The Pledge of A.11egiance to the Flag was led by Virgil Covington. The meeting was called to order by Mayor Fulton at 7:00 P.M. with the following Councilmen present: Anderson, Gard, Pugh, and Fulton. NOTE: Councilman Demsher entered the meeting at 7:30 P.M. as indicated hereinafter. Also present were City Manager Brickwood, Assistant City Manager Courtney, City A.ttorney Murphy, Public Works Director Arness , Planning and Commttnity Development Director Harris , Electric Director Simpson, Housing Administrator Henson, Associate Civil Engineer Hastings , Associate Planner Perry, and City Clerk Bra�yton. A.PPROVAL OF MINUTES MOTION: Made by Councilman Pugh, seconded by Councilman Demsher approving the minutes of the regular meeting of August 16 , 1976 as augmented by the addition of the following statement with respect to the Public Hearing on GPA-1(a)-76, and approving the minutes of the ad- journed regular meeting of August 23, 1976 as mailed to each Council- man: "In addition to Mr. Giorgis , Attorney Kennedy also represented E. W. and Donna Maynard, 955 Twin View Boulevard, John .' ���"' Clausen, 890 Twin View Boulevard, and H. T. Barnard, all of ' whom were present at said meeting. " The Vote: Unanimous A.yes WRITTEN COMMUNICA.TIONS California Division of Forestry Employees' A.ssociation MOTION: Made by Councilman Pugh, seconded by Councilwoman Gard approving the request of the California Division of Forestry Employees' Association to hold the annual John Strong Circus on � � � September 19, 1976 at the Posse Grounds , with all fees waived. The Vote: Unanimous A.�yes Superior California Economic Development D,istrict Virgil Covington, General Manager of the Economic Development Corporation, advised Council that the concept of an Economic Development District was first initiated in 1968 when the Economic Developnzent A.dministration asked for cooperation in getting the � � �J ; counties iri Northern California together to form a district. Mr. � /'� Covingtori stated that Counties included in the District are entitled to certain excess money with respect to EDA grants. Seventy-five percent of the money needed to support the District comes from the Government; the remainder from the counties and cities involved. ' He spoke of the method of allocating assessments., which informa- tion is contained in a communication to Mayor Fulton dated September 3, 1976., Mr. Covington noted that no additionaI money i,s needed from Redding or Anderson as iri-kind monies are available from coritributions now being made by said cities to the Economic Development Corporation. He said that approval of the District requires a letter from Governor Brown, which has been received, and all that remains to be done is that the Joint Powers A.greement be signed by the counties and cities involved, although it is not necessary to have all the cities involved sign the agreement. Mr . Covington stated that over 60°jo of monies from EDA are allocated to Districts throughout the United States, and the balance of funds must be applied for on a project by project basis by each entity. The City of Redding is being designated as the growth center of the District. i 160 Mr. Covington was asked if the newly formed district would have an�y effect on the Economic Development Corporation. He stated that it would not; only that more employees would be hired and the District would be under the jurisdiction of the Economic Develop- ment Corporation of Shasta County. MOTION: Made by Councilman Anderson, seconded by Councilwoman Gard going on record as favoring the Economic Development District and the City of Redding being designated as the growth center of said District, and authorizing the Mayor to sign the Joint Powers A.gree- ment after review and approval by staff. The Vote: Unanimous Ayes PETITION - re Drainage Problem - Parkview, Leland, A.kard Street A petition was received from persons residing in the area of Parkview, Leland, and the Akard Street bridge area requesting a public hearing ✓ � � with respect to the abatement of a nuisance prevalent inthe area; i.e. , the overflow, dumping of debris , and smell of obnoxious fumes arising out of Linden ditch. Public Works Director Arness advis.ed Council that the problems recited in the petition are accurate and will be reviewed in the Public