Fiscal Impact The Redding Library Flooring Replacement Project (Project) is completely funded by a Building Forward Grant from the California State Library and no additional funding is required. The project budget amount shown in the table below, $798,000, is within the overall amount of the grant awarded to the City of Redding (City). If the project does not move forward, the Redding Library will not receive new flooring to replace the existing flooring which has reached the end of its useful life. In addition, the City may not receive reimbursement for money spent and not yet invoiced, and the remaining grant funds may be forfeited. Background/Analysis Attached is a tabulation of bids opened on January 28, 2025. The low bid in the amount of $622,840 was received from N�orthern Valley Flooring of Stockton, California. The engineer's estimate was $635,000. Total project development costs for this project are estimated to be $32,000. Project development costs include engineering, surveying, environmental, and consultant services. The project includes the removal, disposal and replacement of the majority of the existing carpet and vinyl flooring on both levels of the library including the stairs. In addition, the existing book shelving and furniture will be moved and relocated, or reinstalled as detailed on the plans and in the special provisions. During construction, the library will remain open by setting up a small temporary library in the Community Room. Environmental Review Staff has determined that the project is categorically exempt from environmental review under the California Environmental Quality Act Guidelines, pursuant to Section 15301. C1ass 1 exeinptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The project is to replace flooring, replace existing wall base, install transition strips, and relocate or reinstall existing shelving and furniture. Old flooring and debris will be removed offsite for proper disposal. The project is a regular maintenance item and does not involve change of or expansion of use. Therefore, the project has no potential to have a significant effect on the environment and further environmental review is not required.
