Fiscal Impact The Stillwater Business Park Preserve (Preserve) fencing was not planned in the Fiscal Year 2023-2025 Biennial Budget. However, staff determined that fencing is needed to protect the property held in conservation easement and to preclude cattle from entering private property. The Stillwater Business Park Endowment Fund has adequate reserves to fund the installation of this improvement and there is no impact to the General Fund. Alternative Action The City Council could choose not to adopt the resolution appropriating the funds as requested and provide alternative direction to staff. Background/Analysis In June of 2008, the City of Redding established a conservation easement endowment fund for the Preserve, as required by the U.S. Army Corps of Engineers. Over the past 16 years, the fund has grown and the interest earned may be used for maintenance of the Preserve. The requested funding will be used to place fencing along the boundary of select Business Park properties and the adjoining lands held in conservation easement. The project will install up to 6,000 linear feet of fencing, which is comprised of a primary fencing area totaling approximately 3,600 linear feet, and a secondary fencing area totaling approximately 2,400 feet. The fencing will prevent unauthorized construction access in the Preserve during the development of private parcels, and prevent grazing cattle from entering private properties.
