SUBJECT: 4.9(a) --Resolution Ratifying and Authorizing a Grant from the California
Highway Patrol's Cannabis Tax Fund Grant Program
Recommendation
Authorize and approve the following:
(1) Adopt Resolution ratifying the application for, and authorizing the acceptance of funding
from the California Highway Patrol's Cannabis Tax Fund Grant Program, if awarded, in
the amount of $288,974;
(2) Authorize the City Manager, or designee, to execute said contract and any associated
amendments; and
(3) Authorize the City Manager to administratively appropriate the grant funds.
Fiscal Impact
This Cannabis Tax Fund Grant Program does not require matching funds. There is no negative
fiscal impact in accepting this grant. If awarded, the grant funds will be used to pay for Redding
Police Department (RPD) staff overtime related to driving under the influence (DUI)
enforcement and associated equipment, educational materials and advertising.
Alternative Action
The City Council could choose not to adopt the resolution to ratify the grant application. RPD
would lose the opportunity to focus additional efforts toward DUI enforcement.
Background/Analysis
On February 20, 2025, RPD submitted a grant application for the Cannabis Grant Operations
through the California Highway Patrol in the amount of $288,974. The grant period is from July
1, 2025 through June 30, 2026. The application is requesting funding for overtime for DUI
enforcement operations and for additional equipment.

If awarded, the grant will assist RPD with targeted DUI enforcement to combat the issue and to
keep the roads safe. The application is also requesting to purchase additional equipment
including five laptops for use by the Traffic Unit and four multipurpose motorcycles. The
motorcycles will enhance officer's mobility during patrols. The application also includes a
request for funding for educational materials and for advertising on social media and radio.
Environmental Review
Ratifying the grant application is not a project as defined by the California Environmental
Quality Act, therefore, no further action is required at this time.

and safe where they live, work, and play in the City of Redding."

RESOLUTION NO. 2025-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE APPLICATION FOR CANNABIS TAX FUND GRANT
PROGRAM FUNDS
WHEREAS, the California Highway Patrol has been delegated the responsibility by the
Legislature of the State of California for the administration of the Cannabis Tax Fund Grant
Program, setting up necessary procedures governing the application; and
WHEREAS, said procedures established by the California Highway Patrol require the
Applicant to certify by resolution the approval of the application to the State; and
WHEREAS, successful Applicants will enter into an agreement with the California
Highway Patrol to complete the Grant Scope;
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby:
APPROVES THE FILING OF AN APPLICATION FOR THE CANNABIS TAX GRANT
IN THE AMOUNT OF $288,974; AND
1. Certifies that said Applicant has or will have available, prior to commencement of any
work on the project included in this application, the sufficient funds to complete the project
if the grant is awarded;
2. Certifies that if the project is awarded, the Applicant has or will have sufficient funds to
operate and maintain the project;
3. Certifies that the Applicant has reviewed, understands, and agrees to the General
Provisions contained in the program regulations;
4. Delegates the authority to the City Manager, or his designee, to conduct all negotiations,
sign and submit all documents, including, but not limited to applications, agreements,
amendments, and payment requests, which may be necessary for the completion of the
Grant Scope; and
5. Agrees to comply with all applicable federal, state and local laws, ordinances, rules,
regulations and guidelines.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted by the
City Council of the City of Redding at a regular meeting held on the 18th day of March, 2025, by
