The meeting was called to order by Mayor Fulton with the following

The hour of 7:30 P.M, having arrived, Mayor Fulton opened
the Public Hearing on General Plan A.mendment Application � ��S
GPA-2-75, by Gary Pyszora, 5tate-Wide Developers , and
the Redding Planning Commis'sion.

' A.ssociate Planner Perry presented the background informa-
'' tion included in the Environmental Impact Report and described
E .
E the General Plan Amendment as recommended by the Planning
' Commission. He noted that prior to the present study con-
,� ducted by the City and County, the County General Plan proposed
'- a population of 40, 000 for the area, whereas the City General
Plan proposed a population of 8,200. The plan worked out by
both the City and the County proposed 18, 000 population for the
area included� in the General Plan A.mendment.
Maps prepar ld by Cal-Trans, showing projected 1995 traffic
volumes for the streets included in i.he General Plan Amendment
area, were shown to Council.
Planning and Community Development Director Harris noted
that these maps were received too late to be reviewed by the
Planning Corr�nission, and it is therefore his recommendation
that Council refer the matter back to staff and the Commission
for further review and consideration.
Joe Sickman, 1094 Hilltop, asked if there was some reason wh•y
property owners were not notified of this.public hearing. Mr.
Harris stated that on General Plan A.mendments notification is
--� by publication and, in addit'ion, to all persons who have requested
notification.
Robert Hobbs, Engineer for Mr, Pyszora, stated that he could
see that there are some conflicts with the introcluction of the
Cal-Trans maps showing projected traffic volumes , but asked
that everything be done as expeditiously as possible so that Mr.
Pyszora could proceed with his development.
Mike Wells suggested that Council adopt the proposed General
Plan A.mendment and modify it at a later date. Mr. Harris
noted that the recomrnendations made by the Planning Commission
are based upon certain significant traffic circulation factors ,
and the projeeted traffic volumes submitted by Ca1=Trans are in
such variance to information supplied to the Commission, he
feels the Cal-�Trans maps should be reviewed by the Commission

before 'Counci� takes any action.
� Vi Klaseen expressed concern with any proposal to extend Canby,
� as it would violate the quiet residential area and would be detri-
� mental to the school in that area. She mentioned the increased
'� noise level it would create.

' 1VFr. Kestersol of Old Alturas Road said he is against annexation
� to the City of Redding. He was advised that this public hearing
; does not pertain to any annexation issue.

'� MOTION: Made by Councilman Pugh, seconded by Councilwoman
� Gard that the Public Hearing be closed. The Vote: Unanimous Ayes
� MOTION: Made by Councilman Pugh, seconded by Councilman
' Demsher referring the matter re proposed Amendment to the
� General Plan back to staff and the Planning Commission for
� further review of traffic studies .

� Councilman Pugh said that, in addition to the maps submitted b�y
; Cal-Trans, he would like a map without the Hilltop interchange
and without the extension of Canby. A report back to Council at
� the meeting of April 19th was requested.

A.ssistant City Manager Courtney reviewed his memo to Council dated
March 23, 1976 pertaining to a proposed agreement between the County
��� of Shasta and the Cities of Redding and Anderson re a Special Census
by the State of California. It is recommended that Council approve
the agreement so that the City of Redding can participate in this Special
Census .

REQUEST FOR ANNEXATION - Harold A. Norberg "
Planning and Communit�y Development Director Harris submitted the ;
request of Harold A . Norberg for annexation of his property located
adjacent to the City limits on the south side of Cypress A.venue. ,
Subject property was shown on the Vu Graph. ���
MOTION: Made by Councilman Pugli, seconded by Councilwoman
Gard approving the request to commence annexation proceedings
with respect to subject propert�y, either .as an independent annexa-
tion or, if it is the choice of Mr. Norberg, as part of the larger
Henderson Road annexation, and authorized staff to assist the
property owner in preparing the formal application to the Local
Agency Formation Commission. 'The Vote: Unanimous A.yes
CA.RD ROOM PERMIT
Police Chief Whitmer advised Council that a background investigation
of Mr. Rober.t Dean Schultz, applicant for a card room pe'rmit at
2505 Park� Marina Drive, has been conducted, and he can offer no �07 `7
valid reason to deny the request for such permit.
Mayor Fulton said he is concerned at the proliferation of card
rooms in the City and thinks Council.should consider some type of
restriction, either by number or location.
Councilwoman Gard is in agreement with the views of the Mayor.
Councilmen Demsher'and Pugh indicated that it might be:advantageous
to study the matter and consider establishing policy; however , out of
fairness to Mr. Schultz who has complied with ail of the requirements ,
it was felt that his application should be approved.
MOTION: Made by Councilman Pugh, seconded by Councilman Demsher
approving a'card room permit for Robert Dean Schultz at .2505 Park
Marina Drive, The Vote: Unanimous A.yes
PUBLIC WORKS PLA.NNING REPORTS
Public Works Director A.rness submitted the Public Works Planning \_;>� U
Reports for A.pril, 1976.
Mr. Arriess reported that some striping has.been done ori Hilltop Drive
and his office has communicated with Cal-Trans regarding signalization
of Hilltop at Highway 44 ramps, but a reply has not been received.
Mr. Arness also reported that he and Councilman Demsher attended a �,
hearing in San Francisco regarding grade separation projects , noting
that applications for grade separations total about $300 inillion, whereas ��j ��
funds allocated amount to $15 million; therefore, Redding's chances for �
State funding are remote.
Mayor Fulton believes it will .be: up:to the individual voters to determine
if they want a grade segaration,.:as it�will have to 'be funded�by a bond
is sue. . ,
Councilman Pugh said that prior to going to a bond issue, he would like
input from citizens. He doesn't believe the Gity should be spending ;
money on design and engineering to go to a bond election, without de-. �
termining the feelings of the citizens. ;
Councilwoman Gard suggested mailing a questionnaire with utility bills �
to asce'rtain the wishes of the citizens=:; ' -

� BANK PROTECTION PROJECT - Clear Creek Sewage Treatment Facility
' Public Works Director Arness advised Council that in May, 1975, Gouncil
� adopted Resolution No, 75-38; authorizing the City Manager to execute a
� permit for right of eritry to:�the Uni�ted=Staftes. A.rmy; Corp's of Engineers
�3� for construction of emergency ba-nk protection on the righ.t bank of the
� Sacramento River in the vicinity of the City's waste treatment plant
just south of Clear Creek.' Mr. A.rne'ss stated that the Corps of Engineers
is prepared to initiate this work in the near future and has requested that
the permit for right of entry be extended to December 31, 1976.

Members of Council 'indi'cated their reluctance to authorize the use of
rip rap alorig the banks of the-river. It-was the general feeling that
the river should be allowed to make its own channel. - .
Staff was not in disagreement, but pointed out that because of,changes
made to the east bank of the Sacramento River , erosion is occurring
; at the site of the Clear Creek sewage ponds . Mr. Brickwood noted
that the City nearly lost the ponds during previous floocl periods , and
he doesn't feel the bank will withstand another flood without some type
of protection.
A.lternate methods of bank protection were discussed and it was agreed
that staff should research the matter to determine other means of bank
protection.

authorizing the City Manager to extend the permit for Right of Entry to

Councilman Pugh advised Council that the Shasta-Cascade Square �
Dancers had a Jamboree in the Civic Auditorium on March 26 and 27
and the facility worked beautifully. Mr.. Pugh also commented on the
cooperation shown by the A.uditorium staff.