Works study of the total drainage needs of the Parkview-Grange area west of the ACID Canal. He noted that approximately $300,000 in Revenue Sharing funds has been budgeted for such improvements. With the approval of Council, Mayor Fulton referred the matter to t:he Department of Public Works for review and report back to Council as to long range plans and nature of funding, if not covered by Revenue Sharing funds. - GARDEN-VERDA ALLEY ASSESSMENT DISTRICT A.ssociate Civil Engin.eer Hastings submitted a petition received from property owners re the proposed improvement of the Garden-Verda A.11ey between Yuba and Placer Streets. The petition calls for using �S� Chapter 27 of the 191�1 Improvement A.ct. The estimated total con- � struction cost of the project is $5, 500. The City's share is estimated to be $1 ,900. ' . � Staff was asked if the�re was any possibility of getting the other two , blocks south of Place'r included in this project. Mr. Hastings replied that he has furnished informal petitions to a property owner in one of the blocks but has not heard from him. Mr. Hastings said he feels the City should proceed with this formal petition with 75°jo of the frontage signed. MOTION: Made by Councilman Pugh, seconded,by Councilwoman Gard instructing the Superintendent of Streets to mail "Notices to Construct" to the property owners concerned re the alley improvemerit project and designating September 20, .1976 at 7:30 P.M..as the time for. the Pre- liminary Hearing, subject to receipt of a Negative Declaration re environmental impact. C. L. Kirksey, 1232 Scenic Way, objecting to the amendment. Said letter was read to Counc'il. Planning and Community Development Director Harris reviewed the recommenda�tion of the Planning Comrnission as contained in his memorandum to Council dated September 2, 1976, which memorandum is�made a part of these minutes by reference. The Commission recommended that Subsection 7-11 and Subsection 30- 18.4 be revised in the following manner: Section 30-18.4(k) Not more than four recreational vehicles , including but not limited to, travel trailers , motorhomes , truck campers, camping trailers , boats, boat trailers, race cars , snow- mobil''es ,. and car cr' motorc.ycle �railers-may be stored outside of a fully exiclosed building on a single parcel of real property in a residential zone, subject to the following requirements: i (1) There shall not be-more than two of any one type of recreational vehicle, provided that when a recreational �- vehicle is stored on a trailer or truck, the recreational vehicle and carrier shall be counted as one vehicle. (2) .A.11 such vehicles shall be owned by a resident or owner of the real property on �which such vehicle is stored. (3) Such vehicle shall not be used for human or animal occupancy. (4) � Such vehicles shall be in a condition for safe and effective performance of the function for wh3ch they are intended or can be made so at a cost not exceedin the value of the g ' equipment in its present state. 163 (5) Such equipment shall not be parked for more than I20 continuous hour s within any front or side-yard s etback required by the provisions of Chapter 3.0 of the Redding City Code, unless all of �he following conditions exist: . i. The lot or parcel :has. no usable access .to the rear- yard, or the rear-yard is unusable because of slope in excess of 15 percent. ii. The lot or parcel fronts only on one dedicated right - of way. .. iii.. Such storage does not create line-of-sight problems in connection with vehicular ingress and eg.ress of residerits of adjoining lots. ,. . . - � _ iv.. Not more;than� one such vehicle shall,be.. stored � within any defined front-yard area. ' v. Such storage does not encroach upon public right of way. Section 7-11(a) Not more than two vacation-type trailers ma�y be stored on private real property in a residential district, provided they are not used for human or animal occupanc•y and the�y meet - the requirements of Section 30, 18,4(k). Section 7-11(d) One commercial coach or one commercial trailer may be parked .and used for office purposes on a parcel of land for which a lawful and effective use:pe.rmit for, outside sales has�been obtained, provided that.such vehicle meets any applicable :req,uirements of.Chapter 9=, has skirting con- structed of