SUBJECT: 5.1 --Consider Mayor's appointments to the City of Redding Planning
Commission.
Recommendation
Approve Mayor's recommendation to: (1) appoint Joshua Johnson to the Planning Commission
to serve a four-year term effective May 1, 2025, through April 30, 2029; and (2) appoint Blake
Nance to serve a four-year term effective May 1, 2025, through April 30, 2029.
Fiscal Impact
There is no impact to the General Fund.
Alternative Action
The City Council (Council) could choose not to approve the Mayor's recommendation.
Background/Analysis
The City of Redding (City) Planning Commission addresses land use issues (zoning, General
Plan amendments, etc.) that cannot be resolved at the administrative level or by the Board of
Administrative Review. Planning

In addition, the Planning Commission can review and approve or deny site development permits,
use permits, variances, tentative subdivision maps, vesting tentative maps, extensions of time,
and appeals of decisions/interpretations of the Director of Development Services and Board of
Administrative Review. Members are residents of the City, employed within the City, and own a
business located within the City. Members can serve two consecutive, full, four-year terms.
Planning Commissioner Brandi Greene filled an unexpired term through April 30, 2025, creating
one scheduled vacancy. Joshua Johnson has expressed interest in serving on the Planning
Commission. If approved, his first full term will be May 1, 2025, through April 30, 2029.

Planning Commissioner Aaron Hatch's first full term expires on April 30, 2025, creating one
scheduled vacancy. Blake Nance has expressed interest in serving on the Planning Commission.
If approved, his first full term will be May 1, 2025, through April 30, 2029.

To keep this simple, I have spent the majority of my adult life serving the public while putting the
safety and well-being of others ahead of my own. I can offer a mature perspective rooted in a

BLAKE NANCE

CITY OF REDDING - PLANNING COMMISSION APPLICATION

Collectively, Blake offers over 30 years of professional experience in a variety of working
environments, both domestically and abroad. He has worked and held leadership positions in
the US Marine Corps, a private sector start-up that went national, an international non-profit,
municipal government, along with co-founding/owning a consulting company. His
distinguished career includes service at the Beverly Hills Police Department, one of the
world's most renowned law enforcement agencies, where he rose to the rank of Lieutenant.
In his role, Blake was a member of the Chief's management team, overseeing a staff of 60,
managing a $14M budget, along with planning and leading critical public safety initiatives.
Blake worked on multi -disciplinary planning teams on large scale construction projects to
include a $20M road construction project and a $1 B dollar subway station/tunneling project.
Blake had the privilege of working directly with the Secret Service, FBI and DEA on joint
operations in the Los Angeles region. As a Lieutenant, he played a pivotal role in
co -designing traffic management and evacuation plans for Beverly Hills to safeguard over
10,000 residents in wildfire prone areas. He also led and developed public safety strategies
and conducted intensive planning for high-profile events such as the Golden Globe Awards,
the Vanity Fair Oscar Party, the LA Marathon, and the Rodeo Drive car show. These special
events involved months of intense planning, complying with an array of permit requirements,
preparation of Staff Reports, along with seeking final approvals from the Beverly Hills City
Council, the Police Department, the Fire Department and Building and Safety, helping to
ensure the safest possible outcomes. Blake continues to consult directly with Dick Clark
Productions on the annual Golden Globes show and coordinated 18 permits on the latest
show with the City of Beverly Hills and the City of Los Angeles, along with assisting key
stakeholders with the overall public safety plan for this live broadcast event.
Blake consulted and helped design enhanced public safety measures at the Crypto.com
Arena in downtown Los Angeles to include the enhancement and deployment of public
safety resources due to a large-scale, redesigned public plaza. Additionally, Blake has
spearheaded the development and implementation of enhanced safety measures using
emerging technologies for other high-profile events to include the Grammy Awards, the
Emmy Awards, BET Awards, along with several outdoor music festivals to include the
Electric Daisy Carnival at the Las Vegas Motor Speedway.
Blake's contributions extend beyond law enforcement and consulting. He served in the U.S.
Marine Corps as tactical operator with the elite 2nd Force Recon Company. During a combat
deployment to Mogadishu, Somalia, he safeguarded U.S. State Department personnel in
high-risk environments. On a separate deployment to Africa, he was awarded the Navy and
Marine Corps medal of Heroism for rescuing three men from a burning airplane in Brazziville,
Congo.
In the non-profit sector, Blake served in a management position overseeing the safety and
maintenance of a 50 -acre campus supporting teen girls rescued from human trafficking. He
also worked on several building expansion initiatives, and on a $1 M construction project of a
new barn and horse corral. He is deeply committed to humanitarian causes serving
vulnerable populations, having served on multiple relief missions in equatorial Africa and
Southeast Asia.
Blake holds a B.S. in Occupational Studies from California State University, Long Beach, and
a Master's degree in Public Policy and Administration from California Lutheran University. His
blend of planning and operational experience, leadership, and humanitarian commitment
exemplifies a lifetime dedication to protecting and serving others.
