The meeting was caliled to order at 7:00 P.M. by Mayor Moty with the
following Councilmen present: A.nderson, Denny, Fulton, and Moty.
Absent: Councilmanl Chatfield
A.lso present were City Manager Brickwood, City Attorney Murphy,
Public Works Director A.rness, Planning Director Harris , Personnel
Director Reynolds, Superintendent of General Services Townsend,
Traffic Engineer Hamilton, and City Clerk Brayton.

MOTION: Made by Councilman Denny, seconded by Councilman Fulton
approving the minutes of the regular meeting of Februar,y 19, 1974, as
mailed to each Councilman. The Vote: Unanimous A.yes

MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton that Accounts Payable Register No. 17, check nos . 29952 to

� and that Payroll Register No. 18, check nos . 58612 to 58901 , inclusive,
salaries in the amount of $113, 893.71 for the period February 10, 1974

RESOLUTION - Parking Prohibition
MOTION: Made by Gouncilman Denny, seconded by Councilman
A.nderson that Resolution No. 74-9 be adopted, a resolution of the
City Council of the City of Redding rescinding Resolution No. 72-67 ,
//�� and imposing new parking prohibitions on East Street, north and south
of Placer Street Curblines.

RESOLUTION - Installation of Stop Sign
MOTION: Made by Councilman Fulton, seconded by Councilman
Denny that Resolution No. 74-10 be adopted, a resolution of the City
Council of the City of Redding ordering the installation of a Stop Sign
against eastbound traffic on Sonoma A.venue at Railroad A.venue. //� /,

RESOLUTION - Installation of Stop Sign
MOTION: Made by Councilman Denny, seconded by Councilman
Fulton that Resolution No. 74-11 be adopted, a resolution of the City
Council of the City of Redding ordering the installation of a Stop Sign / /� �
in the Market-California Street Alley south of Tehama Street.

DOWNTOWN TRAFFIC STUDY - GRA.DE SEPARA.TION
Traffic Engineer Hamilton reviewed the progress report for January-
February, 1974 prepared by Clair Hill & Associates re the Downtowrn
Traffic and Safety Needs Analysis . Mr. Hamilton reported that Phases
1 and 2 (Project Identification and Data Collection) are virtually complete; / / J�
however, there have been problems with Phase 3 (Develop Computed (Q
Traffic Model), since the RATS (Redding A.rea Transportation Study)
information received from the Department of Transportation was incom-
plete and incompatable with current computer technique , the project has
been delayed approximately three months while updating the RATS infor-
mati on.
While there is as yet no analysis of traffic needs, work has progressed
towards evaluating several possible railroad grade separation locations .
An overcrossing at Placer Street or South Street would cost in the
neighborhood of $4, 000 , 000 and would have to go over California Street
to be practical. The City's share, where an existing grade cros sing is
eliminated, would be 10% or $400, 000 . An overcros sing at Gold or
Lincoln would probably be lower in total cost, and could mee� California
Street at grade; however, the City's share would be. 50%, and probably well
over $1 ,000, 000 .
In order to be considered for funding in fiscal 74-75 , the City would have
to apply to the PUC for inclusion in their priority list by March 8, 1974.
Mr. Hamilton said the City is not in a position at this time to make such
an appli cation.
APPOINTMENT - Manpower Advisory Board
Mayor Moty declared this matter an urgency item.
Mayor Moty reported that the Comprehensive Employment and Training ��v
A.ct (Manpower Revenue Sharing) recently signed by the President, sets
forth a requirement that a Manpower A.dvisory Board be established with
the Chairman of the Board of Supervisors as Chairman of the A.dvisory
Board, and membership to include the Mayors of Cities within the boun-
daries of the County or such elected Councilman as each Mayor may
designate. Mayor Moty nominated Councilman Denny to membership on
this A.dvisory Board.

REJECTION OF BID - Pad Type Distribution Transformer
MOTION: Made by Gouncilman Anderson, seconded by Councilman
Fulton approving the recoxnxYzendation of the City Manager that the

re-bid.

with a deluge gun ($22 , 310.00 plus tax), and one truck without a

SACRAMENTO RIVER - FLOOD PLA.IN INFORMA.TION REPORT
In a memo to Counci:l dated February 28 , 1974, Planning Director
Harris advised Council that the Department of Water Resources has
requested that the City submit an application for a flood-plain informa-
tion report in conjunction with requests made by Shasta County and the
City of A.nderson. A request from Redding is necessary to instigate a
��� study of the Sacramento River during 1974-75, and the cost of the study
would be borne by the Federal Government.

It is recommended that Council authorize the Mayor to apply for a
flood-plain report as requested, as such report should provide data that
will enable the City to further evaluate the flood potential of the River,
to meet the City's obligations in meeting recent Federal flood-plain
insurance legislation and to assess the impact of future development in
flood-prone areas.

MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton authorizing the Mayor to submit an application to the Depart-
ment of Water Resources for a flood-plain information report. The
Vote: Unanimous Ayes
TRA.FFIC A.ND PA.RKING COMMISSION RECOMMENDA TION
Traffic Engineer Hamilton reported that it is the recommendation of
the Traffic and Parking Commission that a twelve-minute parking
meter be installed for the first parking space east of the California-
Market A11ey on the north side of Tehama Street. �
MOTION: Made by Councilman Denny, seconded by Councilman � ��
Fulton approving the recornxzzendation re installation of a twelve-
minute parking meter on the north side of Tehama Street, and in-
structing the City A.ttorney to prepare the necessary resolution.

REQUEST FOR SA.NITARY SEWER SERVICE
Public Works Director Arness reported that the request of Bill Rhyne
for sanitary sewer service on property in Buckeye, adjacent to the City ���
limits , was reviewed and it is the recommendation of the Department of
Public Works that Mr. Rhyne annex his property to the City of Redding
and obtain service as a City of Redding property owner. The location of
the property was shown to Council.
Mr. Rhyne was in the audience and advised Council that he has the
necessary easements to proceed in this manner.
RESOLUTION - re Abatement of Property at 1419 Liberty Street (J.A.. Baugh Estate)
MOTION: Made by Councilman A.nderson, seconded by Councilman Denny
that Resolution No. 74-12 be adopted, a resolution of the City Council of
the City of Redding approving the report and findings of the Board of A.ppeals
and ordering the abatement, by demolition and removal, of the unsafe and ���
unsightly building and debris on property at 1419 Liberty Street. (Owned
by James A.. Baugh Estate)

ORDINANCE - re Card Rooms
Councilman Denny offered Ordinance No. 1157 for first reading, an
ordinance of the City Council of the City of Redding amending Chapter 10 �� �
of the Redding City Code, 1959, as amended, by repealing Section 10- 16
and substituting therefor a new Section 10-16, pertaining to dealers ,
cappers , boosters and other employees of card rooms.