solid:=ma�terial :ar.ound:the coach�:between� the.: lower edge thereof and the ground, no other permanent structures exist' on the subject :property, and the. vehicle maintains a min�imum setback of fifteen feet from all property lines. . . :. . Howard Fritz, 2475;Waldon:opposes :the. r�ecommendation of the Planning Commission. He noted that on the lower part of Waldon Street demolition cars are being repaired, using arc welding. He feels t�he neighborhood concept is,being destroyed and.that property rights of neighbors.are being vi:olated. He also stated that if recreational ,vehic�les a�r,e �left on the- str.eet, the City street sweepers are unable to do an adequate job of cleaning the streets. .• - .._ _ . . . : Linda Rea, 2284 Cana�l Dri•ve-; ex�pressed ;her oppositio.n.to=.the amendment. :She objects �to-the •parking� of:any recreational vehicle, other tlian within an enclosed yard area, and feels that the proposal to allow four is a great excess. She conceded that perhaps one ,such type vehicle:would be acceptable.. � Mr,s . Rea mentioned that there are areas where such vehicles can be stored at a rnodest price. In response to Mrs. Rea's comment regard four vehicles , Mr. Harris noted that only one vehicle would be allowed to be stored in the front yard. . �+� � Dean Dennett, 2246 Gold Street is also opposed to the amendment, stating that recreational:v..ehi�cles -ar:e a�luxur�y.item.and the owners should pr�o:vide for storage of same, other than in their driveways or on the street, as sucii vehi�cles are unsightly. ,�He s�aid that if ��here are not adequate storage facilities in the City, it is an oppor- tunity for a new busines s. 164 - Randy'5mith; 955 Sierra Vista; •opposes the amendment irom an aesthetic point of view, �and urged�negative consideration of this. ordinance. , MOTION: Made by Councilman Pugh, seconded by Councilman Demsher that the Public Hearing be closed. The Vote: Unanimous _..AyeS � . . � - ; . Members of Council discussed the problem of persons who have acquired recreational vehicles and who have no rear yard access. It was determined that if the amendment is riot approved and if the present ordinance is enforced, a great many residents in older neighborhoods having narrow lots would .be adversely affected. Councilrnan Demsher said he is not anxious to endorse a motion that"would permit recreatiorial: '�ehi'cles�'in�'tli�eir'�b'road definition to be parked in front ya"rds and offend other �peoples aesthetic views and property rights. He believes it destroys the value of property and the �neighborhood�. - . - Councilman A.nderson said he can see the aesthetic point of view but also feels that property rights of owners of °recreational vehicles must also be considerecl. He is not sure that Council has had sufficient input from recreational vehicle owners . . - � �� � . ., Senta Coots, 4674•Lookout'Court; asked<if this matter. couldn't be put in the zoning ordinance and let the neighborhoods decide. She noted that it is the cars that are causing the problem on Riviera Drive, riot the recreational vehicles. . , _, . , � - � �, . . _., , . , . Co`uncilwoman Gard stated that she had�attended four hearings regarding this matter and can see both points of view; however , she questions whether it is economically feasible-to force people to provide storage for recreational vehieTes. `� Councilman Pugh said that perhaps placirig a limit': of two vehicles in a driveway�and allowing n•o:on-street parking� would accomplish the purpose. ' i Mayor Fulton said he would be reluctant to make a decision without having more input from people affected. Coun`cilman Andersori suggested, considering th'e matter xno're fully, ' e�loring the proposals suggested, i.e. , no parking on streets overnight, allowing neighborhood decide, etc.- i MOTION: Made�by Councilman Demsher, seconded by Councilwoman Gard that this matter be studied further by a Committee appointed by the Mayor, �consisting bf City staff, a mernber of Council, and interested citizens; with a report to be prepared and submitted to the Planning Commission. Anyone interested.in serving on this Committee should contact Mr. Harris. Councilwoman Gard' asked staff�to provide information as to which neighborhoods have no access to rear yards.,. and sucli other informa- tion that is pertinent.
