The Pledge of A.11egiance to the Flag was led by City A.ttorney Murphy. The invocation was offered by the Reverend H. M. Dodson, Pastor of the Four Square Church. The meeting was called to order at 7:00 P. M. by Mayor Moty with the following Councilmen present: Chatfield, Denny, Fulton, and Moty. Absent: Councilman Anderson. Also present were City Manager Brickwood, A.ssistant City Manager Courtney, City Attorney Murphy, Public Works Director A.rness , Planning Director Harris , Personnel Director Reynolds, Electric Division Superintendent Mix, Traffic Engineer ,Hamilton, A.ssociate Planner Owen, A.irports Manager McCall, and City Clerk Brayton. APPROVA.L OF MINUTES MOTION: Made by Councilman Fulton, seconded by Councilman Denny approving the minutes of the regular meeting of February 4, 1974, as mailed to each Councilman. The Vote: Unanimous Ayes C OMMU NI CA TIO N Gladys Hoffman In a letter to Council dated January 19, 1974, Gladys Hoffman �r submitted her letter of resignation as a member of the Board ��0 of Appeals as she has moved her residence out of the City of Redding. MOTION: Made by Councilman Chatfield, seconded by Councilman Fulton accepting the resignation of Gladys Hoffman with regret. A.WARD OF CONTRACTS - Architectural Services for Police Facility and Redding Mus eum Councilman Denny reviewed the Council Committee Report dated February 14, 1974 re selection of architectural firms for the police facility and the Redding Museum building. It is the recommendation of the Committee that Council - (1) approve the selection of Woodward- Nichols to design the police facility and authorize the Mayor to execute a contract for preliminary plans through the design development phase ��� as delineated in the standard AIA. contract; and (2) approve the selection ,i� of Allyn Martin for development of schematic drawings , as defined in °Y� the standard AIA contract, for the Redding Museum, and authorize the Mayor to enter into a contract with Mr. Martin. It is estimated that the cost of such partial architectural services will be $6 , 000 for the police facility and $2, 500 for the Redding Museum. Councilman Chatfield expressed concern about entering into contracts with the respective architectural firms without precise cost figures . Planning Director Harris indicated that the $6 ,000 represents about 25% of the total architectural fee, and the $2, 500 about 10% of the total architectural fee. These sums will be deducted from the total fees if the City elects to proceed with such projects. The Vote: Unanimous A.yes A.WA.RD OF BID - 15. 5 KV Oil Circuit Breaker MOTION: Made by Councilman Chatfield, seconded by Councilman _//2 Fulton approving the recommendation of the City Manager that Bid o�"�"c� Schedule No. 725 , 15 . 5 KV Oil Circuit Breaker, be awarded to Industrial Electric Service on their low bid of $9,749. 25 , sales tax included, for Item 1 of said bid, and that Item 2 of this bid, Spare Parts , be rejected. Voting was as follows: A.yes� Councilmen - Chatfield, Denny, Fulton, and Moty Noes: Councilmen - None Absent: Councilmen - Anderson Resolution No. 74-5 on file in the office of the City Clerk. zo TRA.FFIC AND PARKING COMMISSION RECOMMENDA.TIONS Removal of Pa�rking Prohibitions It is recommended that the 75 foot parking prohibitions on East Street, north and south of Placer Street curblines , established by Resolution No. ?2-67, be reduced to 32 feet. Since the establishment of a four-way stop at subject inter- section, the visibility requirements are reduced. The Vote: Unanimous A.yes Stop.Sign It is recommended that a stop sign against eastbound traffic on Sonoma A.venue at Railroad Avenue be installed. The Vote: Unanimous Ayes � REDDING MUNICIPA.L A.IRPORT - B & B Lease A.greement Modification MOTION: Made by Councilman Denny, seconded by Councilman F'ulton /�.� approving the recominendation of the Airports Commission re modifica- tion of the terms of the B & B Lease A.greement at Redding Municipal A.irport, and authori�zing the Mayor to execute said rriodification on behalf of the City. AND OTHER STREETS ASSESSMENT DISTRICT 1973-1 Public Works Direct'or Arness reported that as of this date petitions have ��� been received with property owners representing approximately 64% of the land area signing in favor of the proposed improvements in the Santa Rosa and Other Streets Assessment District. BUSINESS FROM THE FLOOR l Phillip Rendahl Mr. Rendahl, 620 Locust, requested Council to consider limiting or restricting parking at the corner of Locust and 1 � �� East Streets because of the heavy traffic at this intersection �, and the visibility problem. Mayor Moty relferred this request to the Traffic and Parking Commis sion. Sanitary Landfill Councilman Fulton brought up the subject of the City's sanitary landfill and its use by non-City residents . He mentioned that he had been told that a truckload of tires had been brought up from r��� Oakland and dumped in the City's sanitary landfill. i City Manager Brickwood said that the use and control of the landfill is being studied, and staff will have recommendations to be considered at the forthcoming budget sessions, including the possible purchase of equipment to grind garbage . Senior Citizens Facility The following persons appeared on behalf of the Senior Citizens .(��� of Shasta County, Inc. , with respect to Ordinance No. 1155 , r� establishing a Senior Citizens Facility A.dvisory Commission, which ordinanc�e was adopted at this meeting: R. D. Chester Leila Shreiber 23 They stated that they did not receive the proposed ordinance in time to study it, and believe that the Senior Citizens do not have sufficient representation on the Commission. Figures were submitted (copy of same on file in the office of the City Clerk) showing dollars and manpower hours contributed by the 5enior Citizens towards the building, also rental receipts and disbursements for maintenance and repairs for the years 1972 and 1973. City Attorney Murphy noted that a copy of the proposed ordinance was sent to A.ttorney Ira Shadwell, who is the informal legal adviser for the 5enior Citizens , and he assumed that Mr. Shadwell had in- formed the Association. In response to the statement that the Senior Citizens do not understand the need for this ordinance, Mayor Moty said that one of the conditions contained in the Dedication and Conveyance of this facility by the Soroptimist Club to the City is that an advisory commission be established relating to policy for opera- tion of the facility. Ordinance No. 1155 establishes such a commis sion. ADJOURNMENT There being no further business , at the hour of 8:20 P.
