The Pledge of Allegiance to the Flag was led by Charles Denny, former
Mayor of the City of Redding.
_ The Invocation was offered by the Reverend Don Palmer, Pastor of Good
News Rescue Mission.
The meeting was called to order at 7:00 P.M. by Mayor Fulton with the
following Councilmen present: Demsher , Gard, Pugh, and Fulton
Absent: Councilman Anderson
Also present were City Manager Brickwood, Assistant City Manager
Courtney, City Attorney Murph�y, Public Works Director Arness ,
Planning and Community Development Director Harris , Police Chief

Mr. Rasmussen, Manager of the Redding office of the California
5tate Automobile A.ssociation, presented a placque to the City of
Redding for Redding's record of no pedestrian deaths during the / �-'� ,

Demsher that Accounts Payable Register No. 7, check nos . 45592 to
45933, inclusive , in the amount of $319 ,644.97 be approved and paid,
and that Payroll Regi�ster No . 7 , check nos . 80642 to 81003, inclusive ,
salaries in the amourit of $184, 142.06 for the period September 5, 1976
/ through September 18, 1976 be approved. Total $503,787.03.

CITIZENS COMMITTEE REPORT - re Enterprise Annexation
' Charles Denny, Chairman of the Citizens Committee appointed by the
Mayor, submitted the Committee's Report of Information�Relating to
� the Effects,, Pro and Con, of Annexing the Enterprise Public Utiiity
�l�j District to the City of Redding.; Mr. Denny expressed the Committee's
appreciation for the assistance of .City staff, and gave special recog-
nition to Terry Hansen, who acted as.liaison between the City and the
Committee , Mrs . Pauline Morgan , who typed the. report, and Jim
Esmond, Manager c�f the Enterprise Public Utilit�y District, Mr . Denny
spoke of the need to disseminate the material included in the report to
the public and mentioned the possibility of open meetings being held at
which committee members could answer questions.
Dick Green, a Memb`er of the Committee , said that television time will
be devoted to disseminating information on this issue and he feels sure
that the other news media will do likewise. The Charnb�er of Commerce
has scheduled an open meeting for October 12 at 7:30 P.M. in the Civic
Auditorium, to which the public is invited. Members of the Committee
and City staff inembers will be present to answer questions. �
Members of Council expressed their appreciation to the Members of the
Citizens Committee for their time and dedication in preparing such a
tho ro ugh r epo rt.
MIDTOWN MALL PA.RKING
City Attorney Murphy presented Ordiriarice No. 128Ei which, if adopted
by Council, tonight as an urgency matter, will provide for three hours
����� of free parking on City of Redding Public Parking Lots Nos. 8, 9, 10,
� and 12. Mr.. Murphy explained that this has been made. possible; by the
��� ' offer of the merchants to pay the City the revenue that will be ,lost by
providing free parking. He added that to provide for such payment it
will be necessar�y to modify the Parking and Business Improvement
Area ordinance which was adopted �to permit the merchants to promote
the Midtown Mall. The amendment of such ordinance will Provide
revenue to be ;paid tol the City for, revenue lost by the City in parking
fees. Resolution No� 76- 114 is a resolution of intention to modif�y
the Parking and Business Improvement Area ordinance and sets a
public hearing for 7:30 P.M. on November 1 to consider the matter,
There was discussion as to whether it is appropriate to adopt Ordinance
No. 1286 providing for free parking immediatel�y, inasmuch as the
public hearing on amending the Parking and Busines s Improvement
A.rea ordinance is set for November 1 , and any amendment to the
ordinance increasing the tax levy wotzld not be effectiye until 30 days
after second reading of such ordinance. There was concern about
the loss of revenue for a month.
Mr. Murphy explained that the ordinance amending the Parking and
Business Improvement Area Act is written to provide adequate
revenue , which will be assessed in January, 1978, to cover the months
� of October , November , and December. In the event Council does not
' elect to adopt such ordinance, there will be sufficient money in the
` present Parking and Business Improvement Area account to cover
, revenue lost by the City due to free parking in said parking lots prior

to consideration of tlie amendment.

Mr. Zink, Chairman of the Mall Merchants Association, advised
Council that the merchants have agreed to pay the necessary
additional assessment for a 15 month period to pay the City for :
revenue lost b�y free parking in the aforesaid lots .
Dick Burton said it is important to the merchants that the free
parking be.inaugerated in October so that they can gauge the effect
of such free parking on their businesses , November and December,
being heavy shopping months , would not give a true picture.
Mayor Fulton declared this an urgency matter.
ORDINA.NCE - re Three Hotir� Parking Zones in Certain. Public Lots
MOTION: Made b�y Councilman Pugh, seconded by Councilman
Demsher that Ordinance No. 1286 be adopted, an ordinance of the
City Council of the City of Redding amending Chapter 18 of the Redding
City Code, 195q, as amended, by adding thereto a new Section 18-43 ,
de signating City of Redding Public Parking Lots No. 8, No . 9 , No.
10 , and No. 12, as three hour parking zones.

that Resolutio.n No. 76-114 be adopted, a resolution of intention of the
City Council of the Cit�y of Redding in the matter of the imposition of an
increase in rate and a modification in the uses to which the revenue shall
be put in the Parking and Business Improvement Area established pur-
suant to the provisions of the Parking and Business Area Improvement
Law of 1965, and the provisions of:Chapter 1.9A. of�:the ,.Redding City Code.

The property uncler consideration for rezoning from "U"
Unclassified District to "R1-B2" Single Family Residential
District"'consists of Units Nos. 1 and 2 of the Lakewood
Estates Subdivision in the Cascade area, and is located
generally south of Sacramento'Drive and north of the KCLM
transmitter. Tlie area was shown on the Vu Graph. The
tentative map for these units was approved by the Shasta
County Planning�Commi s sion and wa s under development at
the time of annexation. •The'minimum lot size _in the sub- �
division is three=quarters of an acre. The minimum lot
size requested is 20, 000 square feet.
Planning and Communit�y Development Di°r.ector Harris advised
Council-that it i-s the recommendation of both the Planning Com-

is essential for safety reasons. This can be accomplished by a street
