The meeting was called to order at 12:07 P.M. by Mayor Denny with
the following Councilmen present: Demsher, Fulton, Pugh, and Denny
Absent: Councilman A.nderson

A.lso present were City Manager Brickwood, City A.ttorney Murphy,
Director of Planning and Community Development Harris, Director of
Personnel and Labor Relations Reynolds , Assistant City Engineer Lang, '
and City Clerk Brayton.
Mayor Denny read his statement regarding the 1974-75 budget of the City
of Redding as follows:
"A.lthough by a combination of prudent management and a steady
growth in the economy, the City of Redding has ma.intained a sound �
" fiscal position in recent years, the current inflationary spiral is of
necessity reflected in our 1974-75 budget that is, recommended for
adoption today. Increases in direct salary and related benefits ,
including group insurance, workmen's compensation, insurance, �
and retirement program expense, are approximately in line with
increases in the cost of living for the past 12 months, and amount
to a percentage increase of about 10.4%. However, net cost to
the City as the result of concessions relating to terms and con-
ditions of employment which were made by 'employee representa-
tiyes, is approximately 9.7%. When .the salaries for new positions
which may be filled in the coming year are added to the salaries for
existing positions, the total increase in personnel costs over 1973-74
amounts to 16%. In order, therefore, to maintain a budget that
approaches but is still substantially short of achieving a projected
balance on June 30, 1975, increases in the categories of supplies
and capital outlay have been held at 6,7% and 7. 9% respectively. j���� ;
Total projected budget increase is in the amount of 10 .4�Jo. These
percentage increases in expenditures become particularly signifi-
cant'when they are related to projected increases in revenue for
the s.ame period. Here the percentage increase is .less than 1%, or
to be exact, 82 hundredths of one pereent. Reserves aecumulated
for the purpose of funding the rnany major capital expenditure pro- ;
grams that will be needed in the future to maintain Redding as a

growing recreational, residential, and comrnercial hub of.the north "
State are sufficient to cover reas.onable def�i:cits_in any particular
year. However , it is easy to see that-a continua.tion. of present ,
inflationary trends can be as damaging to a municipality as it is
to the struggling family unit or the struggling private business
enterprise. . _ ,
� Much credit is due the City Manager , his excellent administra-
tive staff, and: the many.loyal and .dedicated employees.of the
� City for maintaining a high level of efficiency..and.resulting .
' economy in the. City's operation. Although.negotiations between
management and employee groups have been..vigor.ous and time-
consuming, they have been conducted in good faith,and with
concern for both the pub,lic interest and the.,employ.ees' welfare.
Resulting contracts appear to be fair and equitable.,. and I would
accordingly recommend to Council that the personnel budget,
which was completed subsequent to our study sessions on the
Material, Supplies and Services, and Capital Outlay Budget,
be approved as submitted.
Other Members of Council, as well as Mr. Brickwood and Mr.
Reynolds, may wish to comment as I have regarding the budget
generally or regarding specific items in the budget.'�'

' the personnel budget; noting that a 10.5% general cost of living wage
increase was grantedi to most employees other than the top manage-
ment staff, who will �'receive a 10°jo wage increase. A.lso, a dental
program has been establi'shed, with the City ancl the employees sharing
in the premium payment on an 80-20 basis; i.e. , the City will pay 80%
of the premium and the employee who has dependent coverage will pay
20% of the prerriium. ' Mr". Reynolds stated that both the wage increase
i and the dental progra'm has been achieved at a net cost to the City of
9•7% as City employees were willing to give up other benefits , which
� ��q��: include: standby pay�, ove'rtime compensation, annual physical exam-
inations, 2-1/2 holid'ays, a reduction in.pay from 100% to 75% while
� an employee is absent from work as a result of an on-the-job injury,
� a marksmanship ince�ntive program, and, in addition, some employees
, who previously worked 8 consecutive, hours and ate lunch on City time
will now eat on their own cime and work either 8-.1/2 or 9 consecutive
