The Pledge of Allegiance to the Flag was led by Fire Chief Wade .
The meeting was called to order at 7:00 P. M. by Mayor Moty with the
following Councilmen present: Anderson, Denny, Fulton, and Moty.
Absent: Councilman Chatfield
Also present were City Manager Brickwood, Assistant City Manager
Courtney, City Attorney Murphy, Public Works Director A.rness ,
Planning Director Harris , Personnel Director Reynolds , Fire Chief
Wade, A.ssociate Civil Engineer Mathis, A.ssociate Planner Owen,
A.ssistant Planner Perry, and City Clerk Brayton.
APPROVAL OF MINUTE5
MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton approving the minutes of the regular meeting of January 21 ,
1974, as mailed to each Councilman. The Vote: Unanimous Ayes

A communication from Bill Rhyne requesting City service for

A.PPOINTMENT - Planning Commission
Mayor Moty submitted the name of Paul Bodenhamer for consideration
as a member of the Planning Commission.

Council of the City of Redding amending Chapter 30 of the Redding
City Code, 1959, as amended, by repealing Section 30- 14. 1 and
substituting therefor a new Section 30-14. 1 , pertaining to Planned
Development or PD District.

that Ordinance No. 1152 be adopted, an ordinance of the City Council ��
of the City of Redding amending the Redding City Code, 1959, as
amended, by repealing Sections 28-48 and 28-49 and substituting
therefor new Sections 28-48 and 28-49, pertaining to licensing of
ambulance attendants and attendant-drivers .

AWARD OF BID - Triplex Service Drop Cable
MOTION: Made by Councilman Denny, seconded by Councilman Fulton ��?
approving the recommendation of the City Manager that Bid Schedule -�
No. 721 for Triplex Service Drop Cable be awarded to Norcal Electric
Supply in the amount of $7, 849. 80, sales tax included.

AGREEMENT F_QR EMERGENCY MEDICA.L DISPATCH
City Manager Brickwood submitted the A.greement for Emergency
Medical Dispatch to Council for consideration, and recommended its
approval, subject to the condition that the City Manager and Fire Chief
be authorized to establish boundaries for the response area of Rescue
7 vehicle and to designate the type of assistance that said vehicle
responds to.
In a discussion of this Agreement, Councilman Fulton questioned how `-�'"` �
the City could regulate the type of assistance Rescue 7 would respond
to. Mr . Brickwood agreed that this would be difficult and said he feels
the success of the program will depend upon the skill of the dispatcher .
He noted that in many instances Rescue 7 is dispatched when it is not

needed, and also coxYunented that in the past this vehicle has been
called out to remoteiareas which could have been served more
efficiently by a closer entity. Mayor Moty agreed that the present
instrument is not perfect and that there will be changes made, but
feels the City should be flexible insofar as changes are concerned.
In answer to Councilman Fulton's inquiry, Mr . Brickwood said that,
at present, Shasta C'ounty is the Coordinating Agency, and Hank
Woodrum is the actual coordinator.
Fire Chief Wade sub�stantiated the City Manager's statement that a
professional dispatcher will eliminate a good many calls for assist-
ance where the Rescue 7 vehicle is not needed.
MOTION: Made by Councilman A.nderson, seconded by Councilman
Denny approving the Agreement for Emergency Medical Dispatch
and authorizing the Mayor to execute same on behalf of the City, sub-
ject to the condition 'that the City Manager and Fire Chief be author-
ized to establish boundaries for 'the response area of Rescue 7 vehicle
and to designate the type of assistance that said vehicle responds to.

THE CENTER
Ned Borlaug, Youth �Coordinator of The Center , reviewed the activities
of this organization for the months of October, November, and December,
1973, as contained in a report to Council. Ned was questioned as to
whether the purchase of the Value Cards indicated membership in The
Center. He replied `that it did not; that the CPnt"er has an open rnember=' .
ship to �all,.high school students and that no membership cards are issued.
He stated that to date the sale of Value Cards has not been ta�successful
f//� but feels it takes time to get something like this going. In reply to an
'7` inquiry as to how persons are identified as high school students, Ned
said there have beeri instances where a few college sutdents attended
activities but they have not created any problem and, for the most part,
only high school students participate. A.sked if there was any hostility
among the three high schools , he replied that he had observed none,
probably because al� three schools are represented in the committee
meetings. The building facilites utilized by The Center include the
Senior Citizens Building, the gym at the First B'aptist Church, and the
Civic Auditorium.
Jack Reiser appeared before Council and presented two checks to the
A.ssistant City Manager, a contribution from Redding Rotary in the
amount of $500. 00, and a check from Dorothy Baldwin, on behalf of
B. C . Foster , in the amount of $200. 00. Mr. Reiser noted that a
total of $l , 510.00 has been received to date in contributions from firms
and organizations arid he believes The Center will get by to the end of
the year without asking the City for any more funds.
Council felt that a concerted effort should be made to sell Value Cards
as a means of raising money.

