Fiscal Impact The City of Redding's (City) Wastewater Utility Division has sufficient funds available in the approved Fiscal Year 2024-25 budget for this purchase. AlteNnative Action The City Council (Council) could choose not to approve the purchase and provide an alternative direction to staff. �3ackground/flnalysis The Clear Creek Wastewater Treatment Plant (CCWWTP) operates two influent pump stations to transport wastewater to the headworks of the treatment process. Influent Pump Station #2 consists of three identical pumps. One of these pumps has become inoperable and must be replaced. The configuration of the pumping station is bui�t in a manner that is exclusive to this type of pump and must be replaced in kind. Although other manufacturers provide alternative brands, the cabling and controls are significantly different and will not work in conjunction with Report to Redding City Council March 25, ZOZ5 Re: 4.12(g)--Replace Influent Pump at Clear Creek Wastewater Plant Page 2 the other two pumps. If a different pump brand was installed, an additional control system would need to be installed, as well as significant modifications to the structure to accommodate different cabling requirements, and the odd pump would not work in conjunction with the other two, meaning that it would operate independently and would not adjust speed based upon the operation of the other two pumps. These pumps are some of the most critical pieces of equipment for CCWWTP and must be operational in order to operate the biological process of the plant. Each of the pumps has been rebuilt in subsequent years, however, this pump, originally installed in 1997, is worn to the point that rebuilding it is not recommended. Staff recommends replacing the failing pump with the same pump as the existing one to reduce modifications, prohibit excess costs, and provide cooperative operations with the other existing pumps and control systems. Xylem is the sole source provider for Flygt pumps and has provided the attached quote for the purchase of the pump. In accordance with Section 4.20.080 A.6 of the Redding Municipal Code the Council may make a finding for a material, product, or service by specific brand or trade name in order to match other products in use within the City's water and wastewater system. In addition, it provides a provision to dispense with bidding when the equipment to be purchased represents best value to the City taking into consideration values other than solely price. Such findings would a11ow the benefits described above to be realized. If a different pump brand was installed, an additional control system would need to be installed, as well as significant modifications to the structure to accommodate different cabling requirements. We have been using the Flygt 3400 pumps since the influent pump station #2 was built in 1997. The pump that is being replaced was one of the original 1997 pumps that had been rebuilt several times throughout the years. We would like to continue to maintain uniformity and have the option to place any one of these four pumps into any one of the three slots of the station when needed.
