SANITARY SEWER SERVICE - Varga Subdivision - Cascade Community Services District Public Works Director Arness reviewed the staff recommendation re Sanitary�5ewer Service - Varga Subdivision - Cascade Gomm.unity ; Services District, as contained �iri his memorandum to.Council dated December 22, 1975, and which is as follows: ('a) Design of sanitary sewer improvements to conform to Master Plan approved by City of Redding Director of Public Works � (b) Improvements to be constructed to City of Redding standards. (c) All design, inspection, construction and other costs to be the �/�� responsibility of developer. _� .7 '� � / (d) CCSD to obtain all required easements and rights of .way (e) Monthly sewer service charges to be paid to Redding to be equal to "actual cost of service" including prorated costs of operation, maintenance, debt retirement costs.and amortiza- tion of capital costs for outfall and treatment plus any additional costs arising out of subsequent formation of a regional sewer system. (f) Gollection�-system to be owned and maintained by CCSD. If CCSD wishes Redding to provide maintenance by contract, staff recommends City agreement. (g) A11 applicable charges of the City of Redding to be paid by CCSD in advance of connection tn City of Redding outfall (presently $600 per net acre). Mayor Denny expressed concern that:.if Council approves .the recommen- dation it will not be following past policy regarding extension of utility services :outside the: City. ,_ - . � _ - . Counciiman�Pugh stated that��it-is �his'-belief tliat the primary concern in the previous policy has. be�en with individual requests for service. In this instance, the City would be helping the Cascade Community Services District solve a probTem and would be helping the County as a whole. Mr. Pugh therefore does not feel that G;ouncil is deviating from estab- lished policy: H�e thinks it is important that this basin remain a good place to live, and if Redding can assist, it should do so. However, he doesn't believe this example should be looked upon as a precedent; each request must and should be considered on its own merits. � Mayor Denny acknowledged that Councilman Pugh had raised a valid point, but asked if this type of service would not affect future annexations. � � . --- ---- -- - --. �— - � 200 i 4 i . ; � � j Councilman Pugh noted that annexation is not feasible in this instance � as the Varga Subdivision is not contiguous to the Cit�y of:Redding. i � . , � Councilman Fulton stated that in the past such connections were on an R emergency basis and he believes that approving this request would set � a precedent. � � � Cou�ncilman Demsher thinks Council should be concerned-about the jmerit;�of the request� and is of the opinion that this is a valid request. ' Another concern, according to Councilman Demsher shouId be whether the users will be paying the actual cost of operation and, in this case, they will be. � � , . _ _ . Councilman Anderson said he believes the City's cost accounting should be sufficiently refined to determine that the citizens of Redding are not , subsidizing recipients of sewer services outside of the City. Finance � Director Courtney was asked if all charged are to .be included in the ' "actual cost of service", including ''top management." � Mr. Courtney replied that "top management" is not included in the costs; that he could furnish Councilman Anderson with a cost break- ' i � down. ` Councilman Demsher raised the issue of what happens when the plant reaches capacity as a result of service to areas outside of the City. He was advised that the plant was designed with sufficient capacity to ' include all residents �of the Cascade Community Services District along with all of Redding. � , MOTION: Made by C,ouncilman Pugh, seconded by Councilman Demsher approving the recomrnendation as set forth hereinbefore. Voting was as follows: - Ayes: Councilmen - Anderson, Demsher, Fulton, Pugh, and D.enny Noes: Councilmen '- None Absent: Councilmen �- None , I Resolution No. 75-113 is on file in the office of the City Clerk. 201 RESOLUTION - Withdrawing Twin View Annex No. 4 from the Buckeye Fire ' Protection District � MOTION: Made by Councilman Demsher, seconded by Councilman Pugh j that Resolution No. 75-114 be adopted, a resolution of the City Council � of the City of Redding withdrawing from the Buckeye Fire Protection ' District that portion of the district lying within the boundaries of City :_.-��-� ; of Redding annexation designated "Twin View A.nnex No, 4", effective � � ' December 26, 1975. , Voting was as follows: � A.yes: Councilmen - Anderson, Demsher, Fulton, Pugh, and Denny Noes: Councilmen - None A.bsent: Councilmen - None Resolution No. 75-114 is on file in the office of the City Clerk. RESOLUTION - re Installation of Stop Sign on Hilltop Drive Mayor Denny declared this matter an urgency item. MOTION: Made by Councilman Pugh, seconded by Councilman ' A.nderson that Resolution No. 75-115 be adopted, a resolution of the City Council of the City of Redding ordering the installation of a "Stop" sign ��, �i � against northbound traffic on Hilltop Drive at its intersection with the ��� ' Highway 44 on and off ramps . Voting was as follows: A.yes: Councilmen - A.nderson, Demsher, Fulton, Pugh, and Denny Noes: Councilmen - None A.bsent: Councilmen - None Resolution No. 75-115 is on file in the office of the City Clerk.
