The meeting was called to order at 7:30 P. M, by Mayor Denny with the
following Councilmen present: Demsher, Fulton, Pugh, and Denny.

RESOLUTION - re Parking Prohibition
MOTION: Made by Councilman Demsher, seconded by Councilman
Fulton that Resolution No. 74-20 be adopted, a resolution of the City
Council of the City of Redding establishing parking prohibitions on both
sides of East Cypress Avenue west of Bechelli Lane and on both sides l j�y�
of Bechelli Lane between Cypress A.venue and the north property line
of Leila Avenue
Voting was as follows:

Noes: Councilmen - None

AWARD OF BID - Redding Municipal Airport - Construction of T Hangars
A.irports Manager McCall submitted the recommendation of the A.irports
Commission re award of Bid Schedule No. 733, construction of 10 Place
T Hangars at Redding Municipal Airport. It is recomrnended that said
Bid Schedule, minus A.lternate 1 , be awarded to K�nighten-Gallino Con-
. struction, in the amount of $73,69�3, �and that hangar rentals in said � n �
structure be established at $55/inonth and office space' at' $14/month. I
Mr. McCall noted that at the recommended rental rate the City will
recover its initial investment in nine years' of continuous rental. The
Department of Fish and Game has-,� agreed to pay an additional amount
of $127. 72 per�month for one hangar and office space for a period of
10 years to cover special construction of facilities they arerenting.
In response to an inquiry from Councilman� Pugh; Mr: McCall said that
all�hangars at Redding Municipal A.irport`are fu11, and 10 people have
indicated they wish to rent hangar space at $55/month.
MOTION: Made by Councilman Pugh, seconded by Councilman Demsher
approving che recommendation of the Airports Comrriission re award of
Bid Schedule No. 733, minus A.lternate 1 , to Knighten-Gallino Construc-
tion in the a'mount of $73, (i93, and establishing hangar rentals in said
structure at $55/xnonth and office space at $14/month.

REIDDING MUNICIPA.L AIRPORT - �Policy re Development A.round A.irport
Mayor Denny announced that this item concerns itself with problems re-
lating to the General Plan and zoning for land use in the vicinity of the � � �
Redding Municipal A.irport. This study session with the A.irports Com-
mission and Planning Commission is to determine whether or not the
City officially supports the position publicly expressed by staff in
opposition to residential encroachment near this airport. Staff has

reasonably assumed �that a policy of opposition to such encroachment
is justified from language contained in the officially adopted Redding
General Plan and .the� Master Plan for Development of the Redding
Municipal Airport arid from consultation with individual members of
Council and the Commissions, as well as from numerous actions of
Council and Commissions designed to implement a long-range program
of airport development. Mayor Denny noted that although a tentative
draft of a resolution Ihas been prepared for Council consideration, it is
not intended as a pre-judgment of the opinions of. Commission and Council
Members, and he.accepts responsibility for requesting the City Attorney
to prepare a resolut�on that might serve as a basis for discus sion�and
possible action. �

Harris stated that M'embers of City Council, the Planning Commission,

Mr. Harris point'ed out on the Vu Graph the property�for which Werner
Ahrbeck has applied to the County`for a us'e"permit to allow 'construction
of a mobilehome park. This property is located south of Redding Munici-
pal A.irport, west of A.irport Road, adjacent to Tucker Oaks Golf Course,
and an existing mobilehome park: The site, wh'ich is 1 ,000 feet west of
the centerline of the runway and 4,200 feet south of the rriain runway, is
partially within the instrument approach zone of the Airpor`t and is wholly
within the 100 dBA. noise-level isoline as delineated in the Redding General
Plan. 'I.'he adopted'General'Plan for this portion of Shasta County includes
the subject prop'erty in an industrial`land-use classification. The present
zoning enacted by Shasta Countg is� "C-2" General Commercial, which,
in addition to�the typical commercial uses, allows a mobilehome park,
subject to obtaining a use permit: � -� � -
Mr. Harris noted that the consideration procedure requires the prepara-
tion of an environrnental impact report and its approval by the County.
A.t the initial hearings in the County proceedings, City Planning 5taff
appeared and spoke in opposition to the grant of the proposed use permit.
A.s the owner and operator of Redding MunicipaT A.irport, the City of
Redding would be remiss in the performance of�its governxnental and
proprieta�ryfunctions if it did not do all within its power-to protect that
airport from the development of incompatible neighboring uses. Mr.
Harris said that the 'specific use-permit application has `been opposed by
City staff for the following reasons: �
1 . In the judgment of City staff; it is incompatible with the express
intent of the Shasta County General Plan as that Plan is drawn in
the vicinity of Redding Municipal Airport'.
2. ' The site of`the�proposed mobilehome park is'partialTy within'the
established clear zones of Redding Municipal Airport. '
3. The proposed mobilehome park'is entirely within the 100-decibel
contour isoline for the Airport. This is tlie 'generaliy accepted
area within which it is considered noise levels'.are excessive for
satisfactory resid"ent'ial living.

