The meeting was called to order at 7:00 P. FLOOD PLAIN INFORMATION REPORT ON SACRAMENTO RIVER Planning and Community Development Director Harris introduced Jack Pardee from the State Department of Water Resources and John Sibilsky from the Corps of Engineers who reviewed the Corps of Engineers Flood /, /� Plain Information Report on the Sacramento River, which report is made � y a part of these minutes by reference. The report, through its delineation of the 100-year flood plain, will enable the City to establish flood-plain zoning based on an established study. Councilwoman Gard asked if flood insurance could be purchased for non- conforming existing structures. Mr. Sibilsky replied in the affirmative. HILLTOP DRIVE ANNEX NO'. 6 Council was advised that the Local Agency Formation Commission has approved the petition of Gary R. Pyszora and James P. Dainard, requesting annexation of a 21.63 parcel designated as "Hilltop Drive Annex No, 6" , and approved waiver of the protest hearing for the annexation. A. formal petition to Council requesting annexation has been received, and it is ����� recommended that Ordinance No. 1246 be offered for first reading. ' WATER AND SEWER SERVICES - Norberg Property on Cypress Avenue The informal request of Harold Norberg to annex his property on Cypress Avenue to the City of Redding was approved by Council on 1Vlarch 29 , 1976. � I .-% . � Council was advised that Mr. Norberg has consented to join with other I �5�� properties in the Hemsted Drive area to proceed with an inhabited � annexation. However, because of the time required to complete such proceedings, Mr . Norberg has requested permission ,to connect his property to the City water and sewer systems so that his development can be implemented.i MOTION: Made by Councilman Pugh, seconded by Councilman Demsher authorizing the temporary water and sewer connections for Mr. Norberg's property prior to the, annexation. The City Attorney was asked if the City would be liable in any way if there were a violation of A.BC regulations or if an accident occurred as the result of the City authorizing the sale of beer. Mr. Murphy replied that, generally speaking, the City would not be liable. Following a discussion, it was recommended that condition "(a )" be amended to read, "(a,) If there are significant prob- lems .during any one tournament, permis sion would be denied _for remainder of tournaments. The Director of Parks , with the concurrence of the City Manager or his designated repre- sentative, would be responsible for determining significance of situation and whether or not following tournaments be author- ized .to sell beer. Voting was as follows: A.yes: Councilmen Demsher, Pugh, and Fulton Noes: Councilwoman: Gard A.bsent: Councilmen: Anderson REDDING MUNICIPAL AIRPORT - B and B Rentals, Inc, Airports Manager McCall advised Council that the new Master Plan for Redding Municipal A.irport changes the frontage road shown on the ex- isting Master Plan from adjacent� to and parallel to Airport Road back 280 feet and parallel to Airport Road. This would cut through the present lease area of B and B Rentals , Inc. It is the recommendation of the Airports Commission that the B and B Rentals, Inc . lease area be ��S> moved west to accomrriodate the frontage road relocation. The pro- posed new lease area was shown on the Vu Graph and the new legal � description is on file in the office of the City Clerk. The sale of the � company is subject to and contingent upon approval of City Council. � It is the recommendation of the Airports Comzriis sion that Council approve said sale. The Vote: Unanimous Ay;es with Councilman Pugh abstaining. � PUBLIC WORKS PLANNING REPORTS Public Works Director Arness submitted the Public Works Planning �/�� Reports for May, 1976 . / /;, -� Mayor Fulton asked if questionnaires had been mailed to citizens of «� Redding requesting input re an additional grade separation in the City. He was advised that no questionnaires had been mailed, and it was recommended that no action be taken until after budget hearings . The Mayor said he was agreeable to this suggestion. WATER TREATMENT AND SYSTEM ANALYSIS Public Works Director Arness reviewed his memorandum to Council dated April 29 , 1976 re Water Treatment and System Analysis, in which several alternatives were proposed to provide a domestic water which meets the current State and Federal drinking water standards ' for turbidity. Staff recommends that the City authorize the design of `�y� a water treatment facility to meet the City's time line submitted to the State Health Department. It is further recommended that staff ineet with a Council Comrriittee to review the proposed alternatives , expand on the proposal recommended by staff and to study in greater detail questions which ma�y arise during the review of backgrbund data. Mayox Fulton appointed Councilman A.nderson and Councilwoman Gard , as a Council Committee to meet with staff regarding this matter and to return to Council with a recommendation within a reasonable length of time.
