The meeting w;as called to order at 3: 15 P.M. by Mayor Denny with the following Councilmen` present: A.nderson, Pugh, and Denny 4 NOTE: Councilmen Demsher and Fulton entered the meeting as indicated hereinafter, i A.lso present were City Manager Brickwood, A.ssistant City Manager Courtney, Public Works Director A.rness, Director of Planning and Community Developrnent Harris , Police Chief Whitmer, Director of Electric Department fSimpson, Director of Personnel and Labor Re- lations Reynolds , Pa4 ks Director Riley, and City Clerk Brayton. r NOR CA.L SHRINE CI..UB The City Clerk advised Council �hat the Nor Cal Shrine Club has re- quested permission to sell beer at a picnic in Lake Redding Park on Saturday, May 24th. �s� . Mayor Denny declared this an urgency item. MOTION: Made by Councilman Pugh, seconded by Councilman A.nderson approving the request of the Nor Cal Shrine Club to sell beer in Lake Redding Par.k on Saturday, May 24th. The Vote: Unanimous Ayes Councilmen Demsher and Fulton entered the meeting at this point. BUDGET STUDY SESSION ' The remainde `r of the Council meeting was devoted to a review of the 1975-76 Prelirriinary Budget and related matters as follows: Mayor Denny reviewed the Budget Message of the City Manager, noting that the Community Development Program Budget and the Revenue Sharing Budget are separate from the City of Redding A.nnual Budget. Benton A.irpark In reviewing sources�of revenue, Mayor Denny touched on the benefit from unsecured property tax derived from Benton A.irpark. A.ssistant City Manager Courtney said that he would obtain property tax statistics re Benton A.irpark foj the Mayor. � � � �) Warehouse City Manager �Brickwood asked that $1880. for shelving be added as a capital outlay item iri the Warehouse Budget, Buildin� Maintenance� and Construction Director of Plarining Iand Community Development Harris was questioned regarding the capital�outlay request of $40, 000 for additional office space in City Hall. Mr. Harris said he is recommending the new addition, a , modular unit, to the existing building, noting that �he City will be able to recover part of the cost through rent received from the Community Development Program budget. He added that this unit could be utilized at City Hall or at other locations in the future. I Community Promotion � City Manager .Brickwood recommended that each of the Community A.gencies listed be granted a 5% increase over their respective appro- p'riations in the 1974-75 budget. Council gave tentative approval but requested that each agency be so advised and be invited to appear before ' Council at the Budget Study Session scheduled for May 28th. , ?1 Street Construction ' There was discussion re possible transfer of Placer Street FA.0 Funds to the Cypress Street project. It was decided to leave the budget as is with the understanding that when the Cypress Street project receives Cal Trans approval, the money could be transferred at that time. There was discussion re adding an appropriation of $31 ,000 for the transportation program; i.e. , some type of dial-a-ride program. Council suggested that this could possibly be a revenue sharing item and should be considered at the budget study session on May 28th. Parks City Manager Brickwood reported that, subsequent to prepara.tion of the Preliminary Budget, staff was advised that the lighting system at Tiger Field would have to be replaced if night games are to be played next year. It is therefore his recommendation that the replacement �y� of the cyclone fence - backstop, with an appropriation for $15 ,000 be deleted from the budget, and that $42 ,000 be added to replace the lighting system. A.udit or ium The Mayor stated that he does not favor spending $15,000 for a reader sign for the auditorium as it would not be visible because of the trees. and would not serve the purpose of advertising coming attractions at � the auditorium. Recommendations of the Parks and Recreation Com- mission and the Planning Commission, and a letter from the California Roadside Council were reviewed. It was tentatively agreed to leave the $15, 000 appropriation in the budget with location and design subject to further study and approval by City Council. � � �, Benton Airpark There was dis cus sion regarding the potential need for��additional hangar and tie-down capacity, Council was advised that at present there is one person standing by for an open hangar and one for a closed hangar; staff will alert Council if the need for additional hangars appears� evident. Staff, is to advise Council of the status of the $12, 000 laricl•scaping project at Be'nton A.irpark which is in the 1974-75 budget. � A.DJOURNMENT A.t the hour of 6:20 P.M. , on the motion of Councilman Pugh, seconded by Councilman Anderson, the meeting was adjourned to 2:00 P.M. , Wednesday, May 28, 1975, in the Mayor's Conference Room, 760 Park- . view, Redding.
