-udies confirm
zoning as appropriate.

Benton Drive - Recommended speed zone - 35 mph from Market Street
(Route 273) to Riverside Drive
MOTION: Made by C�,ouncilman Fulton seconded by Councilman Pugh
approving the recommendation re speed zone on Benton Drive. The
Vote: Unanimous Ayes
Placer Street - Recol mended speed zones - 30 mph from Court Street
' to 1000 feet west of 5an Francisco Street, and 45 mph
from, 1000 feet west of San Francisco Street to the City
limits west of Wisconsin Avenue.

Mr. Peter Costello said he feels the existing 25 mph speed limit
between Olive and Court Street should be maintained because of
the highly residential neighborhood, the school, which is used
other than during school hours, foot traffic to a major grocery
store and to the neighborhood park, and also because of the
steep grade on that portion of Placer 5treet.
Councilman Demsher said he also was in favor of the 25 mph
speed lixnit from Court Street to someplace west of Olive
Avenue, and Councilman Pugh concurred.
Ted Foruria, 1'810 Wisconsin, does not agree with the philos_ophy
of establishing speed zones using the 85 percentile method. He
believes the survey should have been taken when children were
using the streets to a greater extent. He spoke of children
attending schools in the area and the fact that i,here are no side-
walks , so children on bicycles or on foot must use the street.
Mr. Foruria submitted a petition signed by 68 persons, request-
ing that the 35 �ph speed limit be retained. .
Councilman Fulton said that in view of the wishes of the property
owners he belie�ves the 35 mph speed limit from Airpark Drive
to the City limits west of Wisconsin Avenue should be maintained.

Butte Street and Park Marina Drive speed zones were considered jointly.
Councilman Demsher said he is opposed to the 35 mph speed zone
in view of the bicycle path, the number of driveway openings onto
Park Marina Drive, and because of realignment of the street.
Councilman Fulton indicated that he concurred and recommended
that a 30 mph speed zone be established.
Mr. Hamilton noted that the Commission member..s were not un-
animous in their recommendation of 35 mph.
MOTION: Made by Councilman Demsher , seconded by Councilman
Pugh that a 30 mph speed zone be established on Butte Street from
Continental Street to Auditorium Drive and on Park Marina Drive from
Auditorium Drive, under Cypress Street bridge, and "thence to Cypress
Avenue. The Vote: Unanimous Ay�s
The City Attorney will prepare the necessary ordinance on the foregoing
speed zones. � ,