PUBLIC WORKS PLANNING REPORTS
Public Works Director A.rness submitted the Public Works Planning �/�
Reports for the month of February, 1974. He advised Council that
the City will be applying to the 5tate for funds for damage sustained at
Clear Creek during the recent flooding.
AWA.RD OF BID - Street Lighting, etc. for Mt, Shasta Mall
MOTION: Made by Councilman A.nderson, seconded by Councilman
Denny approving the recommendation of the Department of Public
Works that Bid Schedule No. 719, Construction of Street Lighting
along a portion of Canby A.venue and Dana Drive; Installation of ��1�
Traffic Signals and Primary Circuit for the Mt. Shasta Mall, be �r
awarded to Northern Industrial Electric on their low bid of
$209,836. 92, subject to the developer's site grading work being
satisfactorily prosecuted in order that this contractor, Northern
Industrial Electric, can diligently perform his contract work.

Fulton accepting the project of Manzanita School Street Lighting,
Bid Schedule No. 704, as being completed satisfactorily, and � .
instructing the City Clerk to file a Notice of Completion. The Vote:

ORDINA.NCE - re adoption of Housing, Building and Mechanical and
Plumbing Codes
Councilman Denny offered Ordinance No. 1154 for first reading, an
ordinance of the City Council of the City of Redding amending Chapter
9 of the Redding City Code, 1959, as amended, by repealing Sections /��
9-6, 9-6. 5 and 9-15 and substituting therefor new Sections 9-6, 9-6 .5
and 9-15, pertaining to adoption of Uniform Housing, Building and
Mechanical,. and Plumbing Codes for the City of Redding.
ORDINA.NCE - re Establishinent of Senior Citizens Facility Advisory Comm.
City Attorney Murphy reported that the Soroptimist Club is agreeable to
Council's request that a representative other than a Councilman serve
on the Senior Citizens Facility A.dvisory Coxnmission and recommend _j%��
in lieu thereof that a member of the Recreation and Parks Commis sion �`�
serve. The membership of the Comiziission would then consist of two
members of the Recreation and Parks Commission, one member of City
staff, two members of the Soroptimist Club, and two members of the
Senior Citizens Club of Shasta County.
Councilman Anderson offered Ordinance No. 1155 for first reading, an
ordinance of the City Council of the City of Redding amending the Redding
City Code, 1959, as amended, by adding A.rticle XI-A. to Chapter 2
thereof, pertaining to the establishment of a Senior Citizens Facility
Advisory Commission.
EXTENSION OF A.GREEMENT - State of California - Rescue Truck No. 23
MOTION: Made by Councilman Fulton, seconded by Councilman Denny /. 1-�
approving extension of agreement between the State of California and the ��
City of Redding re Rescue Truck No. 23 for a two year period ending
February 1 , 1976 . The Vote: Unanimous A.yes
REDDING MUNICIPA.L A.IRPORT - Consent to A.ssignment of Lease
MOTION: Made by Councilman Denny, seconded by Councilman Anderson /��
consenting to the assignment of lease dated October 4, 1971 between the
City and Abfred Knapik, to Beva-A.ero, Inc. , and authorizing the Mayor
to execute said consent on behalf of the City. The Vote: Unanimous A.yes

ORDINANCE - re Dog Licensing
Councilman Fulton offered Ordinance No. 1156 for first reading, an
ordinance of the City Council of the City of Redding amending Chapter
5 of the Redding City Code, 1959, as amended, by repealing Section
�� 5-13 and substituting therefor a new Section 5- 13 , pertaining to dog
licensing.
PETITION OF WRIT; OF MA.NDA.TE
City Attorney Murphy reported that a Petition of Writ of Mandate has
been filed by James ILee Granberry against the Fire Chief and the
City of Redding, that the City show cause why he should not be re-
��� instated to employment and then given a leave of absence without
loss of salary, in lieu of disability payment.
� �� Mr. Murphy said he would represent the Fire Chief and the City,
and there will be pleadings filed and a trial held in the near future.