Mr. Harris conclude`d his presentation with the statement that it is the
recommendation of City staff. that ,Council approve the proposed draft
resolution, which outlines in general the proposed policy of the City.
In addition, it is recommended that Council authorize staff to. submit to
the Shasta County Planning. Commission this report, ,a. copy of the
resolution and a ;copy of the minutes of this meeting as .the C.ity's
official comment on the Environmental Impact Report for the Ahrbeck
Us.e Pe-rmit. ,It is further. reques.ted that ,the staff be directed to repre-
sent these views at b�oth the County Pla,nning Commi�ssion and Board of
Supervisors.
A.t this point in the meeting, Werner Ahrbeck as.ked ,if he could make his
presentation as he had a conflicting school board meeting which he had to
attend. � , . , . . . .
Mayor Denny acceded to his request.
Mr. A.hrbeck noted the view taken by Planning staff re development in
the area to protect the airport but believes consideration,must also be
given as tq the econoinic factors.involved. He stated that thi,s land was
purchased eight years ,ago for reside.ntial development and that he and
his partner had $60,000 invested in tk�e property, in acldition to $5, 000
in engineering costs for layout of streets, etc. Mr. A.hrbeck referred
to the, noise level factor, brought up b.y City.staff, and the effect it
might.have. on ,personfs� in the mobilehome park, and sai.d that persons
could move their mobilehomes if the noise level became objectionable.
Mr. Ahrbeck said that when the land was purchased it was zoned single
family .residential and that approximately two years ago the County Master
Plan was changed and this area was subsequen,tly zoned light industrial/
heavy commercial. Mr. Ahrbeck said he was not informed of,the change
in the General Plan. �When specific zoning on his property was made last
July or A.ugust he� appeared before the .County Planning Commission and
objected. He; was told that the zon-ing had to conform to the County�General
Plan. The zoning was .ultimately changed to C-2 expressly to allow mobile-
home park developme�nt. He feels it is Council's�responsibility to recognize
that property owners have rights to develop their property and thinks it is
improper to take the position that the City's airport must be protected at
the expense of properity owners.
Mr. Ahrbeck said he �has been advised by real estate people that there is
no economic use of subject property ,for C-2 purposes other than mobile-
home parks .and that t�he value of the property.is zero if not used for some
type of residential use. . He thanked Council for their attention and asked
that consideration.be lgiven to the points he.had raised..
A.ssociate Planner O�en reviewed the land uses permitt,ed in the vicinity
of Redding Municipal 1Airport by the County, General Plan, which were
illustrated on a largelmap. The map also showed the noise level readings
in the various areas which he described.
Planning Director Harris read a letter received from Planning Commissioner
Greenleaf who was uriable to attend this meeting, which letter is made a
part of these minutes by reference. Mr. Greenleaf supports ,the position
taken by staff re development around the airport.
A,.irports Manager Mc.Call reviewed the. flight patterns of planes landing
at the airport �and stressed the fac.t„that larger planes must circle in a
larger arc and, in all probability., the larger jebs would be circling over
tlie controversial proposed mobilehome park.
The following Members of the Planning Commission appeared liefore
Council:
Robert Woods stated that he concurs with staff's recommendation. He
believes the time to control property around the airport is now, not
in years to come.

