I The Pledge of Allegiance to the Flag was led by Housing Administrator
Henson
The meeting was called to order at 7:00 P. M. by Mayor Fulton with
the following Councilmen present: Anderson, Demsher , Gard, Pugh,
and Fulton.
Also present were City Manager Brickwood, Assistant City Manager
Courtney, City Attorney Murphy, Public Works Director A.r.ness ,
Planning and Community Development Director Harris , Housing
Administrator Henson, Police Chief Whitmer, Fire Chief Erichsrud,
Traffic Engineer Hamilton, Airport Manager McCall, A.ssociate
Planner Perry, Assistant Planner King, and City Clerk Br.ayton.
APPROVA.L OF MINUTES
MOTION: Made by Councilman Demsher , seconded by Councilman
Pugh approving the minutes of the regular meeting of March 15, 1976,
adjourned regular meeting of March 29, 1976, and regular meeting of
April 5, 1976, as mailed to each Councilman. The Vote: Unanimous

C OMMUNICATIONS
Shasta County Local Transportation Commission
Richard Curry, Executive Director of the Shasta County Local
Transportation Comrriission, introduced Dr. Tony Simpson of
Dave Systems, Inc. , who presented the Final Report of Feasi-
bility of Public Transportation in the Redding-Enterprise Area,
said report being made a part of these minutes by reference.
`The stud�y indicated that 75% of the residents surveyed felt
there was a need' for public transportation, and 66% would be
willing to �support such transportation by local taxation. Four
alternate system�s were considered; i.e. , fixed route, dial-a-
ride, subsidizedl�axi, and combination fixed route and dial-a-
ride. The fixed route alternate was recommended because the
' � �, � annual subsidy and cost per trip is lowest, it would have the
� ` highest patronage, and it was selected by the citizens committee.
� 5lides were shovvn of the proposed fixed route.

� Dr. Simpson not�d ;:hat the public transportation system can be
', organized�under a Joint Powers Agency (City and County) or by
� a Transit District. The Joint Powers A.gency is suggested be-
cause it is locally controlled. Transit Districts are formed
� . �und'er State law, jare autonomous , and it takes about 2 years to
' form such a district, It is recommended that the system run
5 minibuses, and have 2 spares; that the buses run on a one
' hour headway from 8 a.m. to 6 p.m. , weekdays . It is further
; recommended that the management and operation be by a private
� organization under the Joint Powers A.gency rather than be oper-
� ated publicly. The method of funding and implementation schedule
were also reviewed.

, asked what happens if TDA funds currently being used for public
` works projects are used to finance a public transportation system.
� Mr. Curry stated that in order to use TDA. funds on roads, the
City and County must certify that responsible public needs for.
public transportation have been met. He noted that these funds
were originally intended to be used for public transportation.

The Board of Supervisors has appointed one of its members to ,
meet with a representative from the City Council to determine �
how to proceed with the public transportation principle in the
Redding-Enterprise area.
Mayor Fulton appointed Councilwoman Gard to meet with the ,
County representative, and return to Council with a recomm.en-
dation.
Dr. Simpson was thanked for his presentation.
PUBLIC HEA.RING - Rezoning A.pplication RZ- 1-76
Councilman Pugh abstained from discussion and voting on this item. '
The hour of 7:30 P.M. having arrived, Mayor Fulton opened the

Planning Commission Recommendation dated 4/15/76
The City Clerk advised Council that a letter had been received
from Mrs . H. D. Hill in protest of the rezoning application, but
in agreement with the recommendation of the Planning Commission.
The property.under consideration for rezoning was shown on the
Vu Graph, and is located at 1115 Gold Street. Planning and
Community Development Director Harris reviewed the recommen-
dation of the Planning Commission as contained in a memo to
Council dated April 15, which memo is made a part of these minutes
by reference. It is the Commission's recommendation that the
application be denied, based on the following factors.

