Fiscal Impact Approval and adoption of the budget amendment resolution would increase the Airports Division operating budget by transferring $86,000 from the Airport Enterprise Fund balance. This action would increase budgeted expenditure for Fiscal Year 2025 by the same amo�unt. Alternative Action Council may choose not to approve or adopt the budget resolution and provide alternative direction to staff regarding how to meet its regulatory requirements from the Central Valley Water Quality Control Board (CVWQCB) and the Federal Aviation Administration. Backg�ound/Analysis The purpose of this budget amendment is two-fold: (1) increase the Airports Division budget by $80,000 to fund a consulting eontract far water quality monitoring in order to meet the regulatory demands of the cost recovery program between the City of Redding (City) and the CVWQCB; and (2) increase the budget for appraisals by $6,000 to facilitate compliance with the Federal Aviation Administration airport sponsor assurances. Report to Redding City Council May 1, 2025 Re: 4.2(a)--BudgetAmendment-Airport Division -PFAS Monitoring and Appraisals Page 2 Consulting Contract In 2019 the City and the CVWQCB entered into a vol�untary cost recovery program (C-8825) for site monitoring due to past dep]oyment of airport firefighting foam (AFFF) which may have resulted in perfluoroalkyl and polyfluoroalkyl substances (PFAS) contamination of groundwater at a past training area and from deployment at an aircraft crash site at the Redding Regional Airport. On an annual basis, the CVWQCB provided an estimate of costs and a work plan for the upcoming fiscal year and in many cases, the City is able to limit costs of the CVWQCB by engaging with a qualified water quality monitoring consultant to assist the City with site monitoring. Based on discussions with representatives of the CVWQCB, the City anticipates an annual monitoring costs to range between $90,000 - $180,000 from the CVWQCB which the Airports Division plans on including in the upcoming biennial budget request. In order to meet the site monitoring work plan provided with the annual estimate, the staff intends to release a request for proposal (RFP) to engage a qualified environmental consultant to assist in site monitoring to help limit the oversight costs of the water quality control board and to meet the obligations of the City in the cost recovery program. In order to fund the contract anticipated to be awarded via an RFP, the Airports Division is requesting an additional $80,000 in funding with bids expected in the range of$60,000 - $80,000. Appraisal In March 2025, in response to a Part 13 Informal Complaint, the Airports Division requested $12,000 for appraisals of City-owned Airports Division property at both the Redding Regional Airport and at Benton Field. Due to the specialized nature of airport properties, the quotes for appraisals returned higher than anticipated and $6,000 of additional funding is needed to meet the intent of the original request. FAA Sponsor Assurance #24 Fee and Rental Structure requires obligated airports (those have received AIP grant funding, such as Redding Municipal Airport and Benton Field) to maintain a fee and rental structure for facilities which will make the airport as self-sustaining as possible; the FAA interprets the Sponsor Assurance #24 to require airports to use Fair Market Value (FMV) as the basis for establishing lease and rental rates for non- aeronautical uses of airport property. The airport properties in question are (1) the motorsports facilities on the east side of the Redding Regional Airport, (2) Redding Fire Station No. '7located on Flight Ave., and (3) the Benton Dog Park located on the corner of Airpark and Placer at Benton Field. Envi�onmental Review This activity is not a project as defined by the California Environmental Quality Act or the National Environmental Policy Act. No further action is required at this time.
