At the hour of 12:00 Noon, Mayor Fulton called the meeting to order
with the following Councilmen present: Anderson, Demsher, Pugh,
and Fulton. Absent: Councilwoman Gard

Public Works Director Arness , Personnel and Labor Relations

PUBLIC HEARING - re Pre-Appl.ication for HUD Discretionary Grant
The liour of 12:00 noon having arrived, Mayor Fulton opened the
Public Hearing to consider the Pre-Application for Department
of Housing and Urban Development Discretionar:y Grant.

Housing and Redevel.opment Administrator Henson reviewed his
memorandum tc .Council dated December 22, 1976 , citing the
purpose of the grants and suggested e'ligible activities which would
best meet the criteria established by HUD. Mr . Henson noted that
staff has met with lending institutions, the Community Development
Advisory Board, the Citizens Advisory Committee, and people from
the Linden neighborhood and, as a result of such meetings , it is
recommended that:
1) $108, 000 be set aside for home rehabilitation grants to
27 homeowners at $4, 000 each. Homes in the Linden
area are in such a deteriorated condition, it will take '
a $4,000 grant in addition to a $7, 500 loan to bring them
up to a reasonable standard. Grants would be provided

f only in conjunction with rehabilitation loans to low
income families . The grants would provide an in-
� centive for home owners to utilize the existing re-
habilitation loan program.

� 2) Cul-de-sa�cs be installed at Roanoke, Eugenia 'and Milo
' Streets at $38 ,000 each. Two cul-de-sacs to be funded
' from Dis�cretionary Grant totaling $76,000 and the third
� to be funded from the City's Community Developrrient
Program�. The closing of these streets would separate
� the neighborhood from Railroad Avenue and its blighting
influence'while maintaining access from West Street.
; 3) $15, 000 be used to landscape the area between the
Southern Pacific Right-of-Way and Railroad Avenue .
_� This landscape buffer would reduce noise and the visual
impact of the railroad on the neighborhood.
HUD has informed the Cit�y that it is eligible to submit a pre-
application for D�iscretionary Communit�y Development funds of
up to $2Q:0, 000, and the above items could be accomplished for
that amount.
Mr . Henson was asked if consideration had been given to areas
' other than the Linden neighborhood. He replied that consideration
had been given to other areas but it was felt that Redding's best
chance to obtain a grant was with the Linden area because of the
concentrated need.
Mr. Henson noted that another Public Hearing on this subject wi11
be held by Council on January 3, 1977, at which time Council wi11
be requested to authorize staff to file the Discretionary Application
which must be filed in the HUD area office in San Francisco no
later than January 7, 1977. He further stated that additional
meetings are scheduled in the Linden neighborhood and with the
Citiz�ens..;Advisory Committee to finalize their recommendations
to submit to Council on January 3, 1977.

of the City of Redding withdrawing the portion of the Rothers Riverside ✓
Subdivision Lighting District which is located within the Enterprise ��.�a-`�
Annexation area.