5. A. precedent for further expans�ion eastward of apartment
zoning.
Clay Harter, the applicant, advised Council that he did not intend
to place 17 units on the property, which is the maximum allowed if
the propert�y were rezoned to "R-3" . He submitted two alternate
development plans , one having eight 2-bedroom adult apartments
with 16 parking spaces, and one having ten 2-bedroom adult apart-
ments with 20 parking spaces. IVIr. Harter feels that this is the
best use of the land and would be compatible with the area.
Pete Esp+il, 1045 Gold Street, spoke in opposition to the rezoning,
citi�ng bhe noise, traffic; and par;king problems which a mutiple-
complex development would bri�ng to the neighborhood. He also
believes that the value._of the present residential horne:s would
depreciate with such development. He also questioned the ade-
quacy of the present sewer system if such development is approved.
Mr . George Egaers, 1080 South 5treet, also..spoke in�opposition
to the rezoning, noting that the development�would create� parking
problems because of guests of the tenants . '

Councilman Pugh abstained from discussion and voting on this item,

' In a letter to Council dated March 29, Attorney David Packard,
; representing Starview Mobile Estates , expressed concern about
increased flows in a drainage ditch which passes through the
center of a mobile home park owned by Starview Mobile Estates,
which has resulted from commercial development of property
� north of Lawncrest Road. Mr. Packard said it is felt that addi-
tional substantial development in that area should, as a condition
� `��J to said development, have imposed upon the developers the re-
� quirement that adequate drainage be provided for the development
other than down this particular drainage ditch.
City A.ttorney Murphy stated that he had advised Mr. Packard
b�y letter that urban development was resulting in greater storm
flows but that this is not legally actionable; that storm water
remains a common enemy in a natural water course: If the City
were to divert the storm water into a new course, it would be
liable for any damage that the diversion causes.
The matter was referred to staff pending additional correspondence.
Shasta County Peace Officers A.ssociation
MOTION: Made by Councilman Pugh, seconded by Councilman
Anderson ratifying the action taken by Council in a telephone poll
re approving the use of the Pos'se Grounds by the Shasta County

PETITION - Downtown Mall A.ssociation
A petition was received from the Downtown Mall A.ssociation requesting
� Council consideration re completion of structured parking on the south
end of the Downtown Mall.
� ���u Sim Nathan appeared before Council on behalf of the Downtown Mall
Association and stressed the need for the additional parking so that the
downtown area will retain its viability. Mr. Nathan noted that double-
deck parking on the south end of the mall was part of the overall parking
plan when the mall was designed. He stated that the Downtown Mall
� has been of great benefit to the community; it has resulted in more
; employment, sales have increased from $12 million in 1968 to $22
; million in 1974, and it has created greater investor confiderice in the
i downtown area.

City Manager Brickwood recommended that the petition be referred to
staff a-nd the Redding Redevelopment A.gency for review and recoinmen-

Public Works Director Arness advised Council that requests for water
have been received from property owners adjacent to Quartz Hill Road.
The area covered by these requests_ is outside the City limits and the
former Buckeye County Water District. It does, however,. lie within
the City of Redding-Bureau of Reclamation contract limit areas.
A map was .shown on the Vu Graph depicting the existing waterline on ,
Quartz Hill Road:within the City of`Reddirig, consisting of approximately
2, 000 feet of 4=incli line; 150-200 feet of 6-inch asbestos cernent line, � � C/
and 550 feet of 12-inch line,. and �the map also,showed.the proposed
12-inch .extension outside of the City'limits . . .
Mr. Arness stated that, based on established basic policy covering .
this situation, it is staff's recommendation that:
1. The appli,cants construct a 12=inch waterline as shown on the map.
2. The Cit,y of Redding enter into a reimbursement agreement with _
the property owners to replace the 4-inch waterline. The recom-
mended participation ratio would be one-third (1/3) City of Redding
and two-thirds (2/3) applicants . The participation ratio is based on
the assumption that the 4-inch line; while undersized, is in good
shape and would not'have to be replaced in the near future.

legally feasible. ' He noted that in t'his 'iristance , annexation is feasible
if the pet'itioners' wish`to .pur sue� it�.' It is `his b'elief that an�E.I.R.
, or Negative Declaration would be necessary before proceeding with-
construction of the 12-inch line .
Councilman Pugh suggested that, altliough the 6-inch�line' is still in
g.00d co;ndition; it mi'ght be well to replace it'�at this time`, thus
avoiding digging up Quartz Hi1�1�Road�at a :later da.te.. The cost would�
also be less if it were included in the same project.

funds the entire projeet, without approval from the State and- agreement
that the City wilLparticipate in the I-5 off-ramp sigrial, when and if
