Award. Fiscal Impact There is no fiseal impact to the General Fund. Alte�native Action The City Couneil could decline to adopt the resolution proclaiming Friday, April Z 5, 2 0 2 5, as Tree Planting Day and not recognize the T�ee City U.S.A. Award and provide staff with alternate direction. Backg�ound/Analysis On January 4, 18�2, J. Sterling Morton, Secretary of the Nebraska Territory and tree enthusiast, proposed a tree planting holiday called "Arbor Day" at a meeting of the State Board of Agriculture to spread his message of the value of trees. Arbor Day was officially proclaimed in 1874 by Nebraska's Governor, Robert W. Furnas, and eventually became a legal state holiday. By 1920, more than 45 states and territories were celebrating Arbor Day by planting trees, and children across the nation were ]earning about the importance of trees in schools. Today, Arbor Day is celebrated in all 50 states. The City of Redding (City) was notified by the State of California Department of Forestry and Fire Protection that it was the recipient of an award from the Arbor Day Foundation. The Community Services Department - Parks Division received the T�ee City U.S.A. Award for demonstrating the highest levels of tree care and community engagement during the 2024 Report to Redding City Council Apri17,20Z5 Re: 4.6(a)--Resolution forArbor Day and Designation Page 2 calendar year. This is the Parks Division's 44th consecutive year receiving the award. In 2025, the City's Parks Division wi11 continue to embrace the spirit of Arbor Day through its tree-planting program with trees being planted in on Liberty Street, Parkview and to various Landscape Maintenance Districts throughout the City. The combined effort wi11 result in the planting of over 115 shade trees. Efforts such as these provide a shady place to gather during hot summer days, reduce energy consumption, sequester carbon, and combat the heat island effect common in urban areas. Efforts wi11 also be directed toward maintaining trees from the completed Re-Grow Redding and Northeast Crossing Trail Projects. Finally, the Parks Division wi11 host a booth at the 1oca1 Earth Day event on April 19, 2025 at Caldwell Park, distributing informative brochures and providing guidance on proper tree pruning techniques for young and mature trees. While most holidays eelebrate something that has already happened and is worth remembering, Arbor Day represents hope for the future. The Community Services Department's Arbor Day efforts support a sustainable and thriving urban landscape that will benefit present and future generations alike. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required. Attachments ^Resolution RESOLUTION NO. 2025- A RESOLUTION OF THE REDDING CITY COUNCIL DECLARING APRIL 2 5, 2025, AS COMMUNITY TREE PLANTING DAY, OTHERWISE KNOWN AS ARBOR DAY, AND RECOGNIZING THE TREE CITY U.S.A. AWARD WHEREAS, in 1872 J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and WHEREAS,Arbor Day is now observed throughout the nation and the world; and WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen, and provide habitat for wildlife; and WT-IEREAS, Arbor Day was first observed with the planting of more than one million trees in Nebraska; and WHEREAS, trees are a renewable resource, giving us paper, wood to build our homes, fuel for our fires, and countless other wood products and by-products; and WHEREAS,trees in our City increase property values, enhance the economic vitality of business areas, and beautify our community; and WHEREAS, trees, wherever they are planted, are a source of joy and spiritual renewal; and WHEREAS, the City of Redding has been recognized as a Tree City U.S.A. by the National Arbor Day Foundation for the forty-fourth consecutive year, and desires to continue its tree- planting activities; NOW, THEREFORE,BE IT RESOLVED that the City Council af the City af Redding hereby: 1. Proclaims April 25, 2025, as Community Tree Planting Day, otherwise known as Arbor Day. 2. Recognizes the Tree City U.S.A. Award. BE IT FURTHER RESOLVED that the City Council encourages all citizens residing within the city limits of the City of Redding to support efforts to protect our trees and woodlands, support our City's Urban Forestry Program, and plant trees to gladden the hearts and promote the we11-being of present and future generations.
