SUBJECT: 4.11(c)--Approval of On-Ca11 Professional Engineering and Architectural-Related
Services List
Recommendation
Approve list of qualified on-call consultants to provide engineering and architectural-related
services, which is consistent with City Manager's Policy No. 22-03, Selection of Specialty
Consultants.
Fiscal Impact
The use of an on-call list wi11 expedite project delivery, saving both time and maney. Funding
will come from the approved budgets of each individual project. Consulting and Professional
Services Contracts (CPSC)will only be executed if sufficient funding is available.
Alte�native Action
The City Council (Council) may choose �o reject all Statements of Qualifications (SOQ). This
would require staff to prepare requests for proposals on an individual project basis for
professional services less than$200,000.
BackgNound/Analysis
The City of Redding's (Ci�y) Engineering Divisian is updating the On-Call Professianal
Engineering and Architectural-Related Services List most recently approved in April 2020. The
use of this list has been proven to expedite the delivery of projects over the last five years by
providing a resource of preapproved consultants to provide on-call architecture and engineering
design, construction inspection, construction management, surveying, environmental planning
and permitting, and other professional services for various projects. To accomplish this update,
the Engineering Department solicited SOQs for on-call professional engineering and
architectural related services to assist with the delivery of capital improvement projects, City
planning activities and other services as required.

While a firm must be on the list to be selected for on-call services, it does not guarantee that a
consultant will be asked to submit on any project, nor that the consultant wi11 receive any
assignments. The volume of work assigned to consultants will be dependent on City staff
workload and funding availability.
The services requested include,but are not limited to, the following types of municipal projects:
• Domestic water distribution and treatment systems;
• Sanitary sewer collection system;
• Wastewater Treatment Facilities;
• Storm drainage collection system;
• Electrical, Computer, and Communication Facilities;
• Computer Software Programming;
• Transportation, arterial, collector, and local streets;
• Municipal parks and recreation areas;
• Airports;
• Buildings and Remodeling; and
• Review of private and public current and advanced planning project applications.
Services will be provided by consultants as authorized and directed by the City under the
standard CPSC. The consultant offering the best combination of expertise and value will be
selected to provide the service. No services will be performed on any projeet until the City has
approved and signed the CPSC for that particular project. No CPSC will exceed $200,000, or the
City Managers signature authority; nor will a consultant's work on any particular project be more
than $200,000 or amended limit unless further authorized by the Council. Large, complex
projects will continue to go through the City's formal qualification-based selection process in
accordance with the City Manager's Policy No. 22-03, Selection of Specialty Consultants.
A total of 47 firms submitted SOQs for 61 areas of professional services. Subject-matter experts
in the Engineering Division reviewed the SOQs and recommended the consultants who were
qualified. This process determined all 47 of the consultants submitting SOQs would be eligible
for the on-call list. Of the 47 firms recommended, 26 have previously completed work
successfully for the City. The remaining 21 firms have the experience and qualifications
necessary to create a successful work history with the City. The recommended firms are listed on
the attachinent.
Environmental Review
This action is not a project as defined by the California Environmental Quality Act, and no
further action is required.
