Recommendation
Authorize and approve the following relative to the City of Redding's Recreation Division's
operations of the City Hall caffee kiosk:
(1) Authorize the purchase of miscellaneous food and beverage items from various local
vendors up to a total of$4,500 per week;
(2) Authorize the City Treasurer to include the City Hall coffee kiosk to the existing Square
account to accept payments referenced in Resolution No. 2024-073; and
(3) Authorize the City Manager, or designee, to appoint a new signer to replace an authorized
signer who has either left employment with the City of Redding or their job
responsibilities have changed.
Fiscal Impact
The City Hall coffee kiosk operations are designed to be budget-neutral and will have no impact
on the General Fund.
Alternative Action
The City Council (Council) could decline to authorize the City Treasurer to add the coffee kiosk
to the existing account with Square or decline to allow staff authorization to purchase up to
$4,500 of goods and provide staff with alternate direction.
Backg�ound/Analysis
After several attempts to utilize outside vendors, the Community Services Department's
Recreation Division (Recreation) will be running a concessions program in the coffee kiosk in
the lobby of City Hall. The kiosk will be staffed by part-time Recreation employees to provide
food and beverages for sale to the general public and staff. The operation is largely comparable
to the concessions at the Redding Aquatic Center, and staff expects to be in operation by the end

of April. Operating the kiosk will allow for reliable food and beverage services, improve
warkplace morale, and provide a staff presence in the lobby of City FIall.
On September 3, 2024, the Council adopted Resolution 2024-073, authorizing the City Treasurer
to open and manage an account with Square to process gate fees at the Redding Sports Park.
Staff requests to use the existing Square account to streamline operations and reduce setup
complexities such as networking, computer hardware, and terminal hardware associated with the
coffee kiosk's operations.
Square is a business technology platform that serves many kinds of businesses, providing the
ability to receive payments on the go with mobile card readers. Sguare allows businesses to
accept payments via iPads and iPhones with no additional hardware needed. City staff has
identi�ed iPads that are available for this use, therefore not requiring purchasing new devices.
Additional key features of Square include ease of use and setup, no contracts or monthly fees,
and secure �ransactions. Square ensures all transactions are protected with encryption and meets
PCI compliance standards.
To facilitate the resale of food and beverages, staff will utilize a mix of local vendors to feature
at the kiosk. Using a variety of food vendors will provide options for customers and distribute
business opportunities to multiple local restaurants and suppliers. This type of purchase falls
outside of typical City policies and procedures. Therefore, staff is seeking Council authorization.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.
