Fiscal Impact There is no negative fiscal impact in approving the resolution. The current grant is for $96,525 and there is no match required. Accepting the Department of Homeland Security Grant funds will allow the City of Redding Police and Fire Departments to purchase equipinent to support and build capabilities to protect against, prevent, respond to, and recover from terrorists acts and other types of emergencies or disasters. Alte�native Action The City Council cauld choose not to approve the resolutian and provide staff wi�h alternate direction. Backg�ound/AnaZysis Each year, the Federal Department of Hameland Security awards grant funding to enhance state and local agencies' abilities to prevent, respond, and recover from terrorist threats and other catastrophic events. Funding is awarded to the State of California Office of Emergency Services (CaIOES) and then awarded to counties that in turn grant funds to local agencies. Shasta County Health and Human Services administers funds for this region. Report to Redding City Council February 12,2025 Re: 4.9(b)--Resolution for Homeland Security Grant Page 2 Over the last several years, the City of Redding (City) has received funding for hand held radios, a bomb suit, a colnmand vehicle, security cameras for election security, a tactical drone far the Redding Police Department, ballistic vest and helmet sets, Community Emergency Response Team vehicle and trailer, a fire simulator, and laptop computers for the Redding Fire Department. In order to accept funding, CaIOES requires a resolution approved by the governing board of the agency that provides authority to enter into a grant agreement. This resolution authorizes the City Manager or his designee to enter into grant agreements with Shasta County Health and Human Services for IHomeland Security funding during FY 2024-25. The Homeland Security grants have provided significant funding to the City's Police and Fire Departments that have enhanced the ability to keep the region safe. Environmental Review The grant is not a project as defined by the California Environmental Quality Act, therefore, no further action is required at this time. Attachments ^Resolution RESOLUTION NO. 2025- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE ACCEPTANCE OF GRANTS THROUGH THE HOMELAND SECURITY GRANT PROGRAM WHEREAS, the City of Redding obtains grant funding related to Homeland Security as a subrecipient through Shasta County Health and Human Services Agency; and WHEREAS, grant funding is provided to the Redding Police Department and Redding Fire Department to purchase equipment to support and build capabilities to protect against, prevent, respond to, and recover from terrorists acts and other types of emergencies or disasters; and WHEREAS, the Office of Homeland Seeurity requires a resolution authorizing authority to enter into a grant agreement and that the City of Redding agrees to the following: l. To provide all matching funds required for the grant project and that any cash match will be appropriated as required; 2. Any liability arising out of the performance of this agreemen�shall be the responsibility of the City of Redding; 3. Grant funds shall not be used to supplant expenditures controlled the City Council; 4. The City of Redding is authorized by the City Council to apply for federal assistance, and the institutional, managerial and financial capability to ensure proper planning, management and completion of the approved project; NOW,THEREFORE,BE TT RESOLVED that the City Manager,or his designee,of the City of Redding is authorized by the City Council to execute on behalf of the City Council any documents or take any actions necessary,including retroactive,for the purpose of obtaining federal financial assistance provided by the federal Department of Homeland Security and sub-granted through the State of California and Shasta County for Fiscal Year 2024-25.
