Recommendation Authorize staff �o draft and publish a request far prapasal seeking qualified cansultants for planning and evaluation of the City of Redding's emergency evacuation routes. Fiscal Impact There is no fiscal impact ta the General Fund. The praject will be funded by the Community Development Block Grant Disaster Recovery Infrastructure Grant. Alternatzve Action The City Council could choase not ta approve staff's recommendation and provide alternative directian. Backg�ound/Analysis On August 30, 2019, Senate Bill (SB) 99 was adopted requiring that city's update the safety element of their general plan to include information "identifying residential developments in hazard areas that do not have at least 2 emergency evacuation routes," Additionally, on October 9, 2019, Assembly Bill (AB) 747 was adopted requiring that city's further update the safety element of their general plan to "identify evacuation routes and their capacity, safety, and viability." Accordingly, the City of Redding's (City) recently adopted General Plan includes Policy PS4R, which requires the City, within two years of adoption of the General P1an, to work with California Department of Forestry & Fire Protection and other appropriate public safety agencies to perform these tasks as reguired by SB 99 and AB 747. Report to Redding City Council Apri130,2025 Re: 4.4(a)--Request to publish RFP to seek qualified consultants for further developmenPage 2 The City currently has an Emergency Operations Plan (EOP) which identifies evacuation routes for specific events and/or disasters, including regional dam failures, slow rise flooding, earthquakes, and wildland fire. This document and its referenced evacuation routes are used for both disaster-preparedness training and publio-awareness programs. Therefore, it is envisioned that the work required by SB 99 and AB 747 wi11 ultimately be incorporated into the City's EOP. In addition to General Plan Policy 4SR, the work proposed to be done under this Request for Proposal is supported by other relevant goals and policies of the General Plan, including: • Goal PS11: Plan for the orderly evacuation of people and their possessions during emergency and/or disaster situations; • PS11A - Strive to ensure that emergency personnel receive adequate training in traffic-control and evacuation procedures as required by the City's Emergency Operations Plan. • PS11B - Evacuation routes contained within the City's Emergency Operations Plan should be published and reinforced in public materials as a general guide for improving the awareness and preparedness of residents located in high-hazard areas, as appropriate. • PS11C - Consider implementing an emergency evacuation plan and consistently educate residents on: o Access: evacuation routes laid out for residents to use in case of emergency. o Signage: signage, wayfinding, and designated evacuation routes. o Communication: timely notices that may arrive through multiple communication avenues. o Assistance: available assistance programs to aid resident evacuation during emergency. Given the importance of updating the City's EOP to meet the requirements set forth in SB 99 and AB 747 by the required deadline, it is critical for staff to draft and post a request for proposal to seek professional expertise to complete this work and ensure the safety and preparedness of the community. Envi�onmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required.