Joe Tallerico asked when the Redding General Plan was adopted,
and wa.s advised that it was adopted. in 1970; the County General
Plan was adopted.in 196Z, and the A.irport Master Plan was adopted
in 19-6.7. Mr. Tallerico said that he has empathy for Mr. Ahrbeck �
but sees the need for protecting the airport. He feels he needs
more information before arriving at a decision as to his stand on the
issue.
Paul Bodenhamer recalled that when Benton A.irport was established
in the 1920s there was no development nearby; however, residents
built up around it and an effort was made in the 1940s to do away
with the Airport. He noted that during World War II the �rr�c�.�Sal
quested the City and County to purchase property for.the/airport, and
in 1946 turned over the airport to the City. IVIr . Bodenhamer said
this should have been a County or,regional responsibility but the
County did not respond and the only agency that could or would was
the City. The City took over the re sponsibility and the airport not
only serves the City and County, but also neighboring counties. He
. feels there is a particular resp,onsibilit.y on the ,part of County Govern-
ment to, protect the air�ort that the City was willing to take over. Mr.
Bodenhamer believes it is important to protect the airport so the same
fate does not occur that has been true in other areas; i.e. , Sacramento,
Orange County, Los A.ngeles , et,c. , where residential deveiopment has
caused problems.
John Fitzpatrick said he is disturbed about land use and what local
government does to owners rights but feels over the long range the
City must protect the airport. He agrees with staff's objections to
the proposed development.
Charles Moss noted that several years ago he had the opportunity to
work on the expansion of the airport. He noted that Mr. Carr, former
manager. of 5an Francisco International A.irport, was very enthusiastic
about the long range prospect .of Redding Municipal Airport, but ex-
pressed concern with keeping clear. _zones . Mr.. Moss noted that
there hav.e been compla'ints from residents in the City of Anderson
regarding the n'oise level and he therefore_ agrees with the staff
recommendation re dis-allowing residential d'eve'lopment adjacent
to the airport ' ' "
The following Members of the Airports Commission appeared be.fore

Frank Wilson noted that the City could be called as'a defendant in
legal action if residential development is�allowed adjacent to the
airport, .even though 5hasta County rules on planning. He feels
the County should be urged to go aTong with the- City staff recommen-
dation.
Mrs. Reginato stated.that the Jet A.ge has been in existence for
many years and that Mr. Ahrbeck purchased tHe land with�the _
knowledge that jets would be coming into Redding eventually,_ Mrs.
Reginato said. she objected when the first mobilehome park was� .
permitted and feels strongly.that residential de.velo�ment'in the_
area should not be allowed. �
Messrs. Kennedy and Hesse concur with staff and other members
of the Coxnxnission.
Mr, Barker said he does not like to see the rights of property
owners taken away but feels the airport must be protected and
concurs with staff recommendation.

John Sharrah, Rt. 1 ; Box 2221 , Anderson, Engineer for Werner
Ahrbeck, stated thatlonly two spaces in the mobilehome park.are
within the, airport clear zone area and these two spaces could be
cut out. . He raised the issue of vertical distance vs, horizontal
distance and suggested that the other runway be used to avoid sub-
ject property and the� City of Anderson. He said the City should
have met with the County many years ago regarding zoning and
noted that there is iricompatible development all around. He feels
that Mr. Ahrbeckhas the right to use his propertyas other owners
have been allowed to do.
Mr. Edwin Limond advised Council that he is a fixed base operator
at Redding Municipal Airport.(Beva-A.ero, Inc. ) with an investment
of $100,000, and believes the airport must be protected. He cited
the plight of the City; of Sacramento where the airport had to be re-
located because of residential growth around the original airport.

IVIr. Bauder, FA.A. Supervisor of the Control Tower at Redding Muni-
cipal Airport, said lie, has no authority to change.the traffic patterns;
these are determined by the Airports Manager . Mr. Bauder noted
that switching runwa,ys only changes areas subjected to noise and
would cause aircraft to fly over the City of Redding.
Airports Manager McCall said that traffic patterns have been estab-
lished, to alleviate problems.that exist and to try to eliminate future
problems ... �� i

Councilman Demsher indicated approval of staff's recomrriendation,
noting that it would be a disservice to the economic development, of the
airport if Council failed to endorse the pr.oposed resolution,
Councilman Pugh stated he has had an opportunity to review all of the
material and believes it is imperative .upon the City to maintain the
integrity of the airport as well as safety of persons around it. Mr.
Pugh noted that complaints have been received from A.nderson residents
and he does not feel it is in the interest of good government to add to
the problems that ali eady exist.
MOTION: Made by Councilman Pugh, seconded by Councilman.Demsher
that Resolution No. 74-21 be adopted, a resolution of the City Council
of the City of Redding confirming a policy of opposition to the develop-
ment of incompatible residential uses in the vicinity of Redding Muni-
cipal Airport within defined areas. -
